| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| The overall purpose of this qualification is to equip learners with the capability to reconstruct past environments and use the findings to inform citizen action and current decision-making and problem-solving skills and processes concerning socio-economic development in South Africa. To engage learners in informed participation by resolving issues relating to equity, justice and development, the qualification intends (as part of its purpose) to build the students capacity in the following key areas:

| Internal moderation by first and second examiners /markers will be used to ensure that agreed standards are used to assess the learners 'work. An external moderator will check the learner 's portfolio. In compliance with the N Q F, the learners 'work may also be moderated by the Education and Training Quality Assurers (E T Q A's) or other bodies accredited by the E T Q A's. |
