PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to prepare substrates, install carpets, carpet wall cladding, carpet broadlooms and carpet tiles.

A qualified Carpet Floor Finisher will be able to:
  • Install carpets, carpet wall cladding, carpet broadlooms and carpet tiles.

    Rationale:
    The quality and cost-efficiency of carpet related installations and finishing ultimately impact on the retail or rental value of the entities constructed which again has implications on the profitability of the developers who form part of the greater economic profile of the country. This qualification will equip a learner with the necessary skills and competence to operate as a Carpet Floor Finisher.

    Carpet Floor Finishers play an extremely critical role in the construction industry because they install and ensure the integrity of the installation of carpets, carpet wall cladding, carpet broadlooms and carpet tiles.

    Currently, training for Carpet Floor Finishers is based on the following two qualifications:
  • National Certificate: Floor Covering Installation (ID 49022).
  • National Certificate: Construction: Installation of Floor Coverings (ID 24296).

    However, in the reconceptualisation of the Carpet Floor Finisher qualification, the functions and competencies of a Carpet Floor Finisher were clarified. Typical learners will be those who have completed NQF Level 1 or those currently working in a carpet, carpet wall cladding, carpet broadloom and carpet tile installation environment and who wish to improve their qualifications. This qualification will assist them in becoming competent Carpet Floor Finishers.

    The benefits accruing to the learners is the acquisition of a nationally recognised qualification that will improve their current knowledge, skills and competencies regarding the installation of carpets, carpet wall cladding, carpet broadlooms and carpet tiles. Workers currently employed in the flooring sector will gain recognition for their competencies. In addition, the qualification will create improved access to other education and training opportunities at a higher level in the flooring sector, such as Carpet Installation Supervisors.

    This occupational qualification will not only increase employment opportunities for Carpet Floor Finishers as their training will be comparable with international standards, but it will also contribute to the overall improvement of the skills profile in this sector of the construction industry. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    RPL for Access to the External Integrated Summative Assessment:
    Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or by certifying a work experience record.

    RPL for Access to the Qualification:
    Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Understand and adhere to the instructions to a Carpet Floor Finisher during all activities.
  • Remove existing floor surface material and clear work area of all obstructions.
  • Select appropriate tools and equipment for the tasks to be performed.
  • Assist a Carpet Floor Finisher with conducting substrate tests and corrective actions to restore substrates.
  • Prepare the work area for installation of carpet flooring.
  • Perform specific tasks, within the scope of a Carpet Floor Finisher Assistant, during the installation process.
  • Perform post-installation tasks to restore worksite to its original state.
  • Perform specific tasks during installation safely.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Interpret a job sheet for a carpet, carpet tile, carpet broadloom or carpet wall cladding installation.
  • Read and interpret a scale plan to ascertain discrepancies between it and the actual site and to determine the location of various materials on the site.
  • Conduct substrate tests, plan and implement corrective/restorative action.
  • Monitor and supervise substrate preparation and apply vapour barriers as required.
  • Install the carpet, carpet cladding, carpet broadloom and carpet tiles according to installation procedures.
  • Complete installation of underlays and carpet, carpet cladding, carpet broadloom and carpet tiles according to industry practice, SANS documents, standards and tolerances.
  • Complete installation work to reflect pattern matching techniques.
  • Install skirtings and profiles as per the requirements of the task.
  • Adhere to manufacturers' specifications and technical data information.
  • Conduct post installations operations according to the procedure.
  • Demonstrate a theoretical understanding of substrate preparation, carpets, carpet claddings, carpet broadlooms and carpet tiles and their installation procedures.
  • Ensure that no equipment and tools are damaged.
  • Complete tasks within specified timeframes.
  • Perform installation safely, and dispose of waste material is according to appropriate procedures.

    Integrated Formative Assessment:
    The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria.

    The assessment will be a combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. 

  • INTERNATIONAL COMPARABILITY 
    This qualification was compared to qualifications offered in Australia and New Zealand. Both New Zealand and Australian qualifications have a compulsory core component and many elective options or strands (in the case of New Zealand) which cover several floor types/products. The learner can choose the floor type/product he would want to install. There are no separate qualifications for different floor types.

    New Zealand:
    The National Certificate in Flooring (Level 4) with strands in Carpet Installation, Fine Sand and Finishes, Flooring Planning and Design, Resilient Flooring Installation, Substrate Preparation, Timber Overlay Installation and Resin Flooring Application is at Level 4 and carries 124-200 Credits.

    The compulsory core standards are:
  • Demonstrate knowledge of the characteristics of chemicals used in the flooring industry.
  • Produce a scale plan of flooring worksite in the flooring industry.
  • Quantify flooring products from supplied information.
  • Assess moisture content of substrates in the flooring industry.
  • Examine and evaluate the substrate in the flooring industry.
  • Carry out flooring industry personal workplace requirements.
  • Identify hazard requirements in the flooring industry.
  • Demonstrate knowledge of the legislation and regulatory standards used in the flooring industry.
  • Prepare quotations for flooring jobs.

    The Carpet Installation Compulsory standards are:
  • Repair soft coverings in the flooring industry.
  • Maintain and store flooring equipment.
  • Maintain and store flooring hand tools.
  • Install carpets by conventional method.
  • Install carpets by adhesive methods.
  • Provide advice on the care and maintenance of floorcoverings.
  • Demonstrate knowledge of soft flooring products.

    The Substrate Preparation Strand comprises of the following generic standards:
  • Remove existing flooring surface material.
  • Maintain and store flooring equipment.
  • Prepare concrete substrate for floorcoverings.
  • Prepare timber substrates for floorcoverings.
  • Maintain and store flooring hand tools.
  • Use job sheets in the flooring industry.

    Australia:
    The Certificate III in Flooring Technology is at Level 3. The core units of competency are:
  • Participate in environmentally sustainable work practices

  • Work in a team.
  • Use flooring technology sector hand and power tools.
  • Receive and prepare floor covering materials for installation.
  • Plan and cost flooring technology work.
  • Establish and maintain a safe flooring technology work environment.

  • Read and interpret work documents.
  • Handle dangerous goods/hazardous substances.

    The electives pertaining to carpets are as follows:
  • Install carpet cushion underlays and gripper accessories.
  • Install unpatterned tufted and bonded carpet floor coverings.
  • Install carpet tiles using standard installation procedures.
  • Install unpatterned tufted and bonded carpet floor coverings to stairs.
  • Install carpet tiles using custom designs.
  • Install adhesive fixed carpet floor coverings.
  • Install commercial carpet floor coverings.
  • Install patterned carpet floor coverings.
  • Install custom design carpet and decorative finishes.

    Conclusion:
    This qualification compares well with the qualifications cited above. Both international qualifications consist of units of learning that closely resemble the South African qualification.
