PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners within the South African Navy who work/wish to work as an officer on the bridge of a ship. This Unit Standard meets the needs of this sector and of the society by providing competent naval officers who by conducting fleet work exercises, contribute to a safer environment on the ship and at sea. The learner successfully completing this Unit Standard will gain essential knowledge and practical skills in the competencies required to direct personnel and the ship through a range of different formations during a fleet work exercise.

The competencies achieved by the learner in this Unit Standard will contribute the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

    Demonstrate knowledge of fleet work exercises. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of fleet work exercises are described in terms of their purpose, key features and typical hazards. 
    ASSESSMENT CRITERION RANGE 
    Fleet exercises include evasive steering formations, general ship formation, passaging formations, screening formations and all ship formations.
     

    ASSESSMENT CRITERION 2 
    Special rules of the road at sea for cooperation during fleet work and formation exercises are outlined with respect to right of way relative to operational state. 
    ASSESSMENT CRITERION RANGE 
    Operational state includes taking on helicopters and working with underwater vessels.
     

    ASSESSMENT CRITERION 3 
    A description is given of signals for use during fleet work with reference to their meaning and application the fleet context. 

    ASSESSMENT CRITERION 4 
    An explanation is given of manoeuvres to change formations during fleet work in terms of relative and true positions and restrictions that apply to each movement. 

    ASSESSMENT CRITERION 5 
    A description is given of the handling characteristics of vessels in the fleet with reference to rate of increase of speed, stopping distances and angle of turn for various sea states.

    ASSESSMENT CRITERION 1 
    Identified fleet work signals are decoded in terms of their tactical aim. 
    ASSESSMENT CRITERION RANGE 
    Tactical aims include:
  • Evasive steering formation, general ship formation, passaging formation, screening, all ship formations.
     

  • ASSESSMENT CRITERION 2 
    Commands are given to helm and engine room to achieve the required formation or disposition to the particular manoeuvre. 

    ASSESSMENT CRITERION 3 
    Commands are given to move ships from one formation to another. 

    ASSESSMENT CRITERION 4 
    Ship handling in close proximity with other vessels is ensured to be precise and consistent with the characteristics and limitations of own and other vessels in the fleet, as well as prevailing conditions and sea state. 
    ASSESSMENT CRITERION RANGE 
  • Ship handling includes visual and on screen tracking of vessels, calculation of true and relative positions and commands to manoeuvre vessel.
  • Conditions include reduced visibility and heavy seas.
     

  • ASSESSMENT CRITERION 5 
    Own vessel is manoeuvred in accordance with signals received and the purpose of the fleet exercise.

    The ship is ensured to be in the proper state in preparation for the next activity or evolution. 

    ASSESSMENT CRITERION 2 
    Activities related to fleet work are evaluated to confirm that they have been carried out effectively and as directed. 

    ASSESSMENT CRITERION 3 
    Reports are prepared using the required report forms or logs, and in the format required by organisational procedures. 

    ASSESSMENT CRITERION 4 
    Final reports on the outcomes of fleet work are evaluated to determine the effectiveness and efficiency of command and procedures. 

    ASSESSMENT CRITERION 5 
    Information on deviations in fleet work exercises is disseminated via approved channels to assist with refinement of equipment, commands, responses and procedures. 

    ASSESSMENT CRITERION 6 
    Evaluations of fleet work are used to validate and/or contribute to the development of effective training evolutions.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
