PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of the Advanced Diploma in Public Administration is to equip learners with the knowledge and skills that will enable them to exercise the management functions required of a general manager at a middle to senior level in the South African public sector.
The qualification will inculcate in prospective and current public officials, as well as persons working in related fields, a solid knowledge of the public sector environment and enable them to develop the skills, competencies and attitudes required to practice effective public management in all spheres of government public service. It will equip new entrants to the public sector to operate effectively, and experienced employees improve their competencies.

The qualification will provide learners with a range of relevant skills and capabilities. These include the ability to critically analyse principles and theories of public administration; a thorough knowledge of the structures, institutions and functions of government in South Africa; examining, interpreting, and implementing the frameworks governing administration in all three spheres of government; examining and applying just and rational administrative processes and practices; interpreting, examining, understanding and planning how government finances are raised and managed; developing, interpreting and implementing government policies; and interpreting and implementing government planning processes. These skills will enable learners to acquire strategic leadership and management capacity, improve service delivery, promote a developmental agenda, promote the rule of law, manage the politico-administrative interface, and generally promote good governance.

Upon completion of the qualification, qualifying learners will be able to:
  • Review and develop planning strategies in all spheres of government.
  • Apply theories of public management in practice in the South African context.
  • Implement principles of administrative law in the making of decisions and the execution of duties
  • Interpret and apply the legislative and regulatory provisions relating to public administration in the national, provincial, and local spheres of government and implement appropriate practices.
  • Practice the principles of the Constitution of South Africa relating to the structures and functions of government and public management.
  • Manage and implement the processes of policy development effectively which is applicable to all spheres of government.
  • Apply the requirements of the financial management systems in all spheres, including budgeting, reporting, asset and liability management and intergovernmental finance.

    The qualification will strengthen learners' foundational knowledge of public management and equip them to pursue meaningful careers in that field. It will also provide learners with a platform for progression to higher-level qualifications such as honours or master's degrees, and for career advancement.

    Rationale:
    The need for the Advanced Diploma in Public Administration has its roots in the Constitution of the Republic of South Africa which was adopted in 1996 and came into force in 1997. Section 195 of the Constitution requires that public administration be governed by the democratic values and principles enshrined there, which promote, amongst other things, a high standard of professional ethics, efficiency, developmentalism, impartiality and fairness, responsiveness, accountability, and transparency. However, the high ideals of the Constitution have not yet been achieved.

    The National Development Plan (NDP) (2011) provides the roadmap for South Africa's development up to 2030 which, at a high level, informs, all present and future government planning. Chapter 13 notes that there is "an unevenness in state capacity, which leads to uneven performance in local, provincial and national government (this) results from the interplay of a complex set of factors, including skills deficits" (NDP 2011: 364). The NDP makes it clear that South Africa needs to focus relentlessly on building a professional public service and a capable state. It identifies several key areas where targeted action is particularly important, one such area is to "make the public service and local government careers of choice. South Africa needs to focus on building a skilled and professional public service; the state needs to focus on producing the skills and expertise that will be necessary for future public service cohorts" (NDP 2011: 365).

    The dangers of not achieving the "capable state" are recognised in a publication of the Public Service Commission (PSC) called "Building a capable, career-oriented and professional public service to underpin a capable and developmental state in South Africa". The PSC points out that "It is increasingly recognised that the legitimacy of government is determined by the quality of staff at the coalface and the management of coal face institutions. The quality of managers at this level has a great impact on the quality of service delivery and the legitimacy of government." (PSC 2016: 12).

    In addition, the National List of Occupations in High Demand produced by the Department of Higher Education and Training lists Public Administration as a scarce and /or critical skill at a lecturer level (2020:42). The National School of Government's draft "National Implementation Framework towards the Professionalisation of the Public Service Importantly," emphasises the need for professionalisation of certain categories of occupations in the public service, over and above what is already recognised through statutory professional bodies, and states that "in the same way that health workers are recognised as a sector and belong to professional bodies which regulate their trade, the state needs to expand this to cover other public service occupations. In furtherance of this initiative, pre-entry exams and compulsory integrity tests must be introduced across levels and sectors" (Government Gazette No. 44031 on 24 December 2020).

    The qualification will promote the achievement of the objectives of Section 195 of the Constitution, assist in the building of the capable state envisioned by the NDP, and strengthen the legitimacy of government in the context of a modern democratic state by developing the skills and essential knowledge required by the public sector to function efficiently and effectively. Learners who are pursuing careers in the public sector will be equipped with the advanced skills and competencies appropriate to the environment in which they work. The qualification will not only support learners in achieving their career aspirations but also enable them to contribute meaningfully to the building of a better society by means of their service to the public.

    It is anticipated that the qualification will attract the following categories of learners:
  • First-time potential employees who wish to start their careers in the public sector.
  • Persons working in other sectors who wish to change their career paths and move to the public sector.
  • Persons currently employed in the public service who wish to better qualify themselves to advance their careers.
  • Persons employed in other occupations but who work closely with the public sector, such as lawyers, engineers, accountants, doctors, and consultants, who wish to be better informed about the sector in which they work.

    The qualification is intended for persons who wish to work in or with all spheres of government, national, provincial, or local spheres, such as in national and provincial departments, public entities, legislatures, constitutional institutions, municipalities, and municipal entities. Potential occupations for which this qualification is suited include the following:
    At national or provincial level:

    The qualification enables learners to pursue further studies in related qualifications, for example, at Honour's level which specialises in one or more of the areas covered by this qualification, and, ultimately, at Master's level. Several benefits provided by the qualification for the individual learner, society and the economy include the following:
  • The learner benefits from being able to perform his or her functions with the required expertise confidently and with the requisite level of expertise.
  • The qualification will address the skills gap in the public sector, which in turn will promote efficient, effective administration, good governance, and service delivery in an efficient, accountable, and transparent fashion, thereby promoting effective service delivery in all spheres of government.
  • The qualification will promote the establishment of a capable state which is a prerequisite for economic growth. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    The institution has an approved Recognition of Prior Learning (RPL) policy which is applicable to equivalent qualifications for admission into the qualification. RPL will be applied to accommodate applicants who qualify. RPL thus provides alternative access and admission to qualifications, as well as advanced standing within qualifications. RPL may be applied for access, credits from modules and credits for or towards the qualification.

    RPL for access:
  • Learners who do not meet the minimum entrance requirements or the required qualification at the same NQF level as the qualification required for admission may be considered for admission through RPL.
  • To be considered for admission in the qualification based on RPL, applicants should provide evidence in the form of a portfolio that demonstrates that they have acquired the relevant knowledge, skills, and competencies through formal, non-formal and/or informal learning to cope with the qualification expectations should they be allowed entrance into the qualification.

    RPL for exemption of modules:
  • Learners may apply for RPL to be exempted from modules that form part of the qualification. For a learner to be exempted from a module, the learner needs to provide sufficient evidence in the form of a portfolio that demonstrates that competency was achieved for the learning outcomes that are equivalent to the learning outcomes of the module.

    RPL for credit:
  • Learners may also apply for RPL for credit for or towards the qualification, in which they must provide evidence in the form of a portfolio that demonstrates prior learning through formal, non-formal and/or informal learning to obtain credits towards the qualification.
  • Credit shall be appropriate to the context in which it is awarded and accepted.

    Purpose:
    The London School of Business and Research Diploma in Public Administration is a postgraduate-level recognised qualification suitable for learners to gain skills in public service administration. Public service managers face an increasing pace of change, combined with pressures to deliver more with less, navigate a complex policy context and enhance performance while sustaining public service values. Designed for professionals in public and non-profit organisations who provide strong and comprehensive support, this qualification will equip learners to meet these challenges. The qualification is accredited by the OTHM qualifications awarding body in the UK.

    Learners will study three aspects of public administration:
  • The policy process, within which public services are developed.
  • The organisational and human context through which public services are delivered.
  • The wider social, economic, and political environment that shapes public service demands and constraints.

    Learners will learn how to analyse complex public management problems, lead change effectively, and develop their ability to manage through networks and partnerships. Learners will be able to shape and deliver the public services of the future and move into more strategic roles in a wide range of organisations. During the course of the qualification, learners will grow as competent and reflective practitioners, both in their current roles and in preparation for more demanding roles in the future. Successful completion of the qualification Level 7 Diploma in Public Administration qualification enables learners to progress into or within employment and/or continue their further study. Since this qualification is approved and regulated by Ofqual (Office of the Qualifications and Examinations Regulation), learners are eligible to progress to a master top-up with advanced standing.

  • The LSBR qualification has a module in Advanced Research Methods whilst the SA qualification does not include a research component.
  • The LSBR qualification is delivered face-to-face, through lectures, tutorials, seminars, distance, and online by approved centres whilst the SA qualification is offered through only the contact.
  • The LSBR qualification articulates vertically to a master's degree while the SA qualification articulates vertically to Honour's degree.

    In terms of career prospects, learners can work as Executive Officers, Managers, Planners, Human Resource Practitioners, Local Government Officials, and other related positions in the Public and Private Sectors, and Non- Profit Organizations.

  • The purpose of the Mulungushi University (MU) and the South African (SA) qualifications is to broaden the knowledge of learners in the field as well as equip them with analytical and management skills to help them meet the challenges of the public sector and contribute to its effectiveness, efficiency, and economy.
  • Both qualifications share similar exit-level outcomes.
  • Some of the second-, third- and fourth-year compulsory modules of the MU qualifications are comparable to the SA qualification.

    Differences:
  • The MU qualification is offered over four years of full-time study while the SA qualification takes one year of full-time study.
  • The MU qualification requires applicants who completed the senior secondary school qualifications while the SA qualification accepts applicants who completed the undergraduate qualification.
  • The MU qualification consists of the research project while the SA qualification does not include the research component.

    Conclusion:
