PURPOSE AND RATIONALE OF THE QUALIFICATION

Purpose:
The purpose of this part qualification is to prepare a learner to operate as a Tissue Winder Operator. A Tissue Winder Operator operates the main paper conversion machines.

Rationale:
The Occupational Certificate: Tissue Winder Operator is important to address the skills needed by current and future employees currently serving as Tissue Winder Operator without appropriate qualifications. The industry will attract learners from the cohort of current employees who performed the function without recognised qualification.

Tissue papers are used within our society for social and economic reasons. The part qualification identified will formalise employment for many people and ensure appropriate use of skills for relevant jobs. Different career opportunities have arisen in particular for core making and finished product packaging. Qualified personnel will improve economic productivity and quality of exports within this subsector. This qualification will contribute to the development of qualified personnel in the pulp and paper industry.

Employees will progress based on acquired competence and new entries created in the market for people with qualifications, including part qualification. Opportunities will now exist for employees to progress towards other related learning environments like Tissue Winder Operator further towards other related qualifications and careers like Pulp and Paper Technologist, Process Technician, Production Supervisor and or Floor Manager.

EXIT LEVEL OUTCOMES

1. Prepare winder equipment and raw materials for use in the production of tissue and paper products.
2. Operate and monitor different winding and related machines to produce tissue and paper products to job requirements.

ASSOCIATED ASSESSMENT CRITERIA

Associated Assessment Criteria for Exit Level Outcome 1:

Measuring instruments and equipment selected for use during specific assignments are fit for purpose and comply to job requirements.

Hazards and safety features associated with the threading of raw materials are identified and explained in accordance with worksite procedures.

Selected raw materials are matched with final product specifications in accordance with workplace procedures.

Maintenance associated with threading raw materials is completed in accordance with standard working procedures.

Threaded raw material is maintained and threaded along the correct path from dispenser to final usage point in the tissue conversion process.

Splicing of raw materials is completed on the run in accordance with standard procedures.

All tools and equipment are maintained, used and stored in accordance with standard procedures.

Associated Assessment Criteria for Exit Level Outcome 2:

Plant components and handling equipment are inspected for wear or damage and corrective action is taken in accordance with workplace procedures.

Different routine maintenance requirements for different machines are performed to specifications and optimal performance.

Produced tissue paper and related paper products are checked to customer specification and tested based to standards.

Hazards associated with the different machines are identified and managed to the industry and statutory requirements.

Start-up sequence for winder and other machines is followed to the manufacturer specifications.

Consumables and lubricants for different equipment are applied in accordance with manufacturer's specifications and standard industry practices.

All operational documentation used in production are completed and reports submitted in accordance with standard practices.

Dismantled machine components are cleaned and marked according to workplace instructions.

Operability of assemblies is re-checked during or after process start-up.

Basic machine maintenance and lubrication is performed to ensure optimal functioning of all equipment during operation.

Integrated Assessment:
Integrated Formative Assessment:
The Skills Development Provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated External Summative Assessment.

Integrated Summative Assessment:
An External Integrated Summative Assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality Partner is required for the issuing of this qualification. The External Integrated Summative Assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria.

INTERNATIONAL COMPARABILITY

An International comparability exercise was undertaken to compare selected number of Paper Products Machine Operator (Tissue Converter) qualifications from various countries in terms of their scope, levels and curriculum content. The purpose of this exercise was to compare the qualification against existing and comparable practice internationally. The exercise was conducted with two countries Germany and Austria.

Germany:
In Germany, the Paper Centre Gernsbach offers a three years vocational programme called Dual Apprenticeship "Paper Technologist" training. school is a public vocational school and a public technical college for master craftsmen. It is a government and industry body providing a company based training to various employer organisations. The programme covers intensive practical on the conversion equipment and theoretical skills on the general paper technology. The course is comparable in terms of the programme length and the curriculum format that provides for both theoretical and practical.

Austria:
The University of TU Graz offers a programme Paper and Pulp Technology. The programme offers modules similar if not comparable to this qualification. When students complete the programme, they are qualified for advanced professional activities in the broad field of the paper and pulp industry as well as in the related suppliers. The programme covers areas such as; introduction to paper and pulp technology, different paper and pulp laboratory practical's including simulations and design exercises. This university entitles completing learners to careers in the paper industry for pulp production, paper converting and packaging.

Conclusion:
The two countries were compared to share significant elements with the proposed South African qualification. The curriculum content and offering of practical simulations are strong in in both countries. It is not clear however if the training programmes have on-the-job-training component.
