PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Muallim.

A Muallim imparts basic Islamic philosophy, theory, and practice to congregational members through facilitating understanding, practical role modelling and providing spiritual support in the understanding of the application of Islamic life principles at various stages of human development. (Small Children to the aged).

A qualified learner will be able to:
  • Facilitate understanding for all congregants (children to adults) in basic Islamic practices.
  • Demonstrate the importance of character and spiritual conduct through living out a universal Islamic value system.
  • Coach, counsel and support congregational members in the daily living of the Islamic principles.

    Rationale:
    Currently, there are no formally recognised qualifications for the practitioners within the Islamic Faith.

    The suite of proposed qualifications for Muslim practitioner will close this gap and provide redress for the past imbalances. It covers a sizable spectrum of occupations that are currently in need for the Muslim community.

    The training of religious practitioners is currently conducted through several Islamic learning institutes (Darul Uloom's). These institutes take in learners from across the globe. The introduction of this qualifications will facilitate appropriate standardisation across the various learning organisations and will enhance the ability of the institutes to contribute towards the overall professionalisation of the occupations. Learners will gain the professional skills that will enable them to serve the diverse needs of the community and contribute towards the moral regeneration of the nation.

    This qualification is part of a suite of three qualifications focussing on the Islamic religious practitioners (Muallim, Imaam and Aalim). The Islamic Faith uses persons from recognised religious practitioners for a range of duties within the community. In the case of the Muallim, qualifying persons will be able to work as Congregational support service assist in dealing with a range of social issues where the Imaam and Aalim are involved. and promote good lessons in the Darul Uloom's.

    The Islamic faith is a fast-growing faith locally and globally. The Muallim provides learning support services to all levels of congruent from pre-primary to adults in their journey within the Islamic faith. This occupation provides opportunities for many ordinary community members. Specifically, women to actively participate in and provide essential services to the faith community. They form a critical support structure for the community and ensures that the work of the Imaam and the Aalim is grounded within the broad community at the various levels. As spiritual guides, they contribute to building the moral fabric of the community and transfers skills that the participants can apply within their formal schooling environment. This qualification will also provide an entry for the participants into the occupational learning environment. This system of providing religious support has been practised within South Africa for more than a century.

    Recognition of Prior Learning (RPL):
    RPL for access to the external integrated summative assessment:
    Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record.

    RPL for access to the qualification:
    Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    Knowledge Modules:

  • 263601-000-00-00-KM-02, Social Studies, Level 4, 8 Credits.
  • 263601-000-00-00-KM-03, Islamic Studies, Level 3, 33 Credits.

    Practical Skill Modules:
  • 263601-000-00-00-PM-01, Facilitate the creation of an understanding of Islamic philosophy for different levels of congregants, Level 4, 36 Credits.
  • 263601-000-00-00-PM-02, Manage the learning process, Level 3, 29 Credits.

    This qualification also requires the following Work Experience Modules:

  • EXIT LEVEL OUTCOMES 
    1. Facilitate understanding for all congregants (children to adults) in basic Islamic practices.
    2. Demonstrate the importance of character and spiritual conduct through living out a universal Islamic value system. 

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Religious support processes reflect the needs of congregants and are aligned with the stipulated religious principles required at the various life stages.
  • Medium and long-term support plans are feasible and appropriate to the requirements of the congregants.
  • Coaching and practical application is facilitated making use of appropriate methodologies to suit the needs of the congregants.
  • Congregant resistance and understanding difficulties are dealt with according to leading practices and are within the normative requirements of the Islamic faith and national constitutional requirements.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • The causes of potential deviations are correctly identified, and appropriate actions recommended.
  • Areas of self-development are appropriately dealt with.
  • Role modelling techniques are described and explained relevant to specific situations.

    Integrated Assessment:
    Integrated Formative Assessment:
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external Integrated Summative Assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality Partner is required for the issuing of this qualification. The external Integrated Summative Assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. 

  • INTERNATIONAL COMPARABILITY 
    For purposes of international comparability, a comparison was made with the standard practices in Malawi and Pakistan.

    Malawi:
    In Malawi, there are recognised institutions affiliated to the Muslim Association of Malawi. The institutions present a range of traditional learning modules for the various religious practitioners. The Muallim will enrol with such an institution for a minimum period of three years. During this time, they will be skilled in the principles associated with the faith, basic orientation on the teachings in the Noble Quran and the Ahaadith and Fundamental skills required to support congregants in the application of the religious principles at various life stages. The training is provided mainly through practical coaching. Certification is provided by the specific institutions, and these certificates could be recognised for entrance into some programmes offered by international Islamic Universities.

    Pakistan:
    In Pakistan Muallim's are trained at Darul Uloom's or informal training by Aallim's or Imams.

    Where training is provided by the recognised institutions, a qualification equivalent to Aamah (Higher Secondary School) which is recognized by the Madaaris Federation of Pakistan will be achieved. The Federation is a regulatory body which administers the assessment of learners who undertake tuition at hundreds of provider institutes throughout Pakistan. The learning is registered as a national qualification and graded as follows:
  • Mutawassita.
  • Aamah.
  • Khaassah.
  • Aaliyah.
  • Aalimiyah.

    Conclusion:
    Fundamentally the academic content of the learning is similar for all these institutions. It covers the religious studies of the Noble Quran and the application of the related scriptures including some fundamental skills required to support congregants at their various life stages.
    In the suite of occupational qualifications, the important practical and workplace components have been included. Therefore, The Occupational Certificate: Muallim, compares favourably with its international counterparts in terms of content and duration.
