PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Winding Engine Driver.

A Winding Engine Driver operates a winding engine to transport persons, materials, explosives and minerals to and from the underground workings of a mine.

A qualified learner will be able to:
  • Operate a winding engine to transport persons, materials, explosives and minerals to and from the underground workings of a mine.

    Rationale:
    The mining industry requires the transportation of persons, material, explosives and minerals by means of winding engines to and from the underground workings of the mine in vertical or incline shafts. This qualification makes it possible for the individuals to carry out such winding operations using a winding engine. The qualification also meets the requirements of the Department of Mineral Resources for the purposes of licensing such winding engine drivers. Most of the learners will already have been employed in the mining industry and will continue to find employment there.

    This qualification will also improve the standard of training and assessment across all sites. This will result in a better operational quality and safety as well as improving the mobility of winding engine drivers.

    In general the career progression for winding engine drivers will be to occupations in other parts of the mine, e.g. training, engineering or mining operations.

    Recognition of Prior Learning (RPL):

    RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record.
    RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • All start-of-shift and end-of-shift procedures are carried out correctly.
  • The winding operations are performed in accordance with the signals and carried out smoothly and without shocks.
  • Clutching operations are carried out in accordance with the signals, the brake testing procedure, the legal requirements and site-specific procedures.
  • Position of the conveyances and performance of the winders are verified using the instrumentation and mechanical indicators.
  • The purpose of all the instruments and mechanical indicators is identified and explained.
  • All work-related hazards are identified and measures are taken to eliminate, control and minimise risks related to safety and health.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • All the activities specified in the learner's logbook are described and explained.
  • Activities related to emergency and out-of the-ordinary situations are described and explained.
  • An understanding of the differences between operating a winder in vertical and incline shafts is demonstrated.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • An understanding of the operational purpose of all the electrical, signalling and mechanical components in a winder is demonstrated.
  • An understanding of the differences between various types of winder is demonstrated.

    Integrated Formative Assessment:
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. The external assessment will consist of an on-the-job observation by a registered assessor and an assessment of understanding of various winding operations by a panel of at most 3 persons of which one must be a registered assessor. 

  • INTERNATIONAL COMPARABILITY 
    No evidence of similar qualifications could be found. In some countries, e.g. Australia, winding engine drivers require a licence. In all the countries researched it was found that training done as on-the-job training. The training of a winding engine drive regulated in South Africa. This qualification reflects the needs, history and conditions of South African mines, especially with respect to the challenges of deep level mining and related skills and safety issues. This is a designated occupation and the standard of training is regulated by the Department of Mineral Resources in terms of the Minerals Act Regulation 28.6, in force in terms of Schedule 4 of the Mines Health and Safety Act (Act 26 of 1996) and it requires a registered qualification. In addition, the comparability of the South African standard may be inferred from the fact that many South African winding engine drivers find employment in countries around the world where shafts have been sunk for mines or tunnels, e.g. India, Russia, Australia, Canada and Kazakhstan.

    The Australian qualification is based on certification by the Ministry of Mines and Petroleum. Training is work based and trainees are trained by supervisors. After satisfactory performance, the candidate applies to sit for competency certificates through a board examination. The requirements are a number of hours of work based-training, a reference letter confirming the participation and a medical fitness certificate. The Mining Safety Board Examination is based on the Mines' Safety and Inspection Act. There is no formal qualification available. 

    ARTICULATION OPTIONS 
    This qualification does not directly articulate horizontally or vertically with any current qualifications. In terms of career development, a winding engine driver could select qualifications which lead to a number of career options, including: technical training of winding engine drivers; onsetters and other related occupations; engineering and maintenance; shaft sinking operations; team leader, supervisor or manager in mining operations.

    Qualifying for external assessment:
    In order to qualify for an external assessment, learners must provide proof of completion of all required standards by means of statements of results and work experience including Foundational Learning Competence.

    Additional legal or physical entry requirements:
    Minimum age of 19 years as specified by the Mine Health and Safety and related regulations and a medical certificate as specified by the Mine Health and Safety Act and related regulations.
