PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to prepare a learner to restore and prepare substrates and install bamboo flooring. A qualified Bamboo Floor Finisher will be able to: Rationale: The quality and cost-efficiency of bamboo flooring and finishing ultimately impact on the retail and rental value of the entities constructed which again impacts on the profitability of the developers who form part of the greater economic profile of the country. Currently, training for Bamboo Floor Finishers is based on the following two qualifications: However, in the reconceptualisation of the Bamboo Floor Finisher qualification, the functions and competencies of a Bamboo Floor Finisher were clarified. This qualification will equip a learner with the necessary skills and competence to operate as a Bamboo Floor Finisher. A Bamboo Floor Finisher installs and ensures the integrity of the installation of bamboo flooring. Typical learners will be those who have completed NQF Level 1 qualification or those currently working in the bamboo flooring installation environment and who wish to improve their qualifications. This qualification will assist them in becoming competent Bamboo Floor Finishers. The benefits accruing to learners is the acquisition of a nationally recognised qualification that will improve their current knowledge, skills and competencies pertaining to the installation of the bamboo flooring. Those currently employed in the flooring sector will gain recognition for the competencies they have acquired. In addition, the qualification will create improved access to education and training opportunities at higher levels in the flooring sector, such as Bamboo Flooring Finisher Supervisors. This occupational qualification will not only increase employment opportunities for Bamboo Floor Finishers, but it will also contribute to the overall improvement of the skills profile in this sector of the construction industry. |

Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Integrated assessment: Integrated Formative Assessment: The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated Summative Assessment: The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria. The assessment will be a combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. |
INTERNATIONAL COMPARABILITY |
This qualification was compared to an Australian qualification and training material from Canada. As indicated below, an extensive search of many countries yielded little information.
Australia: The Australian qualification has a compulsory core component and many elective options which cover a number of floor types/products. The learner is able to choose the floor type/product they would want to install. There are no separate qualifications for each floor type. The Certificate III in Flooring Technology is at Level 3. The core units of competency are: The elective pertaining to bamboo flooring is as follows: The generic electives for floor preparation include: Canada and Other Countries: Several countries were extensively researched, namely, Brazil, United States, Canada, Germany, United Kingdom, Japan and India. It emerged that bamboo flooring is not a common flooring type/product and that training courses in bamboo flooring are limited. Secondly, training in bamboo floor installation is provided by bamboo flooring manufacturers and the content of such training is intellectual property and not made available. Thirdly, in many countries, the Floor Finisher qualification is generic, with learners getting exposure to the flooring product (like bamboo) in the workplace. Finally, training in bamboo floor installation is in some cases subsumed under training in real wood or timber or laminate flooring installation. However, the National Floor Cover Association of Canada produced material guides on bamboo flooring, used by training institutions or trainers.
