PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to extend and or deepen learners' knowledge and understanding of entrepreneurship through interactive learning approaches that open up opportunities for business and non-business learners to maximise previous learning that enables them to venture into own business (starting, managing or expanding), corporate businesses (entrepreneurship) and consulting services. In so doing, specific knowledge areas are emphasised. The curriculum is structured to explore, through research, the social, economic and technological aspects of entrepreneurship in order to conceptualise and execute entrepreneurial ideas.

Rationale:
Entrepreneurship has increasingly become more crucial to the economic growth and success of developing countries. In South Africa, it is estimated that over 90% of all businesses are in the Small, Medium and Micro Enterprise (SMME) sector. Literature suggests that it is important to identify what entrepreneurs do so that through teaching and practical experience, we can ensure the development of the necessary insight required to discover and create entrepreneurial opportunities. It is equally vital to develop the expertise for students to successfully start and manage their own businesses. The ever-increasing unemployment rate, social ills, the "high" rate of business failure and the creation of the new ministry (Small Business Development) further provide a unique opportunity for the development and offering of this type of qualification. The qualification considers aspects of the Sustainable Development Goals (zero poverty, quality education and innovation) as well as aspects of the National Development Plan 2030 which state: "South Africa has to raise the levels of employment, eliminate poverty and reduce inequality". The range of learners would include qualifying learners from Diplomas in the fields of Entrepreneurship, Small Business Management, Marketing, Tourism and Events Management. The appropriate learning pathway for this qualification resides in the higher education vocational stream. The key element of this qualification ("enterprise development") is to equip learners to start their own ventures, serve as consultants or work in corporates as entrepreneurs, thus addressing unemployment and inequality.

In light of the above, this qualification is well situated to provide learners with a solid foundation of entrepreneurial and business knowledge, understandings, skills and abilities required for further academic learning, employment or self-employment as the areas of enterprise development, entrepreneurial finance, management for entrepreneurs and project management are included. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
Recognition of Prior Learning (RPL):
In keeping with national policy frameworks and the institution's mission and vision, widening of access is promoted through Recognition of Prior Learning. Recognition of Prior Learning (RPL) is a process of identifying the knowledge and skills of an applicant against a qualification or part thereof. The process involves the identification, mediation, assessment and acknowledgement of knowledge and skills obtained through informal, non-formal and/or formal learning. The RPL process is multi-dimensional and multi-contextual in nature, aimed at the individual needs of applicants and is handled in accordance with an institutional RPL policy by a unit dedicated to this activity. The RPL process includes guidance and counselling, as well as the preparation of a body of evidence to be presented by the RPL candidate to meet institutional requirements. An appeal procedure is also in place to accommodate queries.

    1. Develop a theoretical and practical vision of business management in terms of socio-cultural, economic, institutional, technological and political macro-factors reflecting on various contexts.
    2. Plan and execute research in entrepreneurship by gathering, analysing, synthesising and interpreting the relevant information correctly and reflecting on research findings.
    3. Effectively and responsibly starting, maintaining and grow an organisation, utilising principles that constitute the pillars of entrepreneurship.
    4. Apply project management tools and techniques that are essential for the successful and timely completion of a project.
    5. Apply financial management principles and control techniques, and analyse and interpret financial statements as required.
    6. Apply ethical and social management principles with respect to Entrepreneurship in organisations, communities and societies at large. 

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Conduct an industry analysis, showing the use of a Treats Opportunities, Weaknesses and Strengths (TOWS) matrix for a Small, Medium and Micro Enterprise (SMME) SME/SMME enterprise.
  • Develop an appropriate strategic management plan, which will demonstrate an understanding of a macro environment of a SME/SMME enterprise.
  • Construct an Internal Factor Evaluation (IFE) and External factor evaluation (EFE) matrix which will demonstrate the use of different forecasting techniques.
  • Design an effective resource audit system and apply the Value, Rarity, Imitability, and Organisation (VRIO) framework to a firm.
  • Conduct a benchmarking exercise in in order to identify and address the competitive dynamics of technologically driven markets as well as industry standards.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Appraise and implement the different research methods and techniques correctly relevant to the gathering of information for entrepreneurial decision making.
  • Consider through research, the social, economic and technological aspects of entrepreneurship in order to conceptualise and execute entrepreneurial ideas.
  • Analyse and critically appraise the information obtained from relevant and reputable sources in order to extract key concepts and aspects to be considered in preparing a literature review for a research proposal on a specific topic.
  • Synthesise the key concepts and aspects into a coherently structure to form a research proposal based on institutional and faculty criteria, procedures and guidelines (rubric), relevant to entrepreneurship and in consultation with supervisor(s).
  • Apply appropriate data collection methods, the analysis and discussion thereof.
  • Apply specialised skills appropriate to the discipline of entrepreneurship, to present the research proposal in written and oral format to a range of audiences.
  • Work within the ethical framework for research as defined by the institutional criteria.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Identify opportunities in a field of interest and construct a cogent business model canvas.
  • Develop a company specific policy to ensure the right entrepreneurial mind-set, knowledge and work experience in building entrepreneurial human capital.
  • Determine the best possible way to establish networks/partnerships to serve as social capital to the business.
  • Appraise the different forms of ownership and then register the appropriate form of enterprise within the South African Policy Framework.
  • Conduct a feasibility study and construct a business plan according to guidelines set by investors.

    Associated Assessment Criteria for Exit Level Outcome 4:
  • Design a selection system to effectively select projects on the basis of their feasibility and viability.
  • Identify the project management environment as an integral area of entrepreneurship in terms of theories and processes.
  • Apply contemporary project management principles and techniques for the successful execution, within an entrepreneurial project.
  • Initiate projects through studying the Request for proposal (RFP) and completing a Work breakdown structure (WBS) for the client.
  • Use selected project management software for the planning, scheduling, resource allocation and monitoring of the project.
  • Evaluate project performance using the Earned Value Management (EVM) technique in practice.
  • Ability to analyse a project in detail and reflect the costs in a project budget document.

    Associated Assessment Criteria for Exit Level Outcome 5:
  • Develop a fiduciary policy in compliance with ethical guidelines of basic financial concepts and primary tasks of a financial manager.
  • Calculate the weighted average cost of capital for financing and investment decisions and computation of the cost of long-term debt cost to minimise the risk aversion.
  • Analyse and interpret financial statements in accordance to General Reporting Accounting Practices (GRAP) and International Accounting Standards (IAS) specifications.
  • Construct a master budget, cash budget, sales budget and capital budget in accordance with IAS standards.
  • Calculate equilibrium in revenue and cost using an appropriate break-even technique, to construct an efficient trading account.

    Associated Assessment Criteria for Exit Level Outcome 6:
  • Apply appropriate ethical values and approaches with all stakeholders and community.
  • Apply ethical values to uphold environmental conscious and sustainability.

    Integrated Assessment:
    Integrated Assessment in this qualification will take place at National Qualifications Framework (NQF) Level 7.

    Integrated Assessment will occur on two levels:
    1. Integration of subject content in each subject.
    And
    2. Integration of aspects of subjects across the year of study. There will be an Integrated Assessment across subjects in this qualification.

    Integrated Assessment tasks will include variety outcomes within a single subject area across two or more subject areas to contribute to holistic and relational learning. In other words, graduates will integrate knowledge areas of different subjects that align with integrated Assessment with of authentic integrated Assessment. Authentic assessment draws on actual world of problems and dynamic work environment.

    These principles of good assessment practises will ensure that assessment alignment with what is been taught, students will be informed via the means of a subject guide and class information regarding all aspects of assessment.

    Formative Assessment is aimed at enhancing student learning and provides students with an opportunity to reflect critically on their own learning and to improve their own levels of personal accountability and time management. Formative Assessment usually consists of a variety of assessment tasks relevant to the field of study. In this qualification it will consist of a variety of tasks such as problem-solving individual and/or group assignments and projects, case studies, class discussions, quizzes, field trip reports and poster design.

    Summative Assessment will take place at the end of a semester and is aimed at assessing students' attainment against the learning outcomes of the programme and subject(s). Summative Assessments are internally and externally moderated based on institutional policy and requirements.

    Summative Assessments usually consist of a variety of formal assessment tasks relevant to the field of study, including written tests, reports, examination and a research project. Summative Assessments at the end of every term will effect in a form of scaffolding-culminating into a final integrated business plan project. 

  • INTERNATIONAL COMPARABILITY 
    An international comparative evaluation was conducted which included Babson College, the University of Virginia and Cambridge University.

    Babson College is a private business school that forms part of Babson University in Wellesley, Massachusetts, United States of America. Its central focus is on entrepreneurship education for which it is ranked by United State of America News & World Report (2019) as the number one undergraduate school for entrepreŽneurship for the 22nd consecutive time, leading an impressive cohort of prestigious peers that includes Massachusetts Institute of Technology (MIT), Indiana University Bloomington, and University of California Berkeley, among others. Babson holds international accreditation from New England Commission of Higher Education (NECHE), Association to Advance Collegiate Schools of Business International (AACSB), and European Foundation for Management Development and Quality Improvement System (EQUIS). Babson offers a four-year Bachelor of Science degree in various disciplines inter-alia Entrepreneurship that allows vertical articulation into an Honours and the MBA which is ranked world's number one. The content of Babson's Bachelor of Science degree is structured largely around generating entrepreneurial thought and action as well as creativity and innovation and finance and includes subjects such as: Crowd funding, The Entrepreneurial Innovator, Raising Venture Capital, Corporate Entrepreneurship, Entrepreneurial Finance and Venture Growth Strategies, Living the Entrepreneurship Experience. These subjects were incorporated into Enterprise Development and Entrepreneurial Finance of this qualification.

    The University of Virginia (i.e. Darden School of Business) is a public research university in Charlottesville, Virginia in the USA. The Princeton Review and Entrepreneur magazine (2017) has ranked the University of Virginia's Darden School of Business the number seven graduate business school in the USA for entrepreneurship, which focuses on entrepreneurial thinking, creativity and innovation. The Darden School of Business is accredited with the Association to Advance Collegiate Schools of Business International (AACSB). Darden School of Business offers a four year qualification namely Bachelor .Science in Commerce with subjects such as Entrepreneurship, Project and Product Management, Managing Sustainable Development, Global Development and Strategic Leadership. These subjects were incorporated into Project Management, Management for Entrepreneurs, Enterprise Development and Entrepreneurial Finance. The Bachelor in Science in Commerce allows the learner vertical articulation into an MBA or Master in Science Commerce.

    Cambridge Judge Business School is the business school of the University of Cambridge located in Cambridge, United Kingdom (UK). The School is a provider of management education and is consistently ranked as one of the world's top business schools, by Bloomberg, the Financial Times, Business Insider, US News and World Report and Forbes Magazine (2018). The School is considered to be particularly strong in entrepreneurship and innovation management with its own accelerator and close ties with Cambridge Enterprise. The University of Cambridge offers a Postgraduate Diploma in Entrepreneurship for the Bachelor Arts (duration three years), giving a vertical articulated progression into Master of studies in Entrepreneurship. The University of Cambridge Postgraduate Diploma in Entrepreneurship is therefore comparable with the Advanced Diploma. The subjects of the University of Cambridge Postgraduate Diploma in Entrepreneurship are amongst the following: Entrepreneurship Skills and the Entrepreneurial Mindset, Managing Financial Resources, Pitching and Raising Finances and Legaltech Entrepreneurship. These subjects were incorporated into Enterprise Development and Entrepreneurial Finance. The benchmarking international institutes were chosen, due to their global ranking and competiveness, coupled with its international footprint and recognised best practices lays the foundation for the development of the Advanced Diploma in Entrepreneurship. The benchmarking also explored the mobility pathways to international credit transfers or continued education.
