PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
This qualification will equip a learner with the necessary skills and competence to operate as a Seamless Floor Finisher. A Seamless Floor Finisher plays an extremely critical role in the construction industry because they install and ensure the integrity of the installation of the seamless flooring. The purpose of this qualification is to prepare a learner to restore and prepare substrates and install seamless flooring. A qualified Seamless Floor Finisher will be able to install seamless flooring. Rationale: The quality and cost efficiency of flooring installation and finishing ultimately impact on the retail or rental value of the entities constructed which again impacts on the profitability of the developers who form part of the greater economic profile of the country. There is a need for a Seamless Floor Finisher to install and ensure the integrity of the installation of the seamless flooring. There is currently no qualification or training for Seamless Floor Finishers. Typical learners will be those who have completed NQF Level 1 or those currently working in the seamless flooring installation environment and who wish to improve their qualifications. This qualification will assist them to become competent Seamless Floor Finishers. Learners will obtain a qualification that is nationally recognised and that will improve their current knowledge, skills and competencies regarding installation of seamless flooring. Those currently employed in the flooring sector will gain recognition for the competencies they have acquired. In addition, the qualification will create improved access to other education and training opportunities in the flooring sector at a higher level; learners could become Seamless Flooring Installation Supervisors. This occupational qualification will increase employment opportunities for Seamless Floor Finishers because they will receive a high standard of training that is comparable with international standards. The qualification will produce competent learners who are able to contribute to improved productivity and efficiency within the broad construction environment. The benefits to the country includes the fact that this qualification will serve as a national benchmark for Seamless Floor Finishers and increase public confidence in the services offered by those installing the product. A Seamless Floor Finisher will improve the quality of life of society by ensuring that product installation meets international and national standards. Employers will benefit because they will enjoy access to appropriately qualified Seamless Floor Finishers who will be able to conduct high-quality, efficient and safe installation operations, with minimum disruption to productivity. |

RPL for Access to the External Integrated Summative Assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. RPL for Access to the Qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Integrated Formative Assessment: The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated Summative Assessment: The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria. The assessment will be combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. |
INTERNATIONAL COMPARABILITY |
This qualification was compared to qualifications from Australia and the Czech Republic.
Australia: The Australian qualification has a core compulsory component and many elective options which cover a number of floor types/products. The learner is able to choose the floor type/product they would want to install. There are no separate qualifications for each floor type. The Certificate III in Flooring Technology offered by Holmesglen Institute is at Level 3. Learners are able to select from the electives the flooring products they would like to install. The core units of competency are: The generic electives for floor preparation include: Czech Republic: The qualification from the Czech Republic appears in the Czech Republic's National Register of Qualifications (NSK), a government institution. The Seamless Flooring Fitter (code: 36-037-H) is a Level 3 qualification. It comprises of the following vocational competences: Conclusion: This qualification compares well with both international qualifications cited. However, the Czech Republic qualifications is much more focussed on seamless flooring and thus a better qualification to be compared with. |
