PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

This Advanced Certificate: Project Management is designed to provide opportunities for qualifying learners to access positions in:
  • Middle to senior management in project management and administration.
  • Various departments including: Project Administration; Project Procurement; Project Risk Management and Project Costing and Estimation.

    It will also be of benefit to learners that deal with project management in both the public and private sector.

    The learner will acquire a comprehensive and inter-related understanding of current and relevant project management theories and practices prevalent in all sectors of the economy.

    Rationale:

    The Advanced Certificate: Project Management enables the learner to plan, establish, implement and manage simple to fairly complex projects. Strong "drivers" for advanced project management training and development include the need to provide for a comprehensive set of competencies that will enable the learner to manage, co-ordinate or support simple to fairly complex projects in any sector. The aim of this qualification is to respond to business needs by providing students with a range of relevant theoretical and practical project management and administrative skills that will increase opportunities for their successful contribution towards our national developmental goals.

    This Advanced Certificate: Project Management seeks to contribute to national goals by:
  • Facilitating, capacity building and human capital development in both the public and private sectors.
  • Promoting equity by providing affordable access to project management education across the full spectrum of the population.
  • Recognising and supporting students from previously disadvantaged backgrounds.
  • Creating awareness of the needs of learners and other stakeholders.

    This qualification is directed primarily at persons with prior project management knowledge, qualifications and work experience, and who would like to expand their project management competencies in any sector of the economy. It will be of benefit to individuals who intend to broaden their project management skills and who understand that a range of additional project management skills form an integral part of any successful and responsive work environment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The qualification assumes that the student is competent in the language of instruction of the study material, the general theoretical, practical and academic knowledge accomplished at NQF Level 4 and able to work independently.

    Recognition of Prior Learning:

    Learning that has been acquired through formal, informal and non-formal means may be recognised for the fulfilment of the requirements of this qualification or part of the qualification or to grant access to learners who do not meet the admission criteria.

    It is required that through assessment practices, the learner should demonstrate competence in the knowledge, skills, values and attitudes implicit in this qualification for the attainment of credits towards attainment of the qualification. Recognition of Prior Learning is performed by means of integrated assessment as mentioned in integrated assessment conducted by an experienced academic.

    Access to the Qualification:

    The minimum admission requirement for the Advanced Certificate: Project Management is a Certificate in Project Management on NQF Level 5 issued by an accredited Institution of higher learning.

    QUALIFICATION RULES 
    There are five compulsory NQF Level 6 modules, 28 credits each, giving a total of 140 credits for the qualification. They are:
  • Advanced Project Management.
  • Applied Procurement Management.
  • Applied Project Management.
  • Project Risk Management.
  • Business Ethics. 

  • EXIT LEVEL OUTCOMES 
  • Implement Advanced Project Management concepts.
  • Manage the procurement function and contribute towards project management and the attainment of business objectives.
  • Identify and manage project management risks to reduce their impact on the organisation.
  • Explain good corporate governance principles and business ethics.
  • Manage simple and fairly complex projects.
  • Implement and manage and/or supervise a range of projects.
  • Implement policies and procedures in the project management environment.
  • Analyse, interpret and evaluate processes pertaining to the implementation of projects.
  • Manage resources and personnel to minimise risks and costs.
  • Implement strategies to assist with the identification of any deficiencies in the range of services intrinsic to project management.

    Critical Cross-Field Outcomes:
  • Identify and solve problems, make responsible decisions, apply critical and creative thinking in dealing with the diverse range of issues related to project management.
  • Work effectively in a group to manage projects.
  • Collect, analyse and consider the health and welfare of team members and the public where appropriate.
  • Communicate effectively as an important participant in the project management team.
  • Use all available technologies to improve service delivery.
  • Demonstrate an appreciation that projects are managed as part of a related set of interrelated systems within an organisation. 

  • ASSOCIATED ASSESSMENT CRITERIA 
    The following Assessment Criteria are applied in an integrated manner to assess learner's competence in the Exit Level Outcomes:
  • Project management principles and strategies are applied to reach the stated goals and objectives.
  • Policies and procedures are implemented to facilitate project management.
  • Project management trends, problems and shortcomings are analysed and interpreted to make recommendations to ensure an effective project management process.
  • Resources and personnel are managed according to generally accepted principles and within a legal framework.
  • Scientific methods in the investigation of project management tactics and techniques are applied.
  • Strategies to support project management goals are implemented.
  • Intra and inter-agency c-operation in the field of project management is ensured.
  • Project management is implemented in an ethical and responsible manner.
  • The core tasks and skills required for effective project management are known, understood and demonstrated.
  • Project management tasks are performed so as to add value to organisational processes and procedures.

    Integrated Assessment:

    The term 'Integrated Assessment' implies that theoretical and practical components should be assessed together. During integrated assessments the assessor should make use of formative and summative assessment methods and assess combinations of practical, applied, foundational and reflective competencies.

    A variety of methods must therefore be used in assessment. Tools and activities must be appropriate to the context in which the learner is working. Where it is not possible to assess the learner in the workplace or on-the-job, simulation, case studies and other similar techniques should be used to provide a context appropriate to the assessment. Assessors should assess and give credit for the evidence of learning that has already been acquired through formal, informal and non-formal learning and work experience. 

  • INTERNATIONAL COMPARABILITY 
    A general comparison with similar qualifications internationally revealed that the range of competencies is well articulated worldwide. The qualification compares favourably with these qualifications and should articulate well into qualifications at Diploma and Bachelor's Degree level. The qualification also relates well to any of the similar qualifications offered at institutions of higher learning within SADC countries.

    Advanced Project Management is a well established field of study and a large degree of synergy in the different qualifications is noted.

    A direct comparison of the title, Exit Level Outcomes and Assessment Criteria was undertaken with each and the best practice points were highlighted and incorporated into this qualification. 

    ARTICULATION OPTIONS 
    The qualification should articulate vertically with a variety of diplomas and degrees offered at Public or Private Institutions, for example:
  • Diploma: Project Management, NQF Level 7.
  • Advanced Diploma: Project Management, NQF Level 7.
  • Bachelor's Degree in Project Management, NQF Level 7. 

  • MODERATION OPTIONS 
    Lyceum College's academic staff unit is responsible for the setting of formative and summative assessment tools. The marking of assignments, projects and examinations must be carried out in accordance with the pre-determined assessment criteria. Assessment marks will be moderated and verified by sampling done by an external moderator. 

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    Assessment is administered by qualified lecturers.

    Assessors must have a relevant qualification higher than that of the one they are assessing. For this qualification assessors must have a qualification at NQF Level 7 or above.
