Registered-data under construction

The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

 

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

The purpose of the Specific Accounting qualification is to:
  • Equip learners for careers in administration, development and management divisions of the public, private and civic services.
  • Develop learners who can also join commerce and industry or even follow an innovative path and become entrepreneurs and consultants.
  • Empower learners already in the civil service to gain in-depth knowledge and specialized skills to become best innovative practitioners.

    Rationale:

    The rationale for the development and implementation of the programme is to:
  • Provide comprehensive theoretical background for those students and practitioners who wish to occupy significant positions for effective administration both in Public Sector Leadership and Executive in all spheres of government.
  • Allow students not only to understand challenges facing societal and public sector in Africa, but to be equipped with appropriate skills and attitudes that will assist in responding effectively and efficiently to identified and projected challenges and/or problems.
  • Offer a qualification that will enable students to demonstrate highly abilities and competencies in recognized and niche areas such as public finance and procurement, local government management and finance, public policy making, ethics in public sector, rural and urban development, effective service delivery, leadership and good governance, programme and project management and research.
  • Allow the programme that gives suitable weighting for students who wish to further their studies to post graduate levels. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Candidates are accepted on basis of their National Senior Certificate or matriculation performance or University Recognition of Prior Learning policy.

    Recognition of Prior Learning:

    Recognition of Prior Learning is applied as an entrance requirement using policies of the university.

    Access to the Qualification:
  • The qualification targets all the candidates who intend to pursue administrative and management as well as entrepreneurship related careers.
  • The qualification may also be categorized as one of the many other qualifications which permit entrance to other commercial and social sciences disciplines.
  • The faculty prospectus indicates the basis and points a student needs to obtain at matric level for admission purposes.

    QUALIFICATION RULES 
  • The Bachelor of Administration degree entails minimum credits of 120 each year to minimum of 360 and maximum of 384 over a period of 3 years. The period of three years in this qualification is taken to be the total duration of the course.
  • B Admin structure does allow core and electives. 

  • EXIT LEVEL OUTCOMES 
    After successful completion of the programme students will able to demonstrate:
  • Abilities coupled with problem-solving skills to eradicate socio-economic challenges whilst simultaneously improving production and performance in service-delivery by promoting good governance, effective and efficient administration which is accountable, ethical equitable and sustainable.
  • Application of well-rounded knowledge and specific skills in environment under which public administration operates particularly for public institutions. 

  • ASSOCIATED ASSESSMENT CRITERIA 
    Integrated Assessment:

    Since this is an undergraduate qualification which is unique on its own merits students in appropriately stages of their learning progress are assessed through written tests and examination, assignments, tutorials activities, class group work, class participation activities, individual assertiveness, case studies and research reports. This is meant to ensure that outcomes have been sufficiently grasped. 

    INTERNATIONAL COMPARABILITY 
    All the Republic of South African Institutions and International Higher Education Institutions do offer qualification in administration hence deals with aspects related to administration and/governance and policy and legislative framework matters. 

    ARTICULATION OPTIONS 
    Horizontal:
  • Possibilities of learners to switch at various levels and credit accomplishments between the various undergraduate programmes leading to different B.Admin, qualifications within the faculty as well as other faculties and universities with some quality control restrictions.

    Vertical:
  • Learners in the programme can proceed to enroll in a variety of B.Admin, Honours programmes offered by the faculty and other universities. Related qualifications. 

  • MODERATION OPTIONS 
    Moderation is conducted internally for first and second levels. For the exit level, external examiners from SA Universities are retained. These examiners are kept informed of progression throughout the year. 

    REREGISTRATION HISTORY 
    As per the SAQA Board decision/s at that time, this qualification was Reregistered in 2009; 2012; 2015.
