| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
The purpose of this qualification is to prepare a learner to operate as a Civil Road Construction Constructor. A Civil Road Construction Constructor constructs and maintains earthworks, embankments, and earth retaining structures and pavement layers, including surfacing, and ancillary works for roads or runways and related stormwater drainage systems. A qualified learner will be able to: Learners will benefit by being equipped with practical skills and technical knowledge required to participate effectively in the construction and maintenance of roads and associated infrastructure. They will receive hands-on training in essential areas such as road surfacing, drainage, earthworks, and safety standards. Learners gain competencies that are aligned with industry requirements, enabling them to contribute meaningfully to infrastructure development projects. A qualified learner will demonstrate the following key attributes: Rationale: The National Occupational Certificate for Civil Roads Construction Constructor at NQF Level 4 is a critical qualification for South Africa due to the country's ongoing infrastructure development needs. South Africa is continually expanding and maintaining its road and runway networks to support economic growth, enhance connectivity, and improve transportation efficiency. The qualification aims to address the shortage of skilled professionals in the civil roads construction sector, ensuring that there are adequately trained constructors capable of meeting the high standards required for such infrastructure projects. The role of a skilled Civil Roads Construction Constructor is pivotal in the development and maintenance of transportation infrastructure. These professionals are responsible for planning, executing, and overseeing the construction and maintenance of earthworks, embankments, retaining structures, and pavement layers, including surfacing and ancillary works for roads or runways, and related stormwater drainage systems. Their expertise ensures that construction projects are completed efficiently, safely, and to the required standards, thereby enhancing the durability and reliability of the infrastructure. This qualification provides learners with comprehensive knowledge and practical skills essential for constructing and maintaining earthworks, embankments, retaining structures, and pavement layers, including surfacing and ancillary works for roads or runways, and related stormwater drainage systems. It prepares individuals to effectively plan, execute, and manage construction projects, thereby contributing to the overall quality and durability of South Africa's transportation infrastructure. Currently, there are no similar qualifications or part-qualifications registered on the NQF. The qualification will have substantial benefits for the civil construction sector, society, and the economy. It will ensure a steady supply of skilled constructors who can undertake and manage road or runway construction projects effectively. This contributes to safer and more reliable transportation networks, which are crucial for economic activities and societal mobility. Improved infrastructure leads to better connectivity between urban and rural areas, facilitates trade, reduces transportation costs, and enhances overall economic competitiveness. The typical learners for this qualification are individuals who aspire to build a career in the civil construction industry, specifically in road or runway construction and maintenance. This includes young school leavers, current employees in the construction sector seeking formal qualifications, and individuals looking to upskill or reskill to improve their employability and career prospects in the infrastructure development field. Collaboration with relevant stakeholders: Various stakeholders within the civil engineering construction industries were involved during the development of this occupational qualification. These stakeholders included industry bodies, professional bodies, private and public training providers and government departments. | LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
| Recognition of Prior Learning (RPL):
RPL for Access: Learners may use the RPL process to gain access to training opportunities for a qualification of learning if they do not meet the formal, minimum entry requirements for admission. RPL assessment provides an alternative access route into a qualification of learning. Such an RPL assessment may be developed, moderated and conducted by the accredited Skills Development Provider which offers that specific qualification. Such an assessment must ensure that the learner is able to display the equivalent level of competencies required for access, based on the NQF level descriptors. RPL for Exemption: For exemption from modules through RPL, learners who have gained the stipulated competencies of the modules of a qualification of learning, qualification through any means of formal, informal or non-formal learning and/or work experience, may be awarded credits towards relevant modules, and gaps identified for training, which is then concluded. RPL for Access to the External Integrated Summative Assessment (EISA): Learners who have gained the stipulated competencies of the modules of a qualification of learning, through any means of formal, informal or non-formal learning and/or work experience, may be awarded credits towards relevant modules, and gaps identified for training, which is then concluded. Upon successful completion of the EISA, RPL learners will be issued the QCTO certificate for the qualification. Quality Partners are responsible for ensuring the RPL mechanism and process for qualifications and part-qualification is approved by the QCTO. Entry Requirements: |

| ASSOCIATED ASSESSMENT CRITERIA |
| Associated Assessment Criteria for Exit Level Outcome 1:
ELO 1: Apply knowledge and theoretical concepts to plan, prepare the site and set out and transfer levels for road or runway infrastructure construction projects. Associated Assessment Criteria for Exit Level Outcome 2: ELO 2: Apply knowledge of stormwater drainage systems to lay and join pipes or culverts for road or runway infrastructure. Associated Assessment Criteria for Exit Level Outcome 3: ELO 3: Apply understanding of infrastructure systems to plan, construct, and maintain earthworks, pavement layers, and associated works. Associated Assessment Criteria for Exit Level Outcome 4: ELO 4: Apply knowledge of road or runway infrastructure to implement markings and conduct signage operations. Integrated Assessment Formative Assessments: Formative assessments are conducted throughout the training of learners. A range of formal, non-formal, and informal ongoing assessment activities is used to focus on teaching and learning outcomes to improve learner attainment. Formative assessments are conducted continuously by the facilitator to feed into further learning, to identify strengths and weaknesses, and to ensure the learner's ability to apply knowledge, skills and workplace experience gained. Formative assessments are conducted by the accredited Skills Development Provider (SDP), and a variety of ongoing assessment methods may be used, for example, quizzes, assignments, tests, scenarios, role play, and interviews. Continuous feedback must be provided. Summative Assessments: Integrated assessment involves all the different types of assessment tasks required for a particular qualification, such as written assessment of theory and practical demonstration of competence. To achieve this, the Internal Assessment Criteria (IAC) for all modules as found in the QCTO curriculum document must be followed. An accredited SDP should implement a well-designed, formal, relevant, final internal Summative Assessment strategy for all modules to prepare learners for the EISA. These assessments evaluate learning achievements relating to the achievement of each module of the relevant components of the qualification. Internal Summative Assessments are developed, moderated and conducted by the SDP at the end of each module or after integration of relevant modules, e.g. applied knowledge tests, workplace tasks, practical demonstrations, simulated tasks/demonstrations, projects, case studies, etc. The results of these final formal summative assessments must be recorded. These results, which include the Statement of Work Experience results, where applicable, contribute to the Statement of Results (SoR) that is a requirement for admission to the EISA. An SoR, using the template provided by the Quality Partner, is issued by the accredited SDP for qualifications and part-qualifications. The SDP must produce a valid Statement of Results for each learner, indicating the result and the date on which the competence in each module, of each component, was achieved. Learners are required to produce this SoR, together with their ID document or alternative ID document, at the point of the EISA. |
