PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Scraper Winch Operator.

A scraper Winch Operator in the Mining Industry removes ore from rock faces using winches, scrapers and related equipment.

A qualified learner will be able to:
  • Operate a winch in order to remove broken rock or move crusher sand.
  • Install and commission winches.

    Rationale:
    The production process in the underground hard rock (gold and platinum) mining industry requires Scraper Winch Operators to remove rock from blasted areas (stoping and development). They move broken rock to rock passes, where it gets transported along the shaft and eventually to the surface. As the blasted faces advance, scraper winch operators assist in moving and re-installing the scraper winches in new positions closer to the faces being blasted. Scraper winch activities may also be applicable to surface mining and construction operations.

    This qualification reflects the knowledge and skills required to perform these duties and to be cognisant of all the hazards and risks associated with scraper winch operations.

    This qualification will be an improvement on the current training model, especially with regard to safety and structured work experience. The qualification also meets the requirements of the relevant legislation. Most learners will already have been employed in the mining industry and will continue to find employment there. Learners will also include new entrants into the mining industry.

    This qualification will improve the standards and consistency of training and assessment across all organisations. This will result in better operational safety, quality and productivity. The qualification will also enhance the status and employability of learners, creating a platform for access, career progression, portability and mobility within the mining and minerals sector. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record.

    RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • Individual workplace performance targets are met.
  • The winch is operated in accordance with specified requirements.
  • Continuous risk assessments are performed, and hazards, associated risks and sub-standard conditions are recognised and dealt with according to specified requirements.
  • Waste materials are disposed of in accordance with specified requirements.
  • An understanding of the critical issues encountered during the work experience phase is demonstrated.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • The winch chamber is constructed and meets specified requirements.
  • The winch, ropes and rigging arrangements are installed and commissioned according to specified requirements.
  • Tools, material and equipment are transported and positioned and material and equipment are stored according to specified requirements.
  • Waste materials are disposed of in accordance with specified requirements.
  • An understanding of the critical aspects of the winch installation and commissioning process is demonstrated.

    Integrated Assessment:
    Integrated Formative Assessment:
    Skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. The external summative assessment will be conducted through the verification and evaluation by a registered assessor of evidence in workplace documents and evidence collected during planned task observations which have been completed by a competent person in the workplace. 

  • INTERNATIONAL COMPARABILITY 
    Because of the particular history and unique geological conditions on South African mines, especially the challenges of deep level and narrow tabular mining and related safety issues, the South African qualification is unique. Nevertheless, three countries, Canada and New Zealand offer qualifications with almost the same content as the Scraper Winch Operator.

    Canada:
    Canada's Saskatchewan Polytechnics College offers an Underground Mining Shaft Operation Certificate. The content of this qualification includes Cage Tending, Skip Tending, Shaft Operations, and Introduction to Mining Safety. The qualification has 49 Credits and involves 75 hours of experience training. The duration of the qualification is 6 months.

    New Zealand:
    In New Zealand, the NZ Register Level 2 or 3 qualification (ANZSCO Skill Level 4) is offered. At least one-year experience may substitute this formal qualification. Learners are taught basic factual and/or operational knowledge of field of work or study.

    Conclusion:
    An extensive internet search of occupational classification systems and possible training courses for international comparability put Canada and New Zealand as the two countries offering almost the same content as the Scraper Winch Operator. 

    ARTICULATION OPTIONS 
    Horizontal Articulation:
  • This is an entry level qualification for several mining operator occupations and thus does not articulate to any registered qualifications or qualifications currently being developed.

    Vertical articulation is possible to the following qualifications currently being developed:
  • Occupational Certificate: Crane or Hoist Operator (Onsetter), Level 2.
  • Occupational Certificate: Crane or Hoist Operator (Small Winder Operator), Level 2.

    Progression: this qualification is an entry requirement for Team Leader and Miner qualifications. In terms of career development, scraper winch operators could select qualifications which lead to a number of career options, including: Learner Official, National Rock Breaker Certificate.
