PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Plastics Manufacturing Machine Setter. A Plastics Manufacturing Machine Setter prepares, sets up, runs and monitors plastics manufacturing machinery and equipment to produce plastic products through moulding or extrusion processes. A qualified learner will be able to: Rationale: This qualification is to capacitate learners to optimise a production line/environment. The plastics manufacturing industry is characterised by refined manufacturing processes and operates in a highly competitive and challenging environment. The manufactured products must comply with a wide variety of exacting customer and consumer requirements as well as environmental directives. Also, the industry must respond to competition from imports, export opportunities and ongoing development of new products to meet changing customer needs. This means that people working in the industry require a wide range of skills and specialised knowledge to help them respond to the ongoing technological and quality challenges. This qualification replaces the currently registered Plastics Manufacturing Machine Setter qualification which was inclusive of three (3) very different processes. This posed a challenge for learners whose learning careers pursued only one of the three specialised plastics manufacturing process. The revised Plastics Manufacturing Machine Setter qualification makes provision for each of the three (3) plastics manufacturing processes covered by the Plastics Manufacturing Machine Setter qualification. These are catered for in the form of specialised qualifications, namely Blow Moulding Machine Setter, Injection Moulding Machine Setter and Extrusion Machine Setter. The qualification is aimed at both new entrants as well as learners who have been working within the plastics manufacturing industry. The qualification equips learners with skills and knowledge that will enable them to effectively set tools and machines, operate the machines and optimise machine output with minimum waste. Competent learners should be able to participate effectively in various industries that utilise plastic manufacturing processes. For a new entrant or someone from another field, this qualification provides the learning outcomes (skills, knowledge and value credits), required to effectively participate in a structured workplace. This qualification will enable the growth of the sector which will impact positively on society and the economy at large. The qualification also provides learners with the opportunity to advance their careers by pursuing higher-level qualifications. INTERNATIONAL COMPARABILITY |
The South African Plastics Manufacturing Machine Setter qualification was compared to qualifications offered in New Zealand, Ireland and Australia because of comparability regarding National Qualifications Frameworks.
New Zealand: The New Zealand Qualifications Authority has registered several Plastics Processing qualifications ranging from NQF Level 1-4. These qualifications are clustered as The National Certificate in Plastics Processing Technology, the National Certificate in Plastics Processing Technology (Production) and the National Certificate in Plastics Processing Technology (Technical), offered by Competenz. These qualifications are generic, with provision for strands or specialisations such as injection moulding, extrusion, extrusion blow moulding, injection stretch blow moulding, to name but a few. Entry-level requirements into the NQF Level 1 qualification is open, however, this qualification forms the basis for entry into higher-level qualifications. Credits for these qualifications range between 40 - 80. The South African qualification compares to New Zealand plastics related qualifications, these being: National Certificate in Plastics Processing Technology (Technology, Production and Technical) in terms of the generic content covered, i.e. knowledge and skills related to: Similarities have also been found with regards to knowledge and skills covered in unit standards for 'strands' or areas of specializations such as injection, extrusion and extrusion blow moulding. These areas of specialisation are catered for in the South African qualification as specialised qualifications. In both instances, learners who complete these qualifications will be able to undertake a range of activities related to processing, equipment and tooling operations in specific sectors in the plastics manufacturing industry. Ireland: The European Qualifications Framework has three Plastics Manufacturing related qualifications that are offered in Ireland. These are: These qualifications are all pegged at NQF Level 5, with 120 Credits each. The First Polymer Training Skillnet offers the qualifications. Each of these can be obtained on either a full time or part-time basis. Learners on a full-time basis can complete the qualification over a year, whilst those on a part-time basis can take two years to complete. Each qualification has modules that are contextualised to the type of plastic manufacturing process involved, such as injection moulding, extrusion and extrusion blow moulding. The duration of each module is between 4 to 6 weeks. Some of the modules found in the Plastics Injection Moulding qualification include amongst others: Elective modules include amongst others: The South African qualification covers all the core modules that are covered in each of these qualifications. Australia: Certificate ll in Polymer Processing (PMB20116) and Certificate lll in Polymer Processing (PMB30116) offered by Apex Belting were found to cover the competencies that are required by learners to operate production equipment to produce a variety of polymer products, at both entry and advanced levels, respectively. Learners credited with these qualifications can operate plastics manufacturing equipment to produce a range of polymer products, anticipate both materials and production problems and apply problem-solving skills to solve routine operation problems. In both qualifications, the duration, entry-level requirements and credits were not provided. Another generic Certificate ll in Process Manufacturing (MSM20116) was found to cover manufacturing processes within the sectors listed below: Similarities between the South African qualification and qualifications compared, were found to be concerning the content covered in these qualifications, levels at which the modules, as well as the qualifications, were pitched at and provision for specialisation areas in the form of specialised qualifications. Lastly, learners who complete the qualifications or courses can operate in a sector of their choice within the plastics industry. Differences: Differences have been noted in terms of the design or packaging between the South African qualification and those offered in countries compared with. Regarding the South African qualification, learners credited with this qualification are required to do all the modules or learning units packaged in the qualification. Although provision has been made for specialised qualifications as areas of specialisation, the learner that completes a specialised qualification will not be awarded the full status of an artisan. Whereas, in other countries, the learner can do core and elective unit standards for his/her areas of specialisation. Upon completion of these units of learning, the learner is awarded the qualification. Differences have also been noted with regards to the credits allocated to individual qualifications. The South African Qualification has a high credit value because of the inclusion of NQF Level 2, 3 and 4 modules or learning units in the qualification. Differences have also been noted with regards to learning duration. The South African qualification is offered over three (3) years. This allows progression from lower-level learning programmes, that is, from NQF Level 2, to the ultimate exit level, which is pegged at NQF Level 4. In respect of the New Zealand and Ireland qualifications, however, learners are awarded the qualification upon completion of each qualification at a specific NQF level. Conclusion: The South African qualification compares favourably with the New Zealand qualifications in terms of content covered, NQF levels and the industry within which learners operate. |
