| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
The purpose of this qualification is to prepare a learner to operate as a Rolling Stock Electrical Fitter. A Rolling Stock Electrical Fitter maintains, tests, repairs, overhauls, assembles and fits electrical and mechanical parts and bogies of locomotives/motor coaches. A qualified learner will be able to: Rationale: The Rolling Stock Electrical Fitter trade is one of several trades and occupations in the rail industry. The industry is currently revising the historically registered qualifications to meet the requirement for occupational qualifications and replace the outdated qualifications. The Occupational Certificate: Diesel Electric Fitter and the Occupational Certificate: Rolling Stock Electrical Fitter jointly replace the above-mentioned registered qualifications. The trade Rolling Stock Electrical Fitter is one of several occupations included in the Transportation Electrician occupation that covers the respective transport modes and requires additional skills to assemble bogies and electronic and electrical components on locomotives and coaches. The trade Transportation Electrician differs from the Electrician trade in that it provides for electrical tasks on equipment serviced by electricity generated for the specific modes of transport independent from the national network. In the National List of Occupations in High Demand: 2020, published in the Government Gazette, 27 November 2020, No. 43946, the occupation Transportation Electrician is listed as one of the occupations in high demand. The Rolling Stock Electrical Fitter is one of several specialisations related to the Transportation Electrician in the Organising Framework for Occupations (OFO) where it is also recorded as a Trade. Trades in general are in high demand in South Africa. Rolling Stock Electrical Fitters have been identified as a scarce skill in the Transport sector as 580 trains must be built over the next 10 years, requiring 3480 coaches and 6960 bogies. In addition to this, existing coaches and bogies need to be maintained and upgraded. This qualification is meant to ensure that the transport sector is provided with suitably qualified personnel to ensure and improve the standard and quality of work. This will lead to efficient and effective trains, coaches and bogies which will benefit the economy. Typical learners likely to be attracted to this qualification are school leavers from the technical vocational stream (including electrical and mechanical). Already qualified artisans in the electrical or mechanical fields might also consider this as an opportunity to expand their scope of work and career opportunities. The inclusion of a part- qualification for Bogie Fitters offers further possibilities for qualified Diesel Electrical Fitters to work in the Rail sector. Experienced qualified artisans could train and progress to positions such as Quality Assurance Inspectors, Foreman, Trainers and Workshop Managers. |

They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated External Summative Assessment. Integrated Summative Assessment An External Integrated Summative Assessment, conducted through the relevant QCTO Assessment Quality Partner is required to issue this qualification. The External Integrated Summative Assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. Additional to the written assessment the learner must also submit a portfolio of evidence compiled of outcomes achieved in the workplace. |
| INTERNATIONAL COMPARABILITY |
| Electrical Fitter is a trade recognised in various countries such as Canada, Australia and New Zealand and is applied over a broad band of electrical fitter related occupations including those in the respective railway systems. The trade Rolling Stock Electrical Fitter however seems to be unique to South Africa but includes most of the contents of the Electrical Fitter qualifications.
In addition, a broad comparison on offerings revealed that in most cases apprenticeship training in other countries is not based on registered qualifications but courses mainly offered in industry sectors. Australian and New Zealand The Australian and New Zealand qualification - Certificate III in Electrical Fitting as presented by the College of Electrical Training and Queensland Electrical Training supports the WA Electrical Fitting Apprenticeship. The qualification requires a total of 1060 points and will typically be delivered for 40 weeks per year over a period of three (3) years. It covers all the electrical fitting components of the Occupational Certificate: Rolling Stock Electrical Fitter but excludes bogies and has limited emphasis on assembly. The qualification includes the following core skills of which the one identified by an asterisk is not included in the Occupational Certificate: Rolling Stock Electrical Fitter: Similarities: The Australian and New Zealand Certificate III in Electrical Fitting covers all the electrical fitting components of the Occupational Certificate: Rolling Stock Electrical Fitter. The Industrial Electrician (4-year duration) qualification covers all electrical and electronic components found in the Occupational Certificate: Rolling Stock Electrical Fitter The qualification includes the following core competencies which is are similar to those included in the Occupational Certificate: Rolling Stock Electrical Fitter: Similarities: The Industrial Electrician course covers all electrical and electronic components found in the Occupational Certificate: Rolling Stock Electrical Fitter. Differences: The Industrial Electrician qualification excludes bogies module and has limited emphasis on assembly. The above qualifications do not specify the requirements for workplace experience as included in the South African occupational qualification. Also noticeable is that the above qualifications do not specify entry requirements and seems to be more focused on career opportunities rather than articulation to other qualifications. Conclusion In conclusion, the content and duration of the Occupational Certificate: Rolling Stock Electrical Fitter compares well with the content and duration of the mentioned Australian and New Zealand qualifications and the Railway Association of Canada (RAC) apprenticeships excluding the fitting of bogies. It can be assumed that as is the case with most apprenticeships, the learners will be applying their skills with employers related to their chosen trade. |
