PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of Higher Certificate in Sport Administration is to provide sport administrators with competencies to ensure that the administration of sports and sporting events are carried out professionally, effectively and ethically. This is ensured by using the principles, knowledge and skills of sport administration. This qualification breaches the current skills gap by positively affecting the administration of sports organisations, on the integration of sports within the community to promote healthy lifestyles and on the ability of individuals in the community to host international events. The qualification accommodates individuals and sport professionals interested in contributing to sport administration and management.

The qualification aims to provide learners with the skills and knowledge to become an administrator of sport on local, regional and national level. In order to be successful, learners should have a keen interest in sport, but of greater importance is their ability to develop as an administrator. A successful learner will be able to follow a career in sport administration, managing sports/people/programmes, sport consultation, sport entrepreneur.

On completion of this qualification, the qualifying learner will be able to:
  • Demonstrate knowledge, competence, skills and attitudes related to the administration of a club within a sport federation.
  • Plan and implement basic administration related to events and facilities involved.
  • Describe sport administration as it relates to a sport club as an enterprise.
  • Apply general sport administration including the administration with respect to people with disabilities in sport.
  • Facilitate competition, event and facility administration.

    Rationale:
    The qualification aims to equip learners with knowledge and skills that enables them to develop tools and techniques required in the administration of sport, fitness and recreation enterprises, sports organisations and individuals involved in sport and fitness activities.

    Sport administrators are required to undergo professional training and education in order to adequately administer sports clubs and sporting events. Currently Sport Federations do not provide administrative training nor are there any formal administration qualifications offered by Universities. The Sports management qualifications do not necessarily address the needs of sports administrators. There is a need to provide administrative training and content knowledge to support sport delivery at schools, Sport Federations and at a club level.

    This qualification prepares learners to promote good governance, professionalism and expertise within the sport, fitness and recreation environment. Sport has become professional, and professionalism in sport requires the professional administrators of sport. The qualification trains competent professionals in sport administration who will assist in promoting the standard of sport and encourage sport participation in South Africa, as well as develop the necessary work force needed in sport for diverse settings such as schools, clubs and Sports Federations. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    The institution accepts Recognition of Prior Learning (RPL) as an integral part of education and academic practice. It is acknowledged that all learning has value and the institution accepts the challenge to assess prior learning and status will be given for credits that are aligned to the learning outcomes of the programme and to promote lifelong learning.

    The Institutional RPL policy will be applied. Through RPL, a learner may gain access, or advanced placement, or recognition of status.

  • EXIT LEVEL OUTCOMES

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Describe the different management functions of a club.
  • Gather relevant information required to compile annual budgets and monitor income and expenditure within such budgets.
  • Indicate which corrective actions should be taken to enhance performance in sport.
  • Explain the different planning responsibilities of a club administrator.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Differentiate between the components of sport events.
  • Develop a basic competition plan for an event.
  • Develop product/service features to meet the requirements of target markets.
  • Explain the concept of distribution network to allow access to target markets.
  • Formulate a basic pricing and discount policy.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Discuss the position of a sport club in the sport industry.
  • Compile a basic marketing strategy of a sport club.
  • Suggest various ways to recruit participants.

    Associated Assessment Criteria for Exit Level Outcome 4:
  • Demonstrate leadership in a sport club, by making provision for people with disabilities.
  • Appropriate sport club administrative skills are evident in communication, filing systems and general office administration.
  • Thoroughly explain the implementation of an equipment and facilities plan of a club.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • Administer sport facility use and maintenance appropriately.
  • Effectively plan and execute the administration related to competitions and other sport events.
  • Accurately administer sport equipment needed for competition and other sport events.

    Integrated Assessment:
    Formative and Summative Assessments will be integrated to provide a coherent indication of the candidates' ability, skill and experience. Formative Assessment practices will include formal and informal class tests, module or semester tests (where applicable), projects and practical assessments. Summative Assessment will be done on completion of each module to assess the achievement of outcomes and may include written examinations, practical examinations, and project assessments.

    Integrated Assessment approaches focus on assessing the achievement of the Exit-Level Outcomes holistically, that is, in groups rather than individually, and will be done where possible by means of written examinations, practical examinations, project evaluations and final examinations in each module, including project reports and presentation assessments.
    Work Integrated Learning will be included in the qualification and will be assessed through the development of a portfolio of evidence, documented, monitored and assessed as required by both University staff, and staff on the sites where learners will be placed.

    Conclusion:
    The qualification compares favourably with the one offered by the institution. The main difference between the two qualification are the Northeastern University qualification does not focus on club management.
