PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to prepare substrates and install wet pour safe surfacing for playgrounds.

A qualified learner will be able to:
  • Install wet pour safe surfacing for playgrounds.

    Rationale:
    The quality and cost efficiency of flooring installation and finishing ultimately impact on the retail or rental value of the entities constructed which again impacts on the profitability of the developers who form part of the greater economic profile of the country.

    This qualification will equip a learner with the necessary skills and competence to operate as a Wet Pour Rubber Floor Finisher.

    A Wet Pour Rubber Floor Finisher plays an extremely critical role in the construction industry because they install and ensure the integrity of the installation of the wet pour safe surfacing for playgrounds.

    Typical learners will be those who have completed NQF Level 1 or those currently working in the wet pour safer surfacing for playgrounds installation environment and who wish to improve their qualifications.     ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Adhere to the instructions of a Wet Pour Rubber Floor Finisher are understood and adhered to during all activities.
  • Remove existing floor surface material and clear work area of all obstructions.
  • Select appropriate tools and equipment for the tasks to be performed.
  • Assist a Wet Pour Rubber Floor Finisher with conducting substrate tests and corrective actions to restore substrates.
  • Prepare the work area for installation of wet pour safer surfacing for playgrounds.
  • Perform specific tasks, within scope of a Wet Pour Rubber Floor Finisher Assistant during the installation process.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Interpret a job sheet for a wet pour safer surfacing for playgrounds installation.
  • Read and interpret a scale plan to ascertain discrepancies between it and the actual site and determine the location of various materials on the site.
  • Conduct substrate tests, plan and implement corrective/restorative action.
  • Monitor and supervise substrate preparation and apply vapour barriers as required.

    Integrated Formative Assessment:
    The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    The external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner, is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and associated assessment criteria.

    The assessment will be combination of a written or oral examination and a set of practical tasks at a registered assessment site. Assessors registered with the Assessment Quality Partner will conduct the external integrated summative assessment. 

  • INTERNATIONAL COMPARABILITY 
    This qualification was compared to qualifications from the United Kingdom and Australia.

    United Kingdom:
    The new Pearson Edexcel Level 2 NVQ Certificate in Sport and Play Surfaces (QCF) is a 22-Credit qualification that consists of four mandatory units and 12 optional units. The learner must achieve 22 Credits in total to complete the qualification: 13 Credits from the four mandatory units and a minimum of nine Credits from either optional group 1 (Installation) or optional group 2 (Maintenance).

    The core compulsory standards are:
  • Use and maintain non-powered and hand-held power tools and equipment Moving, handling and storing resources in the workplace.
  • Conforming to productive working practices in the workplace.
  • Conforming to general health, safety and welfare in the workplace.

    Nine credits must be chosen from the optional units below:
  • Provide foundations, substructures and edge details for sport/play surfaces and equipment
  • Prepare for and install base layers for sport/play surfaces.
  • Assemble and install purpose made equipment and components.
  • Prepare sites for the construction of sport/play surfaces and equipment Provide ground and substructure conditions for sport/play facilities.
  • Complete sport/play surface work for handover.

    Wychwood Play Services offers on-site training in the techniques for wet pour installation.

    This allows any local authority or private contractor to become an installer (and repairer) of wet pour surfaces and to provide prospective clients with a local wet pour surface provider. The conventional systems used to remove the need for specialized operatives and plant/equipment has been adapted.

    Materials are pre-measured to remove the possibility of mixing errors. Rubber in 20kg bags and Activator in 4ltr bottles.

    Patented pre-coat system allows summer and winter grades for year-round use and reduced cure times. Typical cure time 2 hours removing need for overnight security.

    Pre-coat system has been proven to enhance bond strength and so improve performance of resultant surface.

    Low viscosity binder allows normal open drum cement mixers to be used thus eliminating the need for expensive mixing equipment.
    Simple installation techniques developed especially for our on-site training. Materials can be stored until needed allowing improved scheduling of work.

    Another organisation called Safety Surfacing provides installation guide/training to clients. It seems that manufacturers or suppliers of wet pour rubber provide their own in-house training.

    Australia:
    The Certificate III in Flooring Technology is at Level 3 offered by Training Services Workforce Development. The core units of competency are:
  • Participate in environmentally sustainable work practices Work safely.
  • Communicate in the workplace Work in a team.
  • Use flooring technology sector hand and power tools.
  • Receive and prepare floor covering materials for installation Plan and cost flooring technology work.
  • Establish and maintain a safe flooring technology work environment Make measurements and calculations.
  • Read and interpret work documents.
  • Handle dangerous goods/hazardous substances.

    The elective pertaining to wet pour rubber flooring is as follows:
  • Install synthetic floor coverings to sports facilities and outdoor spaces.

    The generic electives for floor preparation include:
  • Apply waterproofing process to internal wet areas Remove existing floor coverings.
  • Select and apply appropriate compounds and additives Inspect sub-floors.
  • Apply quality standards.

    Conclusion:
    This qualification compares well with the Australian qualification cited above. In addition, it compares with the training guides available from companies in the United Kingdom. Both international qualifications consist of units of learning that resemble the South African qualification closely.
