| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
The Postgraduate Diploma in Library and Information Science serves to intensify and strengthen the learner's knowledge in the Library and Information Science (LIS) discipline. The purpose of the qualification is to enable learners and working professionals to embark on advanced reflection and growth in their chosen field. This is achieved using an intellectual expansion of current theory and discourse as well as application and research methods. The qualifying learner will have the competence to supervise and manage an effective information service in varied but specialised LIS environments within a dynamic society. The qualification has been specifically designed to enrich learners with extensive knowledge with the LIS field, together with a strong information technology component that will provide learners with a competitive advantage over other qualifications and institutions. The development of research competencies in the learner by conducting and reporting research under supervision will be enhanced. This will be achieved by deepening learners' understanding and knowledge of research methodology. The learner's ability to create, undertake and solve intricate practical and theory-related problems, through the selection and utilisation of suitable research methods and techniques in Business and Information Management, will be developed. This is in alignment and support of the national and institutional strategy to enhance postgraduate output. Rationale: The Library and Information Science/studies sector have for several years been going through a period of rapid change both in terms of the technology employed and the markets served. The industry has moved towards using advanced technology in the managing functions to increase performance and productivity, to report information, and to deal with demands for more rapid demand for information. The current trend is one of increasing integration of fields and education has to take into account not only the technological developments and skills required for their use but also the intellectual and critical skills now required for the successful solution of problems, as well as the business and entrepreneurial skills required to innovate in all aspects of existence. With the Bachelor of Technology being phased out from 2020, this qualification is needed as a replacement qualification for learners who wish to study further after completing the relevant qualification. The qualification will develop in learners a culture of continual learning to achieve their full intellectual and human potential. The qualification will prepare learners for life-long learning and support not only traditional libraries, but promote a spirit of enquiry, reflection and evaluation, to encourage learners to be innovative in their approaches to problem-solving, to pursue new ideas and apply the knowledge and skills acquired to issues encountered in the workplace and society, and to interact with the industry to identify opportunities in all aspects of society. Various stakeholder needs are addressed through the qualification. The higher-level theoretical component, supplemented by practical work such as integrated projects, will supply to industry an advanced level professional able to fulfil roles aligned to lower or middle management positions in the LIS environment. |
| LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
| Recognition of Prior Learning (RPL):
The institution has an RPL policy in place that allows learners access to higher education by recognising their prior learning in short courses and work experience. The learners are required to complete an RPL application document. Accompanying the RPL application must be certified copies of all previous qualifications and a comprehensive portfolio reflecting on extensive work learning. Once the institution's RPL coordinator has deemed the RPL application as being complete, the portfolio will be sent to the Department of Information and Corporate Management for assessment. The department will assess the learner's portfolio thoroughly against the relevant learning outcomes. Successful learners will then be accepted into the qualification. Apply analytical skills to enable them to research various information and knowledge environments. 4. Manage staff in response to the specific needs of the personnel and functions within a LIS environment in libraries and information supplying agencies. 5. Embark on independent, in-depth research and compile an acceptable formal report for a project and communicate the research findings with a range of audiences. |

The assessment of the modules entitled Advanced Knowledge Management; Advanced Library and Information Practice will also be integrated into the assessments for discipline-specific modules such as Advanced User Studies. Smaller projects will be given in modules that draw knowledge from supporting subject areas. Integrated assessment will be within the context of Research Skills within the modules. The integrated assessments will make use of a range of formative and summative assessment tools to assess combinations of applied, and reflective competencies, which may include: research projects; written assignments; written tests; case studies and case presentations. |

Institution: University of Colombo. Qualification Title: Postgraduate Diploma in Library Science. Duration: 1 year fulltime with a short research project. Levels: Blended Level 08 of the Sri Lanka Qualification Framework (SLQF). Content: Country: New Zealand. Institution: Massey University. Qualification Title: Postgraduate Diploma in Library Science. Similarities: Duration: Both takes 1 year to complete. Content structure: Artificial Intelligence; Computer Graphics; Computer Vision; Parallel And Distributed Computing; Operating Systems And Advanced Computer Systems; and Research Project. Focus on Computer Science. In comparing the modules and content offered in the qualifications compared there was a fair amount of alignment with the South African qualification concerning the Library and Information Science-related modules, especially the inclusion of the research project which is prevalent in all the qualifications compared. In Massey University in New Zealand, there is a strong computer science focus which the South African qualification does not have but rather has Information and Communications components. |
