PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as an Automotive Engine Fitter. An Automotive Engine Fitter Automotive Engine fitter dismantles, inspects, measures, assesses, assembles, tests, diagnoses and rectifies faults on internal combustion engines.

A qualified learner will be able to:
  • Dismantle, clean, and prepare internal combustion engines for inspection.
  • Inspect, assess, and assemble internal combustion engines.
  • Diagnose, test, and verify performance of internal combustion engines.

    Rationale:
    Globalisation, advanced technology, and green economy have brought with them new demands on the design and technical construction of internal combustion engines within industry. To meet these demands, engine manufacturers and service providers across the globe, require skilled workers who can repair and service internal combustion engines to meet customers' expectations and ensure their safety.

    Within the South African context, there are various qualifications for learners who aspire to pursue careers within the automotive industry. In most cases, entry requirements for qualifications within this entry are such that learners have a minimum of NQF Level 1 qualification with a few years of experience within the automotive industry. To qualify as a mechanic or technician within this field, learners are required to be on an apprenticeship programme in which they are attached to an organisation that provides them with an opportunity to gain experience by putting their learning into practice at the same time, learning the theory on concepts and principles related to engine refurbishing within the re-manufacturing industry.

    The Automotive Engine Fitter is one of the qualifications within the engine remanufacturing industry. The qualification is aimed at school leavers who aspire to pursue a career as Automotive Engine Fitters and those who are currently working in the industry wanting to formalise their learning. Learners who have gained experience within the industry can undergo assessment through Recognition of Prior Learners (RPL) to have their skills and knowledge acquired through experience recognised.

    Upon completion of the qualification, qualified learners will be equipped with knowledge and skills that will enable them to dismantle, inspect, measure, assess, assemble, test, diagnose and rectify faults on internal combustion engines. Once qualified, learners are likely to work for organisations within the engine remanufacturing industry. Some of these organisations include but are not limited to:
  • Motor vehicle assembly plants.
  • Automotive engineering establishments.
  • Independent workshops.
  • Aftermarket engine repair establishments.
  • Organisations that maintain and repair their own vehicles.
  • Local Authorities.
  • Government departments.

    Qualified learners may also become self- employed. The qualification allows for career progression through further studies, qualified learners can be promoted to supervisory positions in which they can lead and manage a team within an organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
  • Learners will gain access to the qualification through RPL for Access as provided for in the QCTO RPL Policy. RPL for access is conducted by accredited education institution, skills development provider or workplace accredited to offer that specific qualification/part qualification.
  • Learners who have acquired competencies of the modules of a qualification or part qualification will be credited for modules through RPL.

    RPL for access to the external integrated summative assessment:
    Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result.

    Integrated Assessment Formative Assessment:
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment together with work experience leads to entrance in the integrated external summative assessment.

    Integrated Assessment Summative Assessment:
    The external summative assessment will be conducted through a trade test conducted in terms of Section 26 D of the SDA and the Trade Test regulations. The assessment will consist of written and practical tasks covering critical aspects of the trade in a simulated environment at an assessment centre accredited by QCTO and conducted by an assessor registered by NAMB. The assessment will take place over a maximum of 2 days.

    A candidate who attempted a trade test will be given recognition for those trade test tasks in which he/she has been found competent and not be retested in those provided that: The learner is competent in at least 50% of the trade tasks given during the trade test, and the recognition will be retained by the candidate for a maximum of 3 attempts for 18 months from the date of successful completion of the trade test task whichever comes first. Assessment for a part qualification will take place over a maximum of 2 days.

    A candidate who attempted a summative assessment for a part qualification will be given recognition for those tasks in which he/she has been found competent and not be retested in those provided that: The learner is competent in at least 50% of the tasks give during the assessment, and the recognition will be retained by the candidate for a maximum of 3 attempts for 18 months from the date of successful completion of the assessment task whichever comes first.

    Certification rule: Candidates must attain a minimum of 80% for knowledge, and 70 % for practical components of the assessment.

    The attainment of all the 2-part qualifications does not lead to a full qualification, however, it will allow the candidate to either apply for trade test directly or an ARPL assessment in preparation for the trade test. 

  • INTERNATIONAL COMPARABILITY 
    The Automotive Engine Fitter occupational qualification was internationally compared with automotive qualifications offered in New- Zealand and Australia. The two countries were chosen due to the similarities in the contents of the qualifications. Comparison was done in terms of the occupational profile, contents of the qualification, duration of the learning and entry requirements.

    New Zealand
    New-Zealand offers a qualification that is registered at level 4 (ANZSCO Skill Level). To qualify for entry into the qualification, learners should belong to an organisation within the motor industry as apprentices. Training is in the form of an apprenticeship which takes four years to complete. Learners who have gained experience within the motor industry for three years may qualify as for this qualification. Learners who gained experience within the motor industry for three years may qualify for this qualification. In some instances, on the job training may be required to consolidate knowledge learnt and skills gained from the learning process.

    Upon completion of an apprenticeship, learners will be able to:
  • Detect and diagnose faults in engines and parts.
  • Dismantle and remove engine assemblies, transmissions, steering mechanisms, and other components, and checking parts.
  • Repair and replace worn and defective parts and reassembling mechanical components and referring to service manuals as needed.
  • Perform scheduled maintenance services, such as oil changes, lubrications, and engine tune-ups, to achieve smoother running of vehicles and ensure compliance with pollution regulations.
  • Reassemble engines and parts after being repaired.
  • Test and adjust mechanical parts after being repaired for proper performance.
  • Diagnose and test parts with the assistance of computers.
  • May inspect vehicles and issue roadworthiness certificates or detail work required to achieve roadworthiness.

    Upon completion of this qualification, learners may qualify in any of these occupations:
  • Motor Mechanic (General).
  • Diesel Motor Mechanic.
  • Motorcycle Mechanic.
  • Small Engine Mechanic.

    In some instances, registration or licensing may be required to practice in the occupation.

    Australia
    Australia offers two qualifications for motor mechanics (UNIT GROUP 3212 MOTOR MECHANICS). These are AQF Certificate III, which is pegged at NQF level 3 which includes at least two years of on-the-job training and AQF Certificate IV (ANZSCO Skill Level 3), that is pegged at NQF level 4. Upon completion of the training, qualified motor mechanics will be able to repair, maintain and test motor vehicle and other internal combustion engines and related mechanical components. Contents of the qualifications could not be found.

    Learners who are employed within the motor industry have the best chance of entry into the qualification. The attainment of the qualification is through apprenticeship over a period of four years. Learners with three years of experience may be awarded the qualification.

    TAFE Queensland, an international training provider based in Australia, offers a certificate for Diesel Engine Technicians titled Certificate III in Automotive Diesel Engine Technology-AUR31512. Upon completion of the course, learners are able to diagnose, repair and find faults in engines, fuel systems and electrical systems in diesel machinery. In order to qualify for entry into the learning programme, learners are expected be in an existing contract as apprentices in the field of automotive diesel engine technology.

    Similarities:
    Similarities between the South African Automotive Engine Fitter occupational qualification and the international Automotive related occupational qualifications have been found with the purpose or description of the occupation, the contents or scope of the qualification, the competencies to be demonstrated by a qualified learner and the training provision among the qualifications. It has also been noted that learners learn both theory and practical skills in an integrated manner. Other similarities include trade testing, provision for RPL and employment opportunities.

    Differences:
    Differences have been found to be with the design or packaging of the qualifications in the countries whose qualifications have been compared to the South African occupational qualification visited. The South African occupational qualification is designed such that it has the three components of learning design, these being knowledge modules, practical modules and work experience modules whereas those offered in the two countries visited, are comprised of unit standards. Differences have also been found with the duration of learning. Within the South African context, it is expected that the apprentice should spend at least three years in training, whilst in the two countries, apprenticeship can take four years.

    Conclusion:
    Looking at the content of the South African Automotive Engine Fitter occupational Qualification and those covered internationally, qualified learners will competently operate at the level of any learner that has gone through the training that is aligned to international automotive engine fitters related qualifications From this it can be deduced that the South African Automotive Engine Fitter Occupational Qualification compares favourably to other automotive engine fitters related qualifications offered in other countries.
