PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to prepare a learner to function as a Telecommunications Cable Jointer. A Telecommunications Cable Jointer joints, terminates and maintains telecommunications copper and fibre optic cables installed in underground pipes, trenches and overhead systems. A qualified learner will be able to: Rationale: This qualification has been developed with the view to meet the expressed need by the telecommunications industry which requires skilled labour as most telecommunications providers are now moving towards optic solutions to deliver faster broadband speeds fibre to the premises as a chosen method to deliver a service to providers seeking pure fibre or copper network solutions. Learners will be able to select cable route, setting up cable dispensers, placing and securing cable and repair of joints in insulated power supply and control cables installed in underground pipes, trenches, and overhead supply systems. This includes customer cable infrastructure relating to communications applications including digital and analogy, telephony, data, video, digital broadcasting, computer networks, Local Area Networks (LAN), Wide Area Networks (WAN) and multimedia which also involve selecting cable route, setting up cable dispensers and placing and securing cable. Qualified learners will be responsible for installation and maintenance of underground and, substation builds and the installation of major pieces of equipment and infrastructure. The qualification is intended for individuals who wish to join or those already working in the industry and grant them an opportunity to acquire a nationally recognised qualification through recognition of prior learning. This qualification will benefit the learners and the society as qualified individuals will gain employment opportunities in government, state-owned enterprises and private companies and contribute to the economy of the country. The qualification was developed with the active participation of the major stakeholders and employers in the telecommunications industry. This qualification is not directly linked to any professional body or association within this environment. The qualification will also facilitate the standardisation of non-aligned training courses offered by organisations currently offering in-house training for Telecommunication Cable Jointers for specific brands. The qualification will provide learners with the opportunity to progress to occupations related to the field of telecommunications such as Data and Telecommunications Cabler, Telecommunications Line Mechanic, Telecommunications Technician and Telecommunications Specialist. |

Recognition of Prior Learning (RPL):
RPL for Access to the External Integrated Summative Assessment Accredited skills development providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited skills development providers and approved workplaces must confirm prior learning by issuing a statement of results or certifying a work experience record. ASSOCIATED ASSESSMENT CRITERIA |
Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Associated Assessment Criteria for Exit Level Outcome 3: Integrated Assessment: Integrated Formative Assessment: The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment together with work experience leads to entrance in the integrated external summative assessment. Integrated Summative Assessment: An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. The assessment will be conducted through written assessment and the evaluation of practical tasks at decentralised approved assessment sites by a panel of assessors evaluated by assessor (s) registered with the AQP within a period of 1 day. |
INTERNATIONAL COMPARABILITY |
A comparison was conducted in countries with best practice in data and telecommunications cabling at both international and regional levels. The comparison focused on countries with qualification frameworks, professional development programmes, learning programmes, apprenticeships and short courses targeting telecommunications cable jointing training. Countries searched included Australia, United Kingdom and New Zealand. The results of the search in all the countries visited indicate that there are qualifications focused on telecommunications cabling for which a thorough comparison could be conducted against the South African occupational qualification.
Australia Chisolm Institute: ICT30415C - Certificate III in Telecommunications Network Build and Operate The comparison was done in Australia as its qualifications framework compares favourably with the South African National Qualifications Framework. The qualification found compares favourably with the South African occupational qualification in terms of the level, content and as the duration of the Australian qualification is between 20-80 weeks, the South African occupational qualification can take up to a period of 2 years. However, the Australian qualification differs slightly with the South African qualification in terms of the structure of the qualification in that the Australian qualification is comprised of units (i.e. core and elective) as opposed to the South African qualification that is comprised of compulsory modules (knowledge, practical and workplace experience) to be completed by the learner to qualify as a Telecommunications Cable Jointer. Both qualifications compare favourably in that learners must attend classroom and practice skills in the workplace. The Australian Certificate III is comprised of the following Core and Elective units: Core Units: Elective Units: United Kingdom City&Guilds: 3667-02 Units 1, 2, 3 & 4 - Fibre Optic and Copper Installation & Testing. A comparison was conducted between the City&Guilds certificate and the South African occupational qualification. The United Kingdom framework is structured differently to the South African National Qualifications Framework as it is structured in a form of short courses which are class-room based aimed at those already working on the ground in the Telecommunications field seeking certification. The occupational tasks of a Telecommunications Cable Jointer however, are similar to those of the South African occupation and the qualification similarly compares favourably in terms of the content but differs in terms of duration as the course is offered over 2 weeks period per Unit whereas the South African can take up to a period of 2 years. Learners are required to write exams and practical exercises which compares favourably with the South African qualification. The City and Guilds certificate covers units that provide learners with knowledge and skills to install, joint, splice and test fibre optic networks in multiple environment which compare favourably with the occupational tasks covered in the South African qualification.
