PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for public sector officials involved with the service delivery activities in order to render services to the communities, stakeholders and other related role players that interact with the public sector.

The qualifying learner is capable of:
  • Identifying how different public sector structures operate as a unit and how the interact with one another.
  • Demonstrating an understanding of the service delivery policy framework of government and relating this to own work context.
  • Demonstrating an understanding of how public sector policies and procedures impact on overall customer service.
  • Identifying and complying with operational policies and procedures that apply to the public sector.
  • Identifying the typical quality management system that applies within the public sector and integrating these quality management principles into own work context.

    ASSESSMENT CRITERION 1 
    The constitution is understood and described as creating interrelated branches of government and departments within government to give effect to the goals and purposes of government. 

    ASSESSMENT CRITERION 2 
    Public law legislation is understood and described as imposing obligations and duties on the branches of government that describe the services (or service outcomes) required of the department or branch of government. 

    ASSESSMENT CRITERION 3 
    Legislation is understood and described as creating an administrative duty and service obligation (or service outcomes) on the department(s) to which legislation is assigned. 
    ASSESSMENT CRITERION RANGE 
    Legislation includes, but is not limited to, parliamentary, provincial and municipal acts and policy directives.
     

    ASSESSMENT CRITERION 4 
    Public policy is understood and described as methods, lists, principles, rules, regulation and processes created to ensure that the branches of government and public service departments are integrated to achieve the service objectives and levels desired by the government in power in meeting the needs of public customers. 

    ASSESSMENT CRITERION 5 
    The beneficial and hazardous consequences of integration and failure to integrate are described with regard to a public service are described and understood. 

    SPECIFIC OUTCOME 2 
    Demonstrate an understanding of the service delivery policy framework of government and relate this to own work context.

    The possible elements, functions, categories and levels within a public service delivery policy framework are understood and described. 

    ASSESSMENT CRITERION 2 
    The service delivery policy framework of own government is identified, understood and described in the context of own public service branch or department. 

    ASSESSMENT CRITERION 3 
    The service delivery policy framework is concretized for and applied to own workplace functions. 
    ASSESSMENT CRITERION RANGE 
    Workplace functions include, but are not limited to roles, obligations and processes.

    The beneficial and hazardous consequences of compliance and non-compliance with policy frameworks are described with regard to service delivery and own work context.

    Demonstrate an understanding of how public sector policies and procedures impact on overall customer service.

    ASSESSMENT CRITERION 1 
    Public service policies and procedures are described as frameworks of goals, the process required to achieve the goals and principles of conduct (including resources) necessary to achieve the public service outcomes. 

    ASSESSMENT CRITERION 2 
    The complex of categories of goals or outcomes sought to be achieved by public sector policies are understood and explained. 
    ASSESSMENT CRITERION RANGE 
    Goals or outcomes include, but are not limited to, customer service, process goals such as governance, accountability, responsibility, repeatability, transparency and efficacy.
     

    ASSESSMENT CRITERION 3 
    The customer service impact of policies and procedures are examined and explained in the context of policy and procedure goals. 

    ASSESSMENT CRITERION 4 
    The value of policy and procedure impact assessment to balancing governance goals, service delivery, and customer satisfaction goals is understood and supported. 

    ASSESSMENT CRITERION 5 
    The effect of public sector policy as applied to own work and department context is examined and explained in relation to customer service.

    Identifying the typical quality management system that applies within the public sector and integrating these quality management principles into own work context.

    The processes and procedures necessary to implement and monitor quality are understood and explained.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
