PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The Bachelor of Administration Honours prepares learners for research-based postgraduate studies. The qualification demands a high level of theoretical engagement and intellectual independence. The qualification provides learners with a sound understanding of the research process, and with the philosophical foundations necessary to understand how knowledge is created and to become knowers within the field. Qualifying learners will be able to plan, design, and execute research in public administration using the relevant methodology and report on the findings and thus contribute to the generation of new knowledge.

Furthermore, the qualification focuses on equipping learners with a sound understanding of organisational strategy, structure, systems, and organisational culture. Qualifying learners will be able to apply advanced theories and methodologies to discuss and contribute to the solution of problems in their field of specialisation. The qualification will provide learners with sufficient theoretical, analytical, and practical knowledge in the discipline to allow for professional and academic growth in careers such as the public sector, as salaried workers in companies or government or as consultants. It further aims to equip them to become life-long independent learners who are capable of undertaking research to make original contributions to knowledge and society and the academy, and to make a constructive contribution to industry and society at large.

Upon Completion of the qualification, qualifying learners will be able to:
  • Understand the general principles, theories and methodological approaches underpinning the scientific study of Public Administration.
  • Demonstrate critical insight into the paradigms and associated paradigm shifts related to Public Administration and Public Affairs.
  • Apply the principles of financial management in the Public Sector.
  • Evaluate the diversity of approaches to Human Resources Management in the public sector and in familiar and unfamiliar contexts, and recommend and fully justify an appropriate approach.

  • Demonstrate mastery of a range of techniques and approaches involved in research in public administration, including qualitative and quantitative research methods.

    Rationale:
    According to the Medium-Term Strategic Framework 2014-2019, Government`s Medium Term Strategic Framework (MTSF) for 2014-2019 lists 14 priority areas, all of which have a bearing to some extent on the proposed qualification. The priority areas are, quality basic education, a long and healthy life for all South Africans, all people in South Africa are and feel safe, decent employment through inclusive growth, a skilled and capable workforce to support an inclusive growth path, an efficient, competitive and responsive economic infrastructure network, vibrant, equitable, sustainable rural communities contributing towards food security for all, sustainable human settlements and improved quality of household life, responsive, accountable, effective and efficient local government, protect and enhance our environmental assets and natural resources, create a better South Africa and contribute to a better Africa and a better world, an efficient, effective and development-oriented public service and a comprehensive, responsive and sustainable social protection system. For the government to implement such a plan, it will require competent public servants, and qualified learners with this qualification will ensure that the plans of the government will be implemented effectively and efficiently.

    Qualified learners will be positioned to work for themselves, as consultants or as salaried workers in companies or the government. The qualification aims to offer the qualification to 10 and 20 learners for this qualification, based on employment opportunities and needs, as well as the number of qualified learners from the Bachelor of Administration qualification.

    The qualification focuses on equipping learners with a sound understanding of organisational strategy, structure, systems, and organisational culture. The qualification demands a high level of theoretical engagement and intellectual independence and is suitably designed for articulation into a higher qualification. The qualification will provide progression for learners from most institutions of learning, thus contributing to the production of learners with higher-level skills, knowledge and research abilities who will be independent and critical thinkers with wide-ranging disciplinary knowledge and awareness. It will also prepare these learners with the skills required to contribute to the development of the country.

    The qualification can be seen as a step to further postgraduate research-based studies, and it is expected that qualified learners will progress to Master's and Doctoral studies and contribute to research-based solutions to challenges and issues in society, with an emphasis on those relevant to the local context. The proposed qualification is crucial to the development of research capacity in the methodology and techniques of public administration. Learners will obtain advanced skills relevant to the public sector. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The institution has an approved Recognition of Prior Learning (RPL) policy which is applicable to equivalent qualifications for admission into the qualification. RPL will be applied to accommodate applicants who qualify. RPL thus provides alternative access and admission to qualifications, as well as advancement within qualifications. RPL may be applied for access, credits from modules and credits for or towards the qualification.

    RPL for access:
  • Learners who do not meet the minimum entrance requirements or the required qualification that is at the same NQF level as the qualification required for admission may be considered for admission through RPL.
  • To be considered for admission in the qualification based on RPL, applicants should provide evidence in the form of a portfolio that demonstrates that they have acquired the relevant knowledge, skills, and competencies through formal, non-formal and/or informal learning to cope with the qualification expectations should they be allowed entrance into the qualification.

    RPL for exemption of modules
  • Learners may apply for RPL to be exempted from modules that form part of the qualification. For a learner to be exempted from a module, the learner needs to provide sufficient evidence in the form of a portfolio that demonstrates that competency was achieved for the learning outcomes that are equivalent to the learning outcomes of the module.

    RPL for credit:
  • Learners may also apply for RPL for credit for or towards the qualification, in which they must provide evidence in the form of a portfolio that demonstrates prior learning through formal, non-formal and/or informal learning to obtain credits towards the qualification.
  • Credit shall be appropriate to the context in which it is awarded and accepted.

    INTEGRATED ASSESSMENT
    Assessment of learners learning in the Honours degree has been standardised as far as is possible within the theory modules and is both formative and summative.

    Formative assessment
    Learners will be provided with a minimum of four formative assessment activities per module and the feedback will be used by the learners to improve their learning. In this developmental approach to assessment, assessment tasks will be provided regularly and will be closely aligned with the learning outcomes of each module; comprehensive feedback is provided to help learners learn; and opportunities are provided for learners to demonstrate that their learning has developed or progressed. Through this, learners are empowered in the assessment process and are assisted to monitor their own learning.

    Summative assessment
    The extent to which learners have achieved the outcomes of the theory modules will be assessed at the end of each module in a single formal examination. In the Research Report and Research Methodology for Public Administration modules, assessment is again formative and summative but does not include a final exam. The research project is an excellent tool to integrate learning and assessment.
    The final module mark is the weighted average of Formative Assessment 60% and Summative Assessment 40%.

    Purpose:
    The Open University Malaysia (UOM) qualification is designed to equip learners with the essential management acumen necessary for assuming managerial positions in business organisations. The curriculum is designed to produce graduates who are sensitive to the changing business environmental influences and responsive to new ideas in resolving emerging issues confronting business organisations.
