PURPOSE AND RATIONALE OF THE QUALIFICATION
Purpose:

The Higher Certificate in Community Development offers basic knowledge related to theories, principles, and the practice of organising communities and neighbourhoods for transformative community development. This qualification provides the skills necessary to facilitate the development of projects in partnership with stakeholders in the community to promote self-sufficient, empowered and sustainable livelihoods.

The Higher Certificate in Community Development is designed for learners who are interested or involved in planning and implementing a range of community development initiatives and processes across a variety of social and economic contexts. Learners will be able to support a professional team in the capacity of Community Development Assistant and support the managing of appropriate community development processes in a particular context.

Rationale:

Community development is a broad term which applies to practices of civic leaders, involved citizens and professionals who are committed to improving various aspects of local communities. Community development initiatives empower individuals, and groups of people, by providing them with the skills needed to bring about effective change in communities. Community developers must know how to work with individuals and how to position communities effectively within the context of broader society.

Within communities, there are many citizens who play a vital role in the development and transformation of local communities. These citizens may wish to pursue a professional qualification in community development but may not meet the minimum requirements for Diploma or Degree studies. There is thus a need for an entry-level qualification in community development. A Higher Certificate qualification addresses this need.
