PURPOSE AND RATIONALE OF THE QUALIFICATION

A student qualifying for the Baccalaureus of Human Ecology (Social Development) has developed competence in community development management/coordination to be employed in Health, Local Government and the non-government sector. The Human Ecologist can fulfill roles in community development with regard to at least one specialisation in either household food security, community nutrition and the establishment of small scale enterprises.

Matriculation Certificate of the matriculation Board or a certificate of exemption from the Matriculation Examination, issued by the Board.

or

Senior, School-leaving or University Entrance Certificate, issued one of the education departments in the Republic of South Africa, and endorsed to the effect that the candidate has been exempted from the Matriculation Examination;

or

Valid certificate of conditional exemption from the Matriculation Examination, issued by the Matriculation Board

or

Valid certificate of exemption from the Matriculation Examination on the grounds of post-school qualifications (after Grade 12), issued by the Matriculation Board.

A qualified practitioner at this level is able to fulfill the following roles and competences typical of a community agriculture facilitator which includes that of

A facilitator and initiator rather than that of a supervisor

A trainer (educator) and an assessor

An organiser and a coordinator

A manager and a controller

An advocate and a researcher

The outcomes have been determined by a situation analysis of the competence acquired by employees to fulfill their functions. The home economist needs to develop applied competence to:

1. Practice community education and programme management

2. Interpret data and apply the principles for sustainable household resource management and livelihoods in regard to promoting food for household use

3. Assist the community to establish and manage small businesses based on business principles and processes, whether it is a farming enterprise or a home industry.

4. Contribute to the improvement of the well-being of the population through participation in nutrition policy formulation and programme planning

5. Implement and evaluate policy and programmes based on an understanding of the underlying principles of nutrition

6. Focus on nutrition on the population level and at the same time utilise scientific knowledge and development processes to improve the well-being of individuals, families, households, communities and the population at large.

7. Initiate community nutrition that is based on population-based actions that involves the whole population e.g. advocacy, education, food policy and community based programming, rather than on case management or direct face to face interaction with individual clients.

ASSOCIATED ASSESSMENT CRITERIA

The students should comply with the following criteria in regard to the critical as well as the specific outcomes. The student needs to:

1. Demonstrate the abilities to contribute to the organisation and management of the household that will ensure a satisfactory end result for the members, contribute to the welfare of community and be a responsible producer and consumer.

2. Apply numeracy skills to ensure accurate accounting within the household to the benefit, the household and community.

3. Have an awareness for and the ability to communicate the need to provide a safe environment for household and community members and to assume the responsibility for and positive attitude towards the environment.

4. Demonstrate the ability to compare, analyse, evaluate and manage situations arising in the different activities of the household and community.

5. Focus on food safety, food preparation principles and procedures, appropriate and acceptable menus consistent with the goals of nutritional health and well-being in the household, community and society.

6. Focus on the construction of clothing, evaluation of retail clothing, care for textiles and satisfaction in wear.

7. Anticipate the future and respond to the demands of new developments and changes in the field of Human Ecology to satisfy the needs of households and communities.

INTEGRATED ASSESSMENT

The departments concerned developed various interactive and resource-based study packages. Ongoing assessment of modules and practical work by means of assignments, experimental work, case studies, projects, reports and observation together with employers or other institutions to achieve the purpose of the qualification. Assessment will be done according to the assessment criteria of the outcomes and controlled by moderators.

ARTICULATION OPTIONS

Students with Vista University qualifications or equivalent may get exemption for modules on appropriate NQF levels and specific outcomes. As this qualification is research orientated on exit level 7, an appropriate articulation level would be a Masters degree with exit level 8.

MODERATION OPTIONS

External moderators with a Masters degree or equivalent in Home Economics or an appropriate qualification for final level 7 modules.

CRITERIA FOR THE REGISTRATION OF ASSESSORS

A Level 8 qualification with appropriate experience in community extension in agriculture and the area to be assessed.

As per the SAQA Board decision/s at that time, this qualification was Reregistered in 2006.
