PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this trade qualification is to prepare a learner to operate as a Locksmith. A Locksmith engages in any activity or business which is related to the opening, closing, originating, programming and repairing of locking mechanisms of any nature, by means of appropriate specialised tools or devices.

A qualified learner will be able to:
  • Duplicate keys.
  • Originate keys and service locking mechanisms.
  • Sell products, secure premises and advise clients.
  • Install locking systems.
  • Initiate and programme transponders.
  • Open and restore the integrity of safes.

    Rationale:
    The key-cutting and locksmithing industry is supported by very strict rules and therefore requires appropriately trained and competent practitioners. Qualified learners are required to register with the Private Security Industry Regulating Authority (PSIRA).

    The locksmithing industry is constantly changing with regards to technology and equipment. These changes require learners to receive specialised training related to the locksmithing industry.

    Consultations with the relevant industry stakeholders such as PSIRA, Locksmith Association of South Africa (LASA), School of Advanced Locksmithing were held prior to the realignment of this qualification. The development of this occupational qualification, which replaces the National Certificate in Locksmithing at NQF Level 3, will provide learners with the required knowledge and skills that will enable them to perform at the expected standard. Due to the fact that Locksmith is listed as a trade, learners who successfully complete this qualification will obtain the artisan status. The design of the newly revised occupational certificate has made provision for one (1) part qualification. This makes provision for learners who want to pursue a career within the locksmithing industry as Key Cutters.

    This qualification is aimed at both new entrants and learners that are currently working within the locksmithing industry. Upon completion of the qualification, learners can operate as locksmiths within the security sector in areas such as key cutting, automotive, electronic, safes and vaults and lock installations.

    Learners who successfully complete the qualification will enhance their careers by enrolling in higher level programmes or qualification. In so doing, they will be equipped with knowledge and skills that will empower them to take more responsibilities and/or higher-level positions within the respective organisations or create more opportunities for entrepreneurship. Learners can take supervisory or management roles within organisations, or business ownership roles which may require further study in business management.

    The availability of qualified Locksmiths will ensure growth within the sector thereby adding value towards the economic growth.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • Open safe locks using acceptable locksmith practices.
  • Restore the integrity of the safe to manufacturer's specifications.
  • Re-key safe locks and reset combination locks.

    Integrated Assessment:
    Integrated Formative Assessment:
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    The external integrated summative assessment will be conducted through a trade test conducted in terms of Section 26 D of the SDA and the Trade Test regulations. It will be conducted through an evaluation of integrated written and practical tasks covering critical aspects of the trade in a simulated environment at an assessment centre accredited by QCTO and conducted by an assessor registered by National Artisan Moderation Body (NAMB). The assessment will take place over a minimum of 3 days.

    A candidate who attempted a trade test will be given recognition for those trade test tasks in which he/she has been found competent and not be retested in those provided that: The learner is competent in at least 50% of the trade tasks given during the trade test, and the recognition will be retained by the candidate for a maximum of 3 attempts, or 18 months from the date of successful completion of the trade test task, whichever comes first.

    Assessment for a part-qualification will take place over a minimum of 2 days. A candidate who attempted a summative assessment for a part-qualification will be given recognition for those tasks in which he/she has been found competent and not be retested in those provided that: The learner is competent in at least 50% of the tasks give during the assessment, and the recognition will be retained by the candidate for a maximum of 3 attempts, or 6 months from the date of successful completion of the assessment task, whichever comes first. 

  • INTERNATIONAL COMPARABILITY 
    The South African Locksmith occupational qualification was compared with qualifications registered on the New Zealand and Australian qualifications frameworks. These two countries were selected due to similarities in qualifications' content.

    New Zealand:
    New Zealand Certificate in Locksmithing (Trade) (Level 4), 2718, credits 210 is registered on the New Zealand Qualifications Framework. The qualification is offered by Competenz.

    This qualification is aimed at people who are currently working within the locksmithing industry. The purpose of this qualification is to provide the locksmithing industry with locksmiths who have the skills and knowledge required to specify, safely install, service, repair, and bypass locking systems, and to produce keys for those systems. The qualification is offered in the form of an apprenticeship.

    Entry requirements:
    It is recommended that people enrolling in a programme leading to this qualification will hold the National Certificate in Education Achievement (NCEA) Level 2 [Ref: 0973] or equivalent.

    Upon completion of the qualification, learners will be able to: apply an understanding of relevant legislation and industry codes and standards to ensure safe and ethical operation in the locksmithing industry; assess customer needs and specify, supply and service the appropriate key systems; apply trade skills and knowledge to produce keys using the various methods available, install mechanical and electronic hardware, and maintain the tools and equipment used; apply knowledge to specify and safely install, commission, and service safes; safely service and repair a range of mechanical and electronic automotive locking systems; perform diagnostics, bypass techniques, repairs, and servicing on locking mechanisms and provide appropriate customer service to clients when specifying, installing, servicing, repairing and bypassing locking systems.

    Learners can operate in industries, such as: safes; automotive security; forensic locksmithing; access control; architectural hardware design; institutional security; hardware installation.

    Similarities:
    Similarities between the South African Locksmith qualification and New Zealand Certificate in Locksmithing qualification have been found with content covered, level at which the two qualifications are pitched at, intended learners as well the purpose of the qualification.

    Similarities between the South African Locksmith qualification and New Zealand Certificate in Locksmithing qualification have been found to be with the structure and layout of the qualifications, credits and duration. The South African qualification comprises three core components or learning units. These are knowledge modules, practical skills modules and work experience modules. On the other hand, New Zealand Certificate in Locksmithing qualification comprises core unit standards that are compulsory for the awarding of the certificate.

    Differences:
    Differences have also been noted with credit values. The South African Locksmith qualification has a high credit value because of the compulsory nature of all modules in the qualification, whilst credit value for the New Zealand qualification is lower.

    Learning duration has also been found to be a differentiator. The South African Locksmith qualification is offered over a period of three (3) years whilst, by virtue of credits assigned to the New Zealand qualification, it is assumed that this is offered over 2 years.

    Australia:
    Certificate III in Locksmithing, MEM30819, is offered over a period of 3 years. This qualification is aimed at learners who are full time employed within the Locksmithing industry, as apprentices. Upon completion, learners will be able to apply to a wide range of locksmithing work, including undertaking the repair, manufacture and installation of locking and security systems in domestic, automotive and industrial applications. Institutions that offer this qualification include Melbourne Polytech, South Metropolitan TAFE and TAFE Queensland.

    Similarities:
    Similarities have been found with course content, the learning provision and duration. In both instances, these qualifications are trades in which workplace experience is gained in locksmithing environments.
    Similarities have also been found with learning duration which is three (3) years.

    Differences:
    The South African Locksmith qualification comprises modules as opposed to units of learning. These modules range from Level 2 to Level 4.

    The South African Locksmith qualification has a high credit value due to the inclusion of knowledge, practical skills and work experience modules. Credits for the Australian qualification were not specified, as a result comparison in this regard was not possible.

    Provision has been made for a part-qualification in the South African Locksmith occupational qualification. This was not found in the Australian qualification.

    Conclusion:
    The South African Locksmith occupational qualification compares favourably with the two qualifications in terms of complexity, duration and content.
