PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at individuals required to implement fisheries management measures. Individuals will have knowledge of the principles and techniques used to manage a fishery and will be able to explain the principles to the general public. This will contribute to a greater understanding of the way resources are managed and thus to a culture of voluntary compliance with management and conservation measures.

In particular learners will be able to:
  • Describe the methods used to assess marine living resources.
  • Use biological fundamentals within the context of fisheries resource management.
  • Apply the principles of fisheries resource management in an operational environment.

    On completion of this unit standard the learner should be ready to develop learning in further, more complex processes related to the pursuit of conservation management objectives.

    Describe the methods used to assess marine living resources. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is given of how direct counts are conducted as it applies to the assessment of marine resources. 

    ASSESSMENT CRITERION 2 
    An account is given of the underlying physical principles and the practical application of acoustic surveying. 

    ASSESSMENT CRITERION 3 
    An explanation is given of catch-based methods of assessing marine resource stocks. 
    ASSESSMENT CRITERION RANGE 
    Determine CPUE (catch per unit effort), a retrospective index, trawl logs, reports from skippers, samples taken, all of which feed back into the catch-based methods.
     

    SPECIFIC OUTCOME 2 
    Use biological fundamentals within the context of fisheries resource management. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Marine biological principles are explained in terms of its use and application in the procedures used to manage fisheries resources. 

    ASSESSMENT CRITERION 2 
    The principle of the knock-on effect on an ecosystem in the event of disturbance is explained in terms of the impact thereof on fisheries resources management. 

    ASSESSMENT CRITERION 3 
    The age at sexual maturity is determined of fish species being harvested in the operational environment. 

    ASSESSMENT CRITERION 4 
    The relative fecundity of various species and the relationship between species are determined as it applies to the area of operation. 

    ASSESSMENT CRITERION 5 
    The reaction of shoals of fish are determined in terms of specific oceanic and meteorological conditions.

    Apply the principles of fisheries resource management in an operational environment.

    ASSESSMENT CRITERION 1 
    Exploitation control measures are implemented in support of the sustainable management of fish resources. 

    ASSESSMENT CRITERION 2 
    Fisheries resource management objectives are pursued by applying appropriate management measures. 
    ASSESSMENT CRITERION RANGE 
    Management measures includes but is not limited to:
  • Restricting fisheries mortality (bag limits, closed seasons, quotas), adjusting the age at first capture (size limits, hook sizes and mesh restrictions).
     

  • ASSESSMENT CRITERION 3 
    Reasons for restrictions and other management decisions are explained to the satisfaction of fishermen. 
    ASSESSMENT CRITERION RANGE 
    Reasons include but is not limited to:
  • Quota size restrictions, Quota constraints and reasons for constraints, Allocation division and reasons therefore.
     

  • ASSESSMENT CRITERION 4 
    Financial methods are applied to achieve fisheries resource management objectives.

    Financial methods includes:
  • Taxation, price fixing.
     


  • UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed against this unit standard for the purposes of achieving credits, including through the Recognition of Prior Learning (RPL), may apply to an assessment agency, assessor or provider institution recognised for assessment purposes by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate Memorandum of Understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.

  • In order to carry out the functions of a fisheries resource manager effectively, it is absolutely imperative that the learner be well organised and methodical in the way he or she sets about the required daily tasks.

  • Inspectors are the intermediary between the government and the fisherman, and as such they have an important role in keeping the lines of communication open. An inspector has to be able to explain the reasons for management decisions and restrictions imposed.

    Use of science and technology:
  • The correct application of sampling methods is within the scope of this unit standard. Also required are knowledge and application of principles of marine biology and oceanography.
