PURPOSE AND RATIONALE OF THE QUALIFICATION 
The qualifying learner will be able to direct, improve and manage the institutional structures, resources and functions to effect service delivery in the public sector environment.

The qualification will be awarded to a learner who has provided evidence to the satisfaction of the assessors that the stated competence of the qualification, as detailed in the specified outcomes, has been achieved, either through education and training in a single provider's learning programme, or through experience that complies with the stated specified outcomes.

1. Formulate and analyse public policies within the statutory framework.

2. Manage public financial management processes, procurement and other functions according to relevant legislation and regulations to ensure accountability.

3. Proactively adjust and manage inter-sect oral structures, resources and functions in a changing public sector environment.

4. Establish and maintain sound labour relations according to relevant legislation.

    b) Qualifications
    At least one level higher (M.Tech, M.Admin or M.A. (Public Management/Administration)).
