PURPOSE OF THE UNIT STANDARD
This unit standard is intended for learners within the Maritime Sector who work/wish to work as an officer on the bridge of a ship. This Unit Standard meets the needs of the sub-field and of the society by providing competent maritime officers who by navigate using radar and automatic radar plotting aids; contribute to a safer environment on the ship and at sea. The learner successfully completing this Unit Standard will gain essential knowledge and practical skills in planning and executing of a safe navigational passage.

The competencies achieved by the learner in this Unit Standard will, in the case of the Merchant Navy and the Fishing Industry, contribute to the economic upliftment of the country, and in the case of the South African Navy, contribute the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

Learners credited with this unit standard will be able to:
  • Apply an understanding of a maritime radar set.
  • Use marine radar set to detect contacts and promote safe navigation.
  • Use an automatic radar plotting aid to maintain safe navigation.

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING
It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 4.
  • Mathematical Literacy at NQF Level 4.

    Specific Outcomes and Assessment Criteria:

    SPECIFIC OUTCOME 1
Apply an understanding of a maritime radar set.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
An explanation is given of the basic principles of radar with reference to electromagnetic wave propagation and echoes.

    ASSESSMENT CRITERION 2
An explanation is given of the major components of radar set in terms of their positioning and function.

    ASSESSMENT CRITERION 3
A display on the radar screen is set up by applying the correct identification and sequence of control settings.

    ASSESSMENT CRITERION 4
Factors are identified which affect the performance and accuracy of radar.

    ASSESSMENT CRITERION 5
Methods are identified of detecting misrepresentation of information.
    ASSESSMENT CRITERION RANGE
Misrepresentation includes but not limited to false echoes, sea state effect returns from radar beacon and search and rescue transponders.

    SPECIFIC OUTCOME 2
Use a marine radar set to detect contacts and promote safe navigation.
    OUTCOME RANGE
Use includes an ability to operate, interpret and analyse information obtained, taking into account factors affecting performance and accuracy; and setting up and maintaining the display on the set.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
Radar equipment is operated according to basic principles under the operational guidance for officers in charge of a navigational watch.

    ASSESSMENT CRITERION 2
The radar set is set according to operating procedures and prevailing circumstances and conditions.
    ASSESSMENT CRITERION RANGE
Set refers to tuning and range setting.

    ASSESSMENT CRITERION 3
Plotting techniques are applied to determine range, bearing, course and speed of other ships in the vicinity, time and distance of closest point of approach and the approach distance of crossing or overtaking ships.

    ASSESSMENT CRITERION 4
Contacts are accurately detected and interpreted for use in safe navigation and avoiding action in terms of the International Regulations for Preventing Collisions at Sea.
    ASSESSMENT CRITERION RANGE
Interpretation includes but not limited to detecting course and speed changes of other ships and effect of changes in own ship's course or speed or both.

    ASSESSMENT CRITERION 5
Relative and true motion concepts are demonstrated with respect to their selection in areas of multiple or scarce targets and proximity of a coastline.
    ASSESSMENT CRITERION RANGE
    Relative includes stabilised and unstabilised.

    ASSESSMENT CRITERION 6
Use of radar for navigation in confined or coastal waters, including parallel index techniques, is demonstrated in accordance with standard operating procedures.

    ASSESSMENT CRITERION 7
Misinterpreted information is responded to in terms of its implications on safe navigation.

    SPECIFIC OUTCOME 3
Use an automatic radar plotting aid to maintain safe navigation.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
An explanation is given of the basic principles in terms of implications for safe navigation.
    ASSESSMENT CRITERION RANGE
Basic principles refer to operation, system performance, accuracy, errors and possible causes and facilities.

    ASSESSMENT CRITERION 2
Operational controls are adjusted for optimum display.

    ASSESSMENT CRITERION 3
Present data is used to acquire a contact in both automatic and manual modes.

    ASSESSMENT CRITERION 4
A trial manoeuvre for vessels which are threatening a close quarter's situation is evaluated by the demonstration of a proposed course of action.
