PURPOSE OF THE UNIT STANDARD 
Learners credited with this unit standard will be able to determine the work required to accomplish the objectives of a simple to moderately complex project. Learners will be able to compile a project scope statement that provides for project requirements, assumptions and constraints. Learners will also be able to determine an appropriate approach to ensure that the work of the project is decomposed to an appropriate level of detail. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that learners are competent in:
  • Mathematical Literacy at NQF Level 4 or equivalent.
  • Communication at NQF Level 4 or equivalent.
  • Computer Literacy at NQF Level 3 or equivalent.
  • Unit Standard: Develop a preliminary project scope statement for a simple to moderately complex project at NQF Level 5. 

  • UNIT STANDARD RANGE 
    Simple to moderately complex project can be defined as projects that have:
  • A high degree of stability, few uncertainties or low rate of change with regard to expected deliverables, phase contents, organisational process and procedures, legislation and team members.
  • Limited range of different methods or approaches relating to the design and creation of deliverables and end products.
  • Low to moderate impact on the environment and or socio economic elements; Moderate to low need to comply with legislation; Moderate number of stakeholders affected by or interested in the project.
  • Low strategic importance to the organisation or organisations involved; Not necessary identified in strategic plans.
  • Stakeholders, that are in agreement about the characteristics of the product of the project; Benefits of the project well defined and agreed.
  • Low number of different organisations participating in the project; A low number; and or wide variety of interfaces between the project and other organisational entities in order to produce the end deliverable.

    Refine the project scope statement.

    ASSESSMENT CRITERION 1 
    The preliminary scope statement as well as other relevant inputs are reviewed and understood in order to develop a more detailed project scope statement. 
    ASSESSMENT CRITERION RANGE 
    Relevant inputs include but are not limited to the project brief, project charter, stakeholder expectations and requirements of the project.
     

    ASSESSMENT CRITERION 2 
    Project requirements, assumptions and constraints are refined using project management principles to meet project objectives. 

    ASSESSMENT CRITERION 3 
    The project scope statement is compiled so that it provides for the project requirements, assumptions and constraints. 

    ASSESSMENT CRITERION 4 
    The project scope statement is documented in the required format and agreed with relevant stakeholders in required timeframe. 

    SPECIFIC OUTCOME 2 
    Determine the approach for decomposing the work of the project. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Components into which work needs to be decomposed (horizontal division) are determined using project management principles to support the planning and control of the project. 
    ASSESSMENT CRITERION RANGE 
    Components include but are not limited to project phases, disciplines, geographic areas and products.
     

    ASSESSMENT CRITERION 2 
    The level of detail to which work is decomposed (vertical division) is determined using project management principles in order to support the planning and control of the project. 

    SPECIFIC OUTCOME 3 
    Decompose the work of the project into components to the required level of detail. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The work of the project is decomposed into major deliverables or subprojects to support the planning and control of the project. 
    ASSESSMENT CRITERION RANGE 
    Work may be broken down to multiple levels depending on aspects such as management control and risks.
     

    ASSESSMENT CRITERION 2 
    Each component of work is coded in accordance with required organisational procedures to enable unique identification. 

    ASSESSMENT CRITERION 3 
    Completion criteria is determined for each component to support the planning and control of the project. 

    ASSESSMENT CRITERION 4 
    The decomposed work is documented in the Work Breakdown Structure (WBS) format required by the organisation. 

    ASSESSMENT CRITERION 5 
    Details of the components are documented in the Work Breakdown Structure dictionary to explain and communicate the requirements and completion criteria. 

    ASSESSMENT CRITERION 6 
    The Work Breakdown Structure is verified and approved in the required format by relevant stakeholders. 

    ASSESSMENT CRITERION 7 
    Roles and responsibilities for work components are defined in required format and in accordance with project requirements.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
  • Moderation of assessment to be conducted by an accredited provider according to internal approved provider policy and the relevant ETQA guidelines.
