PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to equip a learner with the necessary skills and competence to install and ensure the integrity of raised access flooring installation. This qualification prepares a learner to restore and prepare substrates and install raised access flooring. A qualified Raised Access Floor Finisher will be able to Install raised access flooring. Rationale: The quality and cost efficiency of floor finishing and installation ultimately impact on the retail or rental value of the entities constructed which again impacts on the profitability of the developers who form part of the greater economic profile of the country. There are currently no qualification or training for a Raises Access Floor Finisher and the qualification will equip a learner with the necessary skills and competence to operate as a Raised Access Floor Finisher. Typical learners will be those who have completed NQF Level 1 or those currently working in the raised access flooring installation environment and who wish to improve their qualifications. This qualification will assist them to become competent Raised Access Floor Finishers. The benefits accruing to the learner is the acquisition of a nationally recognised qualification that will improve their current knowledge, skills and competencies regarding installation of the raised access flooring. Those currently employed in the flooring sector will gain recognition for the competencies they have acquired. In addition, the qualification will create improved access to other education and training opportunities in the flooring sector at a higher level; learners could become Raised Access Flooring Installation Supervisors. This occupational qualification will increase employment opportunities for Raised Access Floor Finishers because they will receive a high standard of training that is comparable with international standards. The qualification will produce competent learners who are able to contribute to improved productivity and efficiency within the broad construction environment. The benefits to the country includes the fact that this qualification will serve as a national benchmark for Raised Access Floor Finishers and increase public confidence in the services offered by those installing the product. A Raised Access Floor Finisher will improve the quality of life of society by ensuring that product installation meets international and national standards. Employers will benefit because they will enjoy access to appropriately qualified Raised Access Floor Finishers who will be able to conduct high-quality, efficient and safe installation operations, with minimum disruption to productivity. |

RPL for Access to the External Integrated Summative Assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or by certifying a work experience record. RPL for Access to the Qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Integrated Formative Assessment: The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated Summative Assessment: The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria. The assessment will be combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. |
INTERNATIONAL COMPARABILITY |
This qualification was compared to two qualifications from the United Kingdom (one from Vela Training and the other from Edexcel) to compensate for the fact that while there is a lot of information on raised access flooring, there is very little content on qualifications or the actual training programmes. The United States, Canada, France, Japan and China were checked for information.
United Kingdom: Vela Training offers a NVQ Level 2 Diploma in Access Flooring-Interior Systems. The qualification is aimed at individuals wishing to prove they have the level and range of knowledge and skills required to carry out activities in the construction working environment. Although it is not expected that all workers will complete the same tasks, there are 4 mandatory units common to all pathways. The group of optional units will allow employees with specific skills and from companies of all sizes equal opportunity to complete. The Access Flooring NVQ is made up of a number of units that have a credit value or credits. This qualification consists of 3 mandatory units and 2 optional units: The optional units have a total credit value of 32 Credits. The qualification structure for the Edexcel Level 2 NVQ Diploma in Interior Systems Construction) (QCF) includes the following mandatory units: The mandatory units for pathway 3 (Credit value: 32) are as follows: Italy: A company called Nesite produces raised access floor systems and provides extensive training. However, the information on training is very limited. Again, it seems that manufacturers of this type of flooring conduct their product-specific training. Conclusion: This qualification compares well with the United Kingdom qualification cited above. |
