Registered-data under construction

The qualification content is currently being updated for the qualifications with the status “Registered-data under construction” or showing “DETAILS UNDER CONSTRUCTION” to ensure compliance with SAQA’S Policy and Criteria for the registration of qualifications and part-qualifications on the National Qualifications Framework (NQF) (As amended, 2022). These qualifications are re-registered until 30 June 2027 and can legitimately be offered by the institutions to which they are registered.

In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.

PURPOSE AND RATIONALE OF THE QUALIFICATION
Purpose:
The purpose of this qualification is to assist learners in the critical evaluation and debating of important development related issues in order to design, implement and evaluate development policies and development initiatives in a sustainable human-centered manner. This is achieved through a balanced system of structured, elective and research-based modules. Learners of the qualification will be able to interpret and execute applied development research and critically reflect on development policy.

Rationale:
The Centre for Development Support has completed several rapid scan assessments identifying a large demand for qualified development managers and development workers in the public, Non-Governmental Organisations (NGO) and private sectors in Southern Africa. This training field is relatively untapped and a definite niche market exists to deepen the understanding of development issues. The qualification definitely meets the developmental expectations and needs of society within the developing world. The Centre for Development Support within the Faculty of Economics and Management Sciences at the institution therefore presents an inter-disciplinary qualification with lecturers from 16 different departments and centres at the institution and several other collaborating Universities across South Africa.

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING
Where learners do not meet the minimum admission requirements, RPL may be used to grant access to the qualification. RPL will be applied according to the Recognition of Prior Learning, Credit Accumulation and Transfer (CAT), and Assessment policy. This will relate to both access to the qualification as well as for credit recognition or exemption towards achieving the qualification. The institution will ensure that quality assurance processes that address the specificities of the RPL process (including applications, assessment, and reporting and management systems) are implemented; and that administrative and support systems, both prior and subsequent to RPL assessment, are in place.

    ASSOCIATED ASSESSMENT CRITERIA
    Integrated Assessment:
The assessment strategy for the qualification utilizes alternative sources of learner assessment, as it is more suitable for this qualification. These can include assignments, portfolio's and other relevant means of assessment. The qualification furthermore provides for a constructivist classroom where learners have a choice about which tasks they complete and which tasks are evaluated. Furthermore, learners often participate in the decision-making process of establishing the criteria to be used in the evaluation process. They establish the rubrics for rating the criteria, and they engage in peer and self-evaluation. Self-evaluations guide learners in making decisions about what they know and what they need to learn, which in turn influences which tasks they complete next. When lecturers encourage learners to become more actively engaged in the evaluation process, they relinquish control, embracing a more effective assessment structure.
