PURPOSE AND RATIONALE OF THE QUALIFICATION 
This qualification is intended for senior managers in the emergency service fields.

The purpose of this qualification is to provide emergency services with senior managers capable of providing leadership and strategic management as part of visionary management. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
First degree: Fire Technology, or equivalent.

The recognition of prior learning will be conducted according to outcomes as well as experience gained in the relevant industry.

QUALIFICATION RULES 
The qualification will be awarded to a learner who provided evidence to the satisfaction of the assessors that the stated competence of the qualification as detailed in the specified outcomes, has been achieved, either through education and training in a single provider's learning programme, or through experience that complies with the stated specified outcomes. The recognition of prior learning will be conducted according to outcomes as well as experience gained in the relevant industry.

3. Integrate generic and specific emergency management procedures, principles, models, theories and techniques.

1. Advice on identified, appropriate problems in the technical and technological field.
  • Demonstrate communication skills, verbally and written, to implement the advisory process.
  • Ensure that advice is appropriate to the problem, pre-emptive and preventive.

    2. Assessment and gap analysis are performed in determining current and future scenarios in the emergency services.
  • Describe the process of strategic management planning.
  • Explain the planning process for effective human resource utilisation.

    3. Project is planned and the process of execution of such a project described and explained at the executive level.
  • Implement and apply project and matrix management in a given context.
  • The context is analysed and an appropriate synthesis of models, theories and techniques presented as a solution to the given problem.

    4. Explain how the hazard is recognised and how data is collected and analysed.
  • A strategy is developed in which economic and legal implications and accountability are considered.
  • Identify the process in implementing a post-disaster recovery program.

    Integrated assessment:

    Written examination of mastery of the critical academic components of learning.

    MODERATION OPTIONS 
    Accreditation visits by SERTEC is presently undertaken every four years. 

    CRITERIA FOR THE REGISTRATION OF ASSESSORS

  • Be in possession of a relevant qualification in the emergency service field
  • Have relevant experience in the emergency service field
  • Be familiar with the Technikon educational system
