PURPOSE AND RATIONALE OF THE QUALIFICATION
Purpose:
The purpose of this qualification is to equip the learner with principles, scientific and technical knowledge in the field of Textiles and Clothing. Furthermore, this qualification aims to prepare learners for Postgraduate study through the deepening of their knowledge and professional practices in Textiles and Clothing. There is also emphasis in developing the ability to formulate and resolve more complex theoretical and practice-related problems through the selection and through the use of textile and clothing related testing and analytical methods, tools and techniques.

Rationale:
The rationale for this qualification is that it has been designed to replace the Bachelor of Technology in Clothing Management, which will be discontinued once this qualification becomes operational.

The structuring of this qualification was a national collaboration between the Fibre Processing and Manufacturing Sector Education and Training Authority (FP&M SETA), Advisory Committee to the institution's Department Clothing and Textiles, The Technology Station Clothing and Textiles (TSCT), and other Higher Institutions which offer Clothing and Textile related qualifications, and the manufacturing and retail employer sector. This took place in the form of workshops held at the institution with the aim of meeting the requirements by these various stakeholders to create a qualification meeting everybody's needs.

This qualification will allow for the flexibility of career choices for textile and clothing technologists, through personal growth and job advancement within and across the clothing, textile and retail sectors. The qualification aims to supply the industry with Textile and Garment Technologists who are capable of reverse-engineering products incorporating green, smart and sustainable technology. This is in line with the call for innovation made by the South African Technology Innovation Agency (TIA, 2008) and the FP and M SETA's documented statement that Materials Engineering Technologist (OFO 214908) is a scarce skill in the sector (FP&M SETA: Demand of Skills and Scarce- and Critical Skills, 2014). Thus, the qualification addresses the issue of scarce skills stated in the cited documents.

The following specific objectives will be met:
  • Learners will be more competitive on the labour markets both locally and regionally, thereby improving employability and level of expertise.
  • Provide an opportunity for specialisation in Textiles and Clothing that will address the shortage of critical and scarce skills in the country in this field. Specialisation includes Product Performance and Control as well as Smart, Green and Sustainable Textile Technology and innovation related to textile and clothing Products and Processes.
  • Produce competent professional Textiles and Clothing Technologists who are academically and technically equipped.

The profile of the learners who will be targeted will be predominantly female and male from a disadvantaged backgrounds. This is based on the current intake of Bachelor of Technology in Clothing Management annually.

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING
    Recognition of Prior Learning (RPL):
The Institution has an RPL policy in place. RPL is a process of identifying the knowledge and skills of an applicant against the admission requirements of a qualification and/or for credits against a part thereof. The process involves the identification, mediation, assessment and acknowledgement of knowledge and skills obtained through informal, non-formal and/or formal learning. The RPL process is multi-dimensional and multi-contextual in nature, aimed at the individual needs of applicants and is handled in accordance with an institutional RPL policy by a unit dedicated to this activity. The RPL process includes guidance and counselling, as well as the preparation of a body of evidence to be presented by the RPL candidate to meet institutional requirements. An appeal procedure is also in place to accommodate queries. RPL in this qualification will relate to gaining access to the qualification and/or credits/advanced standing as described in institutional guidelines.

  • INTERNATIONAL COMPARABILITY
The international comparabilityof qualifications revealed that there are similar modules in the field of Clothing and Textile Technology. The comparison was with international universities of technology.
The following international qualifications were selected:
The Indian Institute of Technology, Delhi, India offers a BTech in Textile Technology. The modules are:
  • Textile Technology.
  • Polymer Technology.
  • Colour Science.
  • Fabric Manufacture.
There is similarity in the Textile Technology part.
The Hong Kong Polytechnic University, Hong Kong offers a Bachelor of Arts (Honours) Scheme in Fashion and Textiles. The modules are:
  • Active wear Development.
  • Sustainability in Fashion and Textiles.
  • Smart Textiles for Wearable Applications.
  • Advanced Performance Evaluation of Functional Apparel.
  • Fit Solutions.
There is similarity in Sustainability in Fashion and Textiles, Smart Textiles for Wearable Applications and Advanced Performance Evaluation of Functional Apparel modules.
The State University of New York, Fashion Institute of Technology, New York, USA offers a Bachelor of Science (BS) Degree in Textile Development and Marketing. The modules are:
  • Total Quality Management for Textile Products Laboratory.
  • Performance Textiles.
  • Total Quality Management for Textile Products.
  • Textile Project Development.
  • Fabric Development.
There is similarity in some sections of the Performance Textiles, Total Quality Management for Textile Products Laboratory subjects.
The international comparability reveals that there has always been a growing need in the area of Clothing and Textile Technology specifically the modules within the Advanced Diploma. Globally, qualifications have been supporting the fact that there is an undying need for clothing as a basic necessity of a human being to a fashion statement. Hence their modules are upgrading and modifying keeping the societal context of clothing and textiles in mind from a developmental perspective and not on the basis of business context. However, the limitation found during this comparison is that most of these international qualifications are Degrees or an Honours Degree, and not an Advanced Diploma. Many international institutions offer the country-specific curriculum. For example, if they have a big functional manufacturing industry, then it is covered in depth and detail whereas the other universities focus on retail and consumer behaviour. The Indian Institute of Technology qualification focuses on core Textile Technology, whereas at the Hong Kong Polytechnic the focus is towards sustainability, which is similar to this qualification.
