PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

This programme will allow senior managers earmarked for advancement to executive general management to apply and be deemed competent by demonstrating the appropriate knowledge, skills and values (KSV's). These will include the ability to integrate different management disciplines that are not the managers' core discipline to translate the organisation and business strategy into measurable outcomes within the private and or public sector.

Successful learners will demonstrate knowledge, skills and applied competence in the field of study of executive general management that provides opportunities for continued personal growth through lifelong learning, gainful economic activity and rewarding contributions to society. This programme will build the leadership and management expertise required in all sectors to deliver on sector targets underpinning economic development.

Rationale:

One of the important challenges South Africa faces as a developmental state is to establish a new cadre of public service leaders and managers, who are able to improve service delivery and ultimately build a better life for all. The Integrated Management Development Programme (IMDP), of which the SMDP is one facet, is a strategic intervention by the Public Administration Leadership and Management Academy (PALAMA) in collaboration with universities to support managers and leaders to develop the skills and knowledge that they require to meet the challenges of service delivery improvement, poverty alleviation and building the developmental state. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
The qualification is aimed at senior level managers with a commensurate area of responsibility including managing a function of a business or an area of work that delivers on the strategy of an organisation. The learner must have direct impact on the achievement of the strategic objectives of the organisation and a large staff complement. Learners must be responsible for delivery on key performance dimensions with budgetary and resource allocation independence.

It will be expected that delegates have received a three-year post graduate qualification and have approximately ten years of work experience, six of which at management levels. For specialists, delegates on this programme must demonstrate the ability to apply management and leadership learnings back in the workplace as determined by the admissions panel.

Recognition of Prior Learning:

The qualification recognises formal and non-formal prior learning (incorporating experiential learning) and learners must complete a portfolio of assessments as governed by the Universities RPL policy.

Access to the Qualification:

This qualification can be accessed by managers in the public sector.

    The Salford University in the UK offers a Senior Management Development Programme with the following Modules: Introduction to leadership, Strategic planning, Determining Priorities and Managing Time, Managing and Developing Effective Teams, Managing People through Change, Managing Conflict and Negotiation, and Understanding and Managing Performance.

    The Civil Service College of Singapore offers a similar management development programme ranging from:

  • ARTICULATION OPTIONS 
    Vertical:

    The programme with the discretion of the accreditation committee of the University It is recognised and may provide credits to two credits onto a Masters Degree in Business Administration if the delegate completed an individual assignment and examination for the relevant modules and achieved an overall mark (average of 65%) for the two assessments. Having the credits does not allow automatic entry on the Masters programme and delegates must still go through the application process.

    Horizontal:

    The programme allows access to the Post Graduate Diploma in Business Administration and similar NQF level 7 qualifications presented at business Schools. 

    MODERATION OPTIONS 
    A system of external peer review and evaluation of departments including evaluation of the standards and assessment practices per Department.

    Qualifications:
  • The minimum academic and workplace experience requirements at a level above the level of moderation.
  • Appropriate professional criteria will be drafted in the case of workplace assessment.

    Mentorship:
  • All junior and new members of staff are mentored by senior members as they work together in teams. All assessment done by external assessors is quality controlled by internal staff.
  • Any moderation criteria as determined by the ETQA. 

  • CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    A doctoral degree or a minimum of a Masters Degree in the relevant functional area of knowledge with a number of peer-reviewed articles in this area of business.

    Career experience required:

    Ten years appropriate industry or academic experience and a recognised industry expert in the functional field of study.

    Other criteria:

    Academic and business consulting experience is a recommendation and or membership of the professions accrediting body (in for example accounting, marketing finance and similar organisations).
