PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this part-qualification is to prepare a learner to function as an Environmental Monitor.

An Environmental Monitor observes, recognises rights and responsibilities in and towards the environment, as well as to collect, record, maintain and communicate data and information in reporting to the Environmental Practitioner; and support and lead an operational team according to the relevant environmental legal framework. Typical graduate attributes will include among others leadership, discipline, compassion, communication, inquisitive, problem solving and dedication.

A qualified learner will be able to:
  • Monitor compliance to the environmental regulatory framework by the community.
  • Participate in implementing the operational plan based on operational strategies for environmental issues.
  • Lead an inter-disciplinary team.

    Rationale:
    This part-qualification will equip learners with the skills, knowledge and values to contribute towards the efficient, effective and sustainable use and management of ecological systems at grassroots level. South Africa has a need to manage and protect its natural resources and ecological systems, while simultaneously using its resources in a sustainable manner to promote social, physical and economic development. There is also a need for people to be empowered to develop practices which will ensure that their activities, individually and collectively, result in the sustainable use of natural resources and minimise negative impact on the environment. Recent developments in environmental legislations have resulted in an increased demand for competent practitioners with the necessary knowledge, skills and values to fulfil these legislative requirements. Sustainable use of natural resources creates sustainable jobs for local economies growth and development.

    Typical learner for this qualification is any individual who is currently working as an environmental monitor in the environmental management sector and new entrants, especially in the fields of environmental science, environmental management and waste management. It will also enhance the provision of service within the environmental management sector as it provides the specific knowledge, skills and values needed in the environmental management field. Currently there are no similar Environmental Monitor qualifications registered on the National Qualifications Framework.

    The qualification will facilitate access to, mobility and progression within the environmental management education and training and career progression to Environmental Practitioner for potential learners. These competencies, once achieved, should also create opportunities for individuals in the development of environmental entrepreneurship and employability in the green economy. The qualification was developed in collaboration with professional and statutory bodies. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):

    RPL for Access to the qualification
  • Learners will gain access to the qualification through RPL for Access as provided for in the QCTO RPL Policy. RPL for access is conducted by accredited education institution, skills development provider or workplace accredited to offer that specific qualification/part qualification.
  • Learners who have acquired competencies of the modules of a qualification or part qualification will be credited for modules through RPL.

    RPL for access to the external integrated summative assessment
    Accredited provider and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result.

    Integrated Assessment:
    Formative Assessment
    The Skills Development Providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated External Summative Assessment.

    Summative Assessment
    An External Integrated Summative Assessment, conducted through the relevant QCTO Assessment Quality Partner is required to issue this qualification. The External Integrated Summative Assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. Additional to the written assessment the learner must also submit a portfolio of evidence compiled of outcomes achieved in the workplace. 

  • INTERNATIONAL COMPARABILITY 
    The qualification was compared with qualifications from Canada and New Zealand, as applied to parent qualification.

    Canada
    The University of Calgary offers a one (1) year Environmental Management Certificate. It allows learners to gain the most recent specialised knowledge and skills needed for effective practice in the dynamic field of environmental management.

    It enables learners to explore uniquely Canadian environmental problems within a global perspective; Learn environmental systems, processes, tools, strategies, risk management techniques and legal requirements that help one assess and manage air, water, soil and waste. The Environmental Management Certificate qualification blends theory and practice while focusing on the need for sustainable development and the use of market-driven solutions. This qualification is ideal for university and college graduates looking to transition into the environmental sector.

    Learning Cloud offers a one (1) year Certificate in Environmental Management. The qualification consists of the following modules:

    This qualification compares favourably with those of the two countries in terms of the purpose, content and practical component.
