PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
This qualification will equip a learner with the necessary skills and competence to operate as a Seamless Floor Finisher. A Seamless Floor Finisher plays an extremely critical role in the construction industry because they install and ensure the integrity of the installation of the seamless flooring.

The purpose of this qualification is to prepare a learner to restore and prepare substrates and install seamless flooring. A qualified Seamless Floor Finisher will be able to install seamless flooring.

Rationale:
The quality and cost efficiency of flooring installation and finishing ultimately impact on the retail or rental value of the entities constructed which again impacts on the profitability of the developers who form part of the greater economic profile of the country. There is a need for a Seamless Floor Finisher to install and ensure the integrity of the installation of the seamless flooring. There is currently no qualification or training for Seamless Floor Finishers.

Typical learners will be those who have completed NQF Level 1 or those currently working in the seamless flooring installation environment and who wish to improve their qualifications. This qualification will assist them to become competent Seamless Floor Finishers.

Learners will obtain a qualification that is nationally recognised and that will improve their current knowledge, skills and competencies regarding installation of seamless flooring. Those currently employed in the flooring sector will gain recognition for the competencies they have acquired. In addition, the qualification will create improved access to other education and training opportunities in the flooring sector at a higher level; learners could become Seamless Flooring Installation Supervisors. This occupational qualification will increase employment opportunities for Seamless Floor Finishers because they will receive a high standard of training that is comparable with international standards. The qualification will produce competent learners who are able to contribute to improved productivity and efficiency within the broad construction environment.

The benefits to the country includes the fact that this qualification will serve as a national benchmark for Seamless Floor Finishers and increase public confidence in the services offered by those installing the product. A Seamless Floor Finisher will improve the quality of life of society by ensuring that product installation meets international and national standards.

Employers will benefit because they will enjoy access to appropriately qualified Seamless Floor Finishers who will be able to conduct high-quality, efficient and safe installation operations, with minimum disruption to productivity.

RPL for Access to the External Integrated Summative Assessment:
Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or by certifying a work experience record.

RPL for Access to the Qualification:
Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Understand and adhere to instructions of a Seamless Floor Finisher during all activities.
  • Remove existing floor surface material and work clear area of all obstructions.
  • Select appropriate tools and equipment for the tasks to be performed.
  • Assist a Seamless Floor Finisher with conducting substrate tests and corrective actions to restore substrates.
  • Prepare work area for installation of seamless flooring.
  • Perform specific tasks, within scope of a Seamless Floor Finisher during the installation process.
  • Perform installation tasks to restore worksite to its original state.
  • Perform tasks during Installation safely.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Interpret job sheets for a seamless flooring installation.
  • Read and interpret scale plans to ascertain discrepancies between it and the actual site and to determine the location of various materials on the site.
  • Conduct substrate tests and plan and implement corrective and restorative action.
  • Monitor and supervise substrate preparation and apply vapour barriers as required.
  • Complete sub-floor preparation for seamless flooring according to procedure.
  • Install internal and external seamless flooring according to installation procedures.
  • Complete installation of seamless flooring according to industry practice, SANS documents, standards and tolerances.
  • Complete installation work to reflect pattern matching techniques.
  • Adhere to manufacturers' specifications and technical data information.
  • Conduct post installations operations according to procedure.
  • Demonstrate a theoretical understanding of substrate preparation, internal and external seamless flooring and their installation procedures.
  • Ensure no equipment and tools are damaged.
  • Complete tasks within specified timeframes.
  • Perform installation safely and dispose waste material according to appropriate procedures.

    Integrated Formative Assessment:
    The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria.

    The assessment will be combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. 

  • INTERNATIONAL COMPARABILITY 
    This qualification was compared to qualifications from Australia and the Czech Republic.

    Australia:
    The Australian qualification has a core compulsory component and many elective options which cover a number of floor types/products. The learner is able to choose the floor type/product they would want to install. There are no separate qualifications for each floor type.

    The Certificate III in Flooring Technology offered by Holmesglen Institute is at Level 3. Learners are able to select from the electives the flooring products they would like to install. The core units of competency are:
  • Participate in environmentally sustainable work practices.
  • Work safely.
  • Communicate in the workplace.
  • Work in a team.
  • Use flooring technology sector hand and power tools.
  • Receive and prepare floor covering materials for installation.
  • Plan and cost flooring technology work.
  • Establish and maintain a safe flooring technology work environment.
  • Make measurements and calculations.
  • Read and interpret work documents.
  • Handle dangerous goods/hazardous substances.
  • The elective pertaining to seamless is as follows.
  • Mix and apply epoxy and seamless floor coverings.

    The generic electives for floor preparation include:
  • Apply waterproofing process to internal wet areas.
  • Remove existing floor coverings.
  • Select and apply appropriate compounds and additives.
  • Inspect sub-floors.
  • Apply quality standards.

    Czech Republic:
    The qualification from the Czech Republic appears in the Czech Republic's National Register of Qualifications (NSK), a government institution. The Seamless Flooring Fitter (code: 36-037-H) is a Level 3 qualification. It comprises of the following vocational competences:
  • Knowledge and comprehension of the construction drawings and documentation as well as the ability to read the flooring detailed drawings.
  • Knowledge and comprehension of standards and the technical documentation for the implementation of floors.
  • Knowledge and comprehension of the technological procedures for the implementation of floors prescribed by standards, flooring materials manufacturers or designers.
  • Proposal of work procedures and materials for the implementation of floors.
  • Knowledge and comprehension of the basic types of materials for the seamless flooring, description of their properties and processing methods.
  • Monitoring, adjustments and acceptance of the workplace.
  • Selection, use and maintenance of tools, instruments and working aids.
  • Measurement and delineation of seamless floors before implementation.
  • Calculation of the material consumption for the implementation of floors.
  • Implementation of seamless floors, including finishing the surface.
  • Maintenance and repair of seamless floors.
  • Operation and maintenance of the machinery and equipment for the implementation of seamless floors and transport of materials.
  • Waste management.
  • Compliance with the principles and rules of the occupational safety & health and fire protection.

    Conclusion:
    This qualification compares well with both international qualifications cited. However, the Czech Republic qualifications is much more focussed on seamless flooring and thus a better qualification to be compared with.
