PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Mobile Mining Equipment Operator.

A Mobile Mining Equipment Operator operates mobile mining equipment to transport personnel, explosives, materials and minerals and perform related operations. The curriculum will need to be contextualised to one of the following types of mobile mining equipment used underground: Battery hauler, Light delivery vehicle, Load-haul-dump vehicle, Mechanical loader, Personnel carrier, Roof bolter, Scaler, Shuttle car, Tractor, Utility vehicle but excludes continuous mining and drill equipment.

A qualified learner will be able to:
  • Operate mobile mining equipment in mining operations.

    Rationale:
    The Mine Health and Safety Act (29 of 1996) requires that operators of underground mobile mining equipment be competent. This qualification is designed to meet those regulatory requirements. Having qualified and competent operators is essential to productive and safe mining. Typical learners will be current operators and new entrants to the mining industry.

    The qualification will contribute to the national strategy of reducing mining incidents and fatalities. It will improve the consistency and the standard of training across the mining sector, specifically the knowledge and skills required for continuous risk assessment.

    As a consequence the qualification will provide recognition for workers who have not previously been afforded such recognition and will enhance their status, their employability and their access other jobs and occupations in the mining, construction and civil engineering sectors.

    Recognition of Prior Learning (RPL):
    RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record.

    RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.

    2. Operate mobile mining equipment, perform assigned tasks and respond to changing mining conditions to meet production targets.
    3: Identify operational and environmental hazards, assess risks and eliminate, control, minimise and report such hazards while meeting production and output requirements. 

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
  • The start-of-shift and end-of-shift activities are completed according to all site-specific standards.
  • Operational checks of the equipments systems and components are conducted according to the original equipment manufacturers and site-specific requirements.
  • All relevant documentation is completed according to site-specific standards.
  • The purpose of all the checks, precautionary measures and documentation is explained.
  • All answers to questions include the correct use of relevant names and terms.

    Associated Assessment Criteria for Exit Level Outcome 2:
  • Applicable production targets for the equipment have been met.
  • The prescribed sequence of operations is performed safely and effectively.
  • Equipment is operated within the original equipment manufacturers and site-specific operating parameters.
  • Any equipment malfunctions, damage or maintenance requirements are identified and reported.
  • Changes in the working environment or conditions are identified, assessed and reported.
  • Human-machine interfaces are operated in a healthy, safe and effective manner.
  • The purpose of the equipment operations and the role of these operations in the mining process is described and explained accurately.

    Associated Assessment Criteria for Exit Level Outcome 3:
  • Hazards that could affect health, safety, the environment and production targets are identified, assessed and reported.
  • The concepts of hazard elimination, control and minimisation are explained and examples of each are given.
  • The importance of compliance with legal and procedural requirements is explained.
  • Consequences of not complying with legislative, health, safety and environmental requirements are described.
  • Machine-specific emergencies and how they should be dealt with are accurately described according to the site-specific guidelines.
  • All equipment and safety checks and equipment operations comply with the relevant occupational, health, safety, environmental and legislative and site-specific requirements.

    Integrated Assessment:
    Integrated Formative Assessment:
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment:
    An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. The external assessment will be conducted through an on-the-job evaluation by a registered assessor for a period of at least one day.

    Canada
    Keyano College offers the Heavy Equipment Technician course as a pre-Employment program. The Heavy Equipment Technician - Pre-Employment program will provide the learner with a solid academic foundation in the areas of trades related science, mathematics, report writing and employability skills. This program also provides technical training. By completing the course, the learner will be ready for an entry level position as a heavy equipment operator in the workforce. The course is made up of theoretical learning, computer module learning and practical training through simulations in a controlled environment. Skills learnt can be applied on different types of equipment such as wheel loaders, dozers, graders, excavators, articulating trucks and off-highway trucks.

    After successfully completing the course, the learner will be able to:

    Based on the comparison made against Canadian and Australian qualifications, the qualifications available and competencies required involve a broad range of skilled applications applied in a wide variety of contexts. The South African qualification, however, is designed to be fit-for-purpose for South African mining conditions and meets the regulatory requirements to produce qualified and competent operators essential to productive and safe operation within the mining sector. The training of Mobile Mining Equipment Operators varies in process and content relevant to the different industries in the various countries. In the international comparison that was conducted, the South African qualification compares well in respect of entry level operators.
