The qualifying learner will be able to strategically manage institutional resources to effect government policies in a public sector environment.

The qualification will be awarded to a learner who has provided evidence to the satisfaction of the assessors that the stated competence of the qualification, as detailed in the specified outcomes, has been achieved, either through education and training in a single provider's learning programme, or through experience that complies with the stated specified outcomes

    1. Government policies are analysed and executed in compliance with the provisions of relevant legislation.
  • Applied research is initiated and conducted to address societal needs based on sound research methodological practices.
  • Executive policies are formulated according to government policies.

    2. Reports are compiled and disseminated to relevant government structures according to stipulated guidelines.
  • The establishing and maintaining of international and national public and business sector relations are explained according to cooperative agreements.

    3. A project business plan is developed and programmes are managed according to the strategic objectives of the institution.
  • Reports to Parliament and the auditor-General are compiled based on actual expenses in line with the project business plan.
  • Programmes to ensure equitable employment are developed in accordance with relevant legislation and policy guidelines.
  • Transformational organisational development is effected through visionary leadership practices.

    This qualification forms the basis for admission to the next academic level (D.Tech) in Public Management. It also provides horizontal and vertical career mobility in the public sector.

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    a) Experience:
    Related working experience in public management as a supervisor and/or related academic experience in public management with sufficient public sector exposure.

    b) Qualifications
    At least a D Tech or equivalent. 

    NOTES 
    While South Africa still had Technikons, all of their qualifications were registered under the Committee of Technikon Principals. After the Technikons became Universities of Technology or merged with Universities, the qualifications were registered under each of these institutions, and the CTP qualifications fell away (hence the end date of 2006, above). Where relevant, replacement information is
    shown in the table above.
