PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this part-qualification is to prepare a learner to operate as an Original/Aftermarket Auto-Electrical System or Component Fitter. The 'Fitter' removes and installs a range of original and/or aftermarket auto-electrical systems and components.

Rationale:
This part-qualification emerged during the revision of the Automotive Electrician qualification. The part-qualification is designed for learners who will remove and replace/refit original/ aftermarket auto-electrical systems or components in auto-electrical environments like dealerships, independent workshops or fully-fledged auto-electrical workshops. This part-qualification will fulfil the need of many people employed as 'Fitters' who have no formal qualification or recognition in original/aftermarket auto-electrical systems or components.

The part-qualification is aimed at both new entrants to the automotive sector as well as those who have been working in the automotive industry in the environments described above.

This part-qualification will also provide learners with a foundation to pursue the following part-qualifications:
  • Bench Worker.
  • Automotive Electrician trade qualification.

    Upon completion of this part-qualification, learners will gain official recognition for their competencies and will be positioned to assume higher-level responsibilities within their respective organisations. Learners who successfully complete this part-qualification can participate effectively in the automotive industry, whether in small, medium or large enterprises.

    This part-qualification benefits society in that person removing and replacing/refitting original/ aftermarket auto-electrical systems or components will be adequately trained to do so. The part-qualification will increase employment opportunities, thereby benefitting the economy of the country.

    Recognition of Prior Learning (RPL):
    RPL for Access to the External Integrated Summative Assessment:
    Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or by certifying a work experience record.

    RPL for Access to the Qualification:
    Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Ext Level Outcome 1:
  • Demonstrate an understanding of general principles and critical issues relating to removing and installing a range of original and/or aftermarket auto- electrical systems and/or components in vehicles, according to accepted industry standards.
  • Source and correctly interpret technical specifications and/or information for original and/or aftermarket auto-electrical systems and/or components.
  • Systematically plan the task and prepare the work area according to task requirements.
  • Route the harness, install and secure the original and/or aftermarket auto-electrical systems and/or components are according to specifications.
  • Test the installed original and/or aftermarket auto-electrical systems and/or components for functionality.
  • Perform the removal and installation according to specifications.
  • Use, clean and store tools and equipment according to requirements.
  • Dispose of all waste materials and restore the work area according to health, safety and environmental requirements.
  • Ensure that workmanship meets industry standards.
  • Perform all activities according to health, safety and environmental requirements.

    Integrated Assessment:
    Integrated Formative Assessment:
    The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external integrated summative assessment conducted through the relevant QCTO Assessment Quality Partner is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. 

  • INTERNATIONAL COMPARABILITY 
    Comparisons were made to aspects of the auto-electrical qualifications in the Canada, United Kingdom, New Zealand and Australia in terms of the contents of the curriculum for this part-qualification.

    Canada:
    In Canada, there is a course called Motor Vehicle Parts and Accessories Fitter (General). It is a one-year course. It resembles the South African qualification in the following aspects: removing old and damaged parts and cleaning surrounding areas on vehicles; installing accessories such as sun roofs, stereos and alarms; removing trimming strips and rubber seals from window frames and mountings on motor vehicles; replacing units in the cooling system such as thermostats, head gaskets and water pumps, etc.

    United Kingdom:
    In the United Kingdom, the Institute of Motor Industries offers the Level 2 Diploma in Vehicle Fitting Competence. It carries 61 credits and consists of a range of competencies. Some of the optional units cover replacement of light vehicle exhaust components; replacement of light vehicle suspension dampers and springs; and replacement of light vehicle braking systems and components.

    Havering College offers the Introduction to Vehicle Technology IMI Diploma Entry 3 Level, which consists of several components, two of which are 'Principles of Engine Components and Operation' and 'Principles of Component Fitting'. City and Guilds offer the Level 2 (88 credits) Diploma in Auto Electrical and Mobile Electrical Competence. The learning units, relevant to this qualification, includes removing and replacing light vehicle electrical units and 'competency in removing and fitting basic light vehicle mechanical, electrical and trim (MET) components and non-permanently fixed vehicle body panels.

    New Zealand:
    The New Zealand Certificate in Automotive Electrical Engineering (Level 4) has a total duration of four years, including workplace practical learning. The qualification includes a component to install a range of electrical or electronic accessory systems (10 credits).

    Australia:
    In Australia, the Certificate III in Automotive Electrical Technology includes the unit entitled 'Remove and replace electrical units and assemblies. No independent qualification for Original/ Aftermarket Auto-electrical System or Component Fitter could be found.

    Conclusion:
    The South African Original/ Aftermarket Auto-electrical System or Component Fitter qualification compares favourably with the units of competence of the Canadian and the two United Kingdom qualifications. There are no independent qualifications for the Original/ Aftermarket Auto-electrical System or Component Fitter in the countries investigated.
