PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of the Advanced Diploma in Policing is to equip learners with the skills and competencies to conduct research, not only in respect of the challenges faced by the law enforcement officials in South Africa, but also on a wide range of issues in the field of Criminal Justice System (CJS). This is done to ensure that all citizens feel safe in the society as law-abiding citizens and economic contributors. On completion or achievement of this qualification, learners should also be able to:
  • Facilitate Community Police Forum (CPF) projects in various communities.
  • Study individual and group behaviour.
  • Study associated phenomena in the Policing as well as wider CJS environment.

    Once all these skills and competencies are acquired by qualifying learner, they will be able to work independently on a tactical and strategic level in safety and security environment.

    This qualification will also develop in learners analytical and research skills relevant to law enforcement officials, with a particular application in the wider CJS. The course is targeted toward building a repertoire of conceptual, basic and practical research skills that will enable learners, once meeting the required academic and subject requirements, to successfully prepare for and subsequently complete independent research in the form of a dissertation or thesis.

    The course also serves to provide learners with the basic introductory knowledge, cognitive and conceptual tools and practical research techniques related to occupational (thus within the police) organisational environment. This in turn will thus enable learners to progress through the professional path of Policing and wider CJS studies.

    Rationale:
    The qualification is the next progressive level of qualification from Diploma in Policing as well as National Diploma: Policing or related qualification in the criminal justice field. Upon completion of this qualification, learners will be able to study the next level of qualification, which is Postgraduate Diploma up to the Doctorate level in Policing as well as wider CJS or related qualifications as part of the career path. Ultimately, the interest of life-long learning is cultivated, fostered, nurtured and maintained.

    This qualification will equip learners with knowledge, skills and competencies to conduct research, participate and manage institutional projects. Learners would also demonstrate the necessary interpersonal and communication skills to function as part of a team operating at both internal and external clients of the law enforcement environment, as well as provide service in a non-discriminatory, social accountable and ethical manner. This qualification would also promote critical thinking skills, engagement and social enterprise, which is relevant to the needs and aspirations of the South African people. This will be achieved by ensuring that learners who qualify with this qualification can apply the acquired expertise, and in turn contribute meaningful to the socioeconomic and political growth of the country. Qualifying learner from this qualification will be competent to perform a variety of functions that will contribute to the achievement of a high standard of excellence within disciplines. This include professional communication as well as other activities related to meet the needs and demands of modern policing. These activities are extensive but are all aimed at providing an essential service to the community. The qualification specifically would further provide both frontline practitioners and junior managers in law enforcement agencies, or other service-related personnel working in the field of policing, with professional knowledge and skills, such as:
  • Early identification and handling of vulnerable individuals and groups in the community.
  • Crime detection.
  • Leadership in crisis management.
  • Analysis of current issues in law and order maintenance.

    This qualification is also aimed at preparing learners to become institutional and operational professionals by equipping them with the necessary knowledge, skills (including research skills) and competencies to play a meaningful role in Policing. Such professionals will contribute to reducing fear of crime and victimisation and thus, fulfilling the needs and aspirations and Constitutional rights of the South African people. This is inter-alia also in the interest of stakeholders such as the Department of Police. It is pertinently highlighted in the National Development Plan Vision (NDP) (2030) that professionalism in Policing is to improve to reduce civil claims brought about by police unethical behaviour. This could be achieved if Policing qualifications within the wider CJS are administered by professional police officials as well as law enforcement officials. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    According to the institution policy on RPL, Equivalence and Status (RES), prospective learners can apply for RPL in order to be admitted in any of the qualifications it offers. This policy stipulates amongst others three types (as outlined below) of RPL application a prospective learner can make. These are deemed relevant to gain entry to this qualification and forms the basis which application for RPL will be considered.

    RPL for equivalence: this is an application for admission to a qualification based on the fact that the applicant's existing qualification meet certain requirements to the prerequisite qualification as stated in the admission requirements for that qualification.

    RPL for advanced admission: this is an application for admission where the applicant does not meet the stated admission requirements but wishes to be admitted to an advanced qualification on the basis of RPL. As part of a rigorous assessment process the applicant would need to furnish evidence of exceptional experience, depth and scope before his/her application would be considered.

    RPL for status: this is an application to register for a qualification when the applicant does not hold the required admission qualification or an equivalent qualification but holds another qualification on the same NQF Level as that of the prerequisite qualification.

    The minimum entry requirement for this qualification is:

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Apply the basic principles of project management in practice within the Policing and wider CJS environment.
  • Analyse the current Department of Police/the SAPS' strategic plan and its relevancy and application judged against the primary components of strategic management.
  • Carry out the process of strategic management within the Policing environment

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Demonstrate an advanced understanding of the factors that contribute to the causation of crime and how to minimise the impact of these factors.
  • Communicate effectively with relevant stakeholders in the field of safety and security environment.

  • Describe and assess the South African criminological issues in policing against international standards.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • Apply basic research skills in practice.

    Associated Assessment Criteria for Exit Level Outcome 6:
  • Explain the importance of Information and Communications Technology (ICT) as a tool to aid professional Policing.

    Integrated Assessment:
    In order to determine whether learners have successfully achieved the stipulated outcomes and can demonstrate applied competence, an integrated approach incorporating formative and summative assessment procedure will be utilised. While formative assessment will include case study analysis, problem solving analysis, oral presentations and peer and self-assessments, Summative Assessments will be in a form of semester tests, semester assignments (including research proposal) and semester examinations.

    The RMIT University in Australia through the Department of Education (DoE) offers an Advanced Diploma of Justice. This qualification provides a pathway to enter, develop additional skills and/or pursue a long-term career within the justice field. The qualification enables the learners to develop knowledge of the central issues that shape and influence the field of justice by exploring legal, ethical, social and cultural issues and promoting self-awareness. It introduces strategies for understanding, preventing and investigating criminal activities and knowledge of criminal justice procedures. It develops knowledge, skills and attitudes in leadership, management, planning, coordination, case management, youth justice, research and analysis and its applications relevant to the judicial and legal environments. The qualification prepares learners to work autonomously in a range of complex situations, with thorough understanding of the structure of our criminal justice system and for the issues behind criminal behaviour.

    Successful completion of the qualification also prepares the learners for further study in the field of justice and may provide a pathway into higher education. Graduates of the Advanced Diploma of Justice at RMIT University with a GPA of 3.0 or higher are guaranteed entry into higher education programs in the School of Global Urban and Social Sciences subject to meeting certain criteria. Articulation agreements between RMIT University qualifications enable learners upon graduating from an RMIT University qualification to apply for advanced standing in a higher-level qualification/ honours.

    Swinburne University of Technology offers an Advanced Diploma of Justice. The Advanced Diploma of Justice provides learners with a comprehensive understanding of the dynamic criminal justice system. The qualification explores the legal, ethical, social, psychological and cultural issues that shape and influence the discipline of justice. It also develops the characteristics of professional integrity and ethical standards for criminal justice professionals. The qualification incorporates strategies for understanding, preventing and investigating criminal activities, and knowledge of criminal justice procedures. It develops knowledge, skills and attitudes in leadership, communication, case management, youth justice, risk management, research and analysis and their applications in justice settings. The qualification also prepares learners to use and demonstrate critical thinking and analytical skills in problem solving by adopting appropriate strategies for their feasibility and efficacy.

    The qualification comprises eight core units and four electives delivered over a period of 12 months for full-time students. The qualification incorporates a learner-centred model utilising face-to-face weekly classes, lectures, tutorials, online or self-paced study, research, case studies, role-plays, audio-visual presentations, and simulations of real work practices. The timetable for the scheduled classes has been designed to maximise attendance on campus over two and a half consecutive days allowing students the opportunity to engage in part-time work to meet financial obligations.
