PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people training to be responsible for the management of assets, facilities and supply chai in a mission context.

People credited with this unit standard are able to:
  • Manage state owned properties, rented properties and movable assets.
  • Administer control over lease agreements.
  • Manage the supply chain at missions.
  • Manage housing of personnel.

    SPECIFIC OUTCOME 1 
    Manage state owned properties, rented properties and movable assets. 
    OUTCOME RANGE 
    Assets include the provision and maintenance of furniture and equipment, state-owned property and vehicles. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The asset register is maintained to accurately reflect the status of obsolete assets, new assets and the movement of assets. 

    ASSESSMENT CRITERION 2 
    Inspections are carried out at predetermined timelines to verify correctness and quality of assets. 

    ASSESSMENT CRITERION 3 
    Maintenance plans are developed to address short and long term maintenance requirements. 

    ASSESSMENT CRITERION 4 
    Recommendations are made for the replacement, acquisition, maintenance or disposal of assets as per departmental prescripts.

    Assets are managed in line with the departmental asset management strategy and according to the mission maintenance plan.

    Interior decorating is carried out in line with head office guidelines.

    Identifying needs, establishing database of suppliers, sourcing, costing, obtaining quotations/tenders, evaluating, processing of orders, contracting, ensuring assets received adhere to specifications, maintaining accurate and complete paper trail, securing assets, issuing as per need, maintaining allocation registers, monitoring stock levels, monitoring of vendor performance, observing governance structures, managing service level agreements.

    Procurement activities are performed as per departmental prescripts and policies and within the context of the mission environment.

    Stock control and requisition procedures are implemented and maintained as per departmental prescripts and policies. 

    ASSESSMENT CRITERION 3 
    The supply chain is managed according to Treasury supply chain management guidelines and departmental policies. 

    ASSESSMENT CRITERION 4 
    The supply chain is managed to ensure the mission is able to function smoothly at all times. 

    ASSESSMENT CRITERION 5 
    Shortcomings are reported timeously and frequent feedback is provided on progress. 

    ASSESSMENT CRITERION 6 
    Stock registers are accurate, complete and up to date.

    Manage housing of personnel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Analysis of the local housing market is carried out to establish rental norms and trends. 

    ASSESSMENT CRITERION 2 
    Assistance is provided to find housing for transferred staff. 

    ASSESSMENT CRITERION 3 
    Guidance and assistance is provided with the negotiation of contracts, obtaining legal opinions and concluding contracts as per departmental precscripts. 

    ASSESSMENT CRITERION 4 
    Arrangements are made to facilitate moving and maintaining furniture, handing over of property, doing an inventory, maintenance assessments and paying of deposits and rental. 

    ASSESSMENT CRITERION 5 
    Management of lease periods ensures proper notice is given on vacating of housing. 

    ASSESSMENT CRITERION 6 
    On vacating of housing, premises are ensured to be handed over in line with local practise and in good order and damages are made good as per housing committee recommendations.

    Records of housing status are complete, accurate and up to date.
