It will contribute to sustainable and professional management of ports and terminals to ensure South Africa's economic growth and prosperity. This qualification has been generated to ensure South Africa's compliance with international competitive trends in the ports and harbours industry. A new port training strategy was the subject of a United Nations Conference on Trade and Development (UNCTAD) held in Porto during May 2002, where South African attended. A plan of action for the implementation of the new Port Management Programme (PMP) was established at the conference for three represented linguistic groups, being French, Portuguese and English. Furthermore, there is a need for an NQF compliant qualification that will provide the South African authorities with the opportunity to present this education and training locally. The typical learners for this qualification will include: terminal operators. Supervisors, middle managers, stevedore operators, ships' agents, clearing and forwarding agents, master mariners, port managers and harbour masters. INTERNATIONAL COMPARABILITY |
This International Comparability study was undertaken to examine the Airport/harbour manager occupation, including the level of qualification, duration and contents of the related curriculum. The purpose is to facilitate the development of a meaningful learning path and its associated curriculum incorporating both theoretical and practical skills which will ensure compatibility, comparability and compliance with existing international qualification specification and regulation. This exercise further provides baseline information towards benchmarking the curriculum under development for the Transport and Education Training Authority (Teta).
A preliminary literature review considered a total of 10 countries but, given the international regulatory bodies prevalent within this sector, training programmes are often standardised to meet prescribed international standards. Resultantly, several international providers have standardised compliant programmes and deliver them in several countries. Consequently, the countries included in the final comparability review were: United States of America (USA), Japan, Singapore and United Kingdom (UK). All the qualifications and programmes researched were considered to be adequately comparable with South Africa. Conclusion: Most of the training in these countries is comparable irrespective of different providers responsible for the delivery. The duration of the programmes is one year each and, save for the depth and detail for each, they cover practically similar concerns. |
