PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of this qualification is to prepare a learner to operate as a Carton Manufacturing Machine Minder. A Carton Manufacturing Machine Minder prepares, sets up, maintains, runs and monitors carton making packaging machinery and equipment, as well as design packing sample cartons to specifications. A qualified learner will be able to: Rationale: The printing industry in general has not trained qualified carton makers for the last 20 to 25 years. The average age for qualified carton makers is above 45 years. It takes up to 15 years to become knowledgeable and fully productive to contribute meaningfully to the industry. Given the period it took to develop a new artisan qualification for carton maker, a significant number of people received on-the-job training, but lack recognition for the skills and experience they gained over the years. Very few cases exist of industry trained people who eventually acquired an artisan certificate. There were no formal registered qualifications other than those in the previous Industry Training Board (ITB) system. This qualification provides a training platform for new entrants, but more importantly to recognise workplace skills and experience acquired and translate it into formal education and training. Learners who are assessed as competent against this qualification will prepare carton designs and use dye packaging machinery and equipment to produce and cut carton to customer specifications. The qualifying learner will also conduct finishing operations, including gluing and completing a carton production for shipping purposes. This represents a specialised skill within an industry that has extended its reach from local markets, to ensure state of the art carton production and product packaging that enables local producers to compete on the local market and internationally. The qualification contributes to the development of qualified artisans in the printing industry. The career pathway is open to all youth, school leavers and any technical minded individual that has a flair for design and print. The qualification will enhance career progression for employees, who will eventually acquire certification and offer opportunities for new entrants. Qualifying learners will be able to complete the entire qualification and practise as qualified carton makers, or may choose one of the four part qualifications currently needed by the industry. Qualifying learners will be able to choose related occupations like Printing Estimator, Packaging Manager, Warehousing and Distribution Manager (Printing) and Production Manager. |

Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Associated Assessment Criteria for Exit Level Outcome 3: Associated Assessment Criteria for Exit Level Outcome 4: Integrated Formative Assessment: The skills development provider will use the curriculum to guide them on the stipulated assessment criteria and the weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. The formative assessment leads to entrance into the integrated summative external assessment. Integrated Summative Assessment: An external integrated summative assessment, conducted through the relevant Quality Council for Trades and Occupations (QCTO) Assessment Quality partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality partner is required for the issuing of this qualification. The external summative assessment will be a trade test conducted in terms of Section 26 D of the SDA through an evaluation of written and practical tasks covering critical aspects in a simulated environment at an assessment centre accredited by QCTO and conducted by an assessor registered by NAMB. The assessment will take place over a minimum of 2 days. No recognition will be granted to candidates for those trade test tasks in which they were found competent, if all tasks were not passed and the candidate will be re-tested on all trade test categories in all trade test attempts. |
INTERNATIONAL COMPARABILITY |
The purpose of international comparability is to facilitate the development of a meaningful learning path ensuring compatibility, comparability and compliance with existing international qualification specifications and regulations. It also offers an opportunity to compare the standard of the draft qualification with those used by comparable countries.
The broad competencies of this qualification were compared to similar qualifications from the following countries that represented either best practice in the field, or offered learning at this level of competence: Australia: Australia provides a Certificate Ill in Printing and Graphic Arts (Cartons and Corrugating). The certificate provides core competencies in the environment, safety, communication and quality inspection. The packaging rules for this certificate stipulate that an additional fifteen (15) elective units may be selected that must be relevant to the qualification level, job role, work outcome and industry requirements. A total of 19 units are required to achieve certification. The training takes place over 3 years of full-time learning. The course covers the following: This programme is provided for employees working in the paper converting area, preparing materials, setting up and running equipment and machinery to manufacture cartons. The qualification is offered by the Holmesglen Institute. The Australian apprenticeship can take place over a period of one (1) to four (4) years to complete, depending on the type of apprenticeship, previous experience and acquired credits leading to the qualification. New Zealand: New Zealand offers a variety of certificates focusing on specific skills sets. These certificates are offered at different levels for defined credits. The New Zealand Qualifications Authority define a comparable qualification in the Manufacturing domain, namely, Fibreboard Packaging. The Fibreboard Packaging qualification is offered at levels 2, 3 and 4. The Level 2 qualification (40 credits) provides the fibreboard packaging industry with individuals who have attained appropriate capabilities and competencies to work in the industry at a novice level under substantial supervision. It is an entry level qualification for people who may already be employed in the fibreboard packaging industry and who wish to work towards achieving a qualification in production support in carton converting, case converting, or case corrugating. The Level 3 qualification (80 credits) provides the fibreboard packaging industry with individuals who have attained appropriate capabilities and competencies to work in the industry in the role of an assistant operator. It is designed for people who are employed as production support, and who are undertaking general and specific production activities in one of the areas of bag and sack converting, case corrugating, case converting and carton converting. Learners work alongside machine operators and assistant operators helping to produce fibreboard packaging to meet job and customer requirements and have the technical knowledge and skills to operate the machine in the absence of the operator if required. Knowledge and skills recognised by this qualification that will support competent job performance, the future introduction of new technologies within the sector, and further personal up skilling in the fibreboard packaging workplace. The Level 4 qualification (80 credits) provides the fibreboard packaging industry with individuals who have attained appropriate capabilities and competencies to work in the industry as a skilled machine operator without supervision. It is designed for people who are employed as assistant operators in the fibreboard packaging industry and who wish to progress to undertake high level specialised production activities in one or more of the areas of case corrugating, case converting and carton converting. This qualification has been developed to encourage learners to train to higher levels in a formal programme of training, and to credential employee capabilities. It recognises knowledge and skills that will support competent job performance, the future introduction of new technologies within the sector, and further personal up skilling in the fibreboard packaging workplace, particularly in areas such as production training and supervision. These qualifications are offered in New Zealand by the Standard-setting body. Conclusion: This qualification compares favourably with the international offerings in terms of content and complexity and duration. |
