PURPOSE OF THE UNIT STANDARD 
This unit standard will provide candidates with foundational competence in dealing with the legal and legislative framework, internationally and locally, within the context of environmental education and other environment-related fields of work. This knowledge will be particularly useful in the analysis of environmental challenges and historical responses. In particular it provides educators and other learners with introductory encounters with global policies, conventions and multi-lateral agreements. It also enables educators and learners to critically review the implementation of environmental policies and conventions at a local level. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
The candidate will be required to demonstrate an FETC or RPL equivalent.

In order to review aspects of environmental legislation in a South African context, it is likely that the candidate will have achieved the National Diploma in EETDP (NQF level 5) or demonstrate the RPL equivalent.

This unit standard draws directly on competencies described in the EETDP unit standards for the National Diploma in environmental education, training and development, particularly:
  • Demonstrate an understanding of the relevance of policies and conventions to environmental education

    The candidate should ideally work towards this unit standard concurrently with the following Level 6 EETDP unit standards:
  • Analyse different perspectives on learning and learning processes
  • Interpret education policy, and apply policy and management principles to own practice
  • Design and review environmental education curricula and programmes
  • Evaluate a variety of environmental education learning support materials

    1. The candidate collects and describes documents and critical articles on key international protocols and conventions. 
    ASSESSMENT CRITERION RANGE 
    Internet, Government Gazettes and government departments, monitoring groups and networks.
     

    ASSESSMENT CRITERION 2 
    2. The candidate summarises key principles, recommendations and critiques of four major international policies, acts, conventions and/or protocols. 

    ASSESSMENT CRITERION 3 
    3. The candidate comments critically on the implications of the policy/protocol for South Africa. 
    ASSESSMENT CRITERION RANGE 
    For example, CITES ban on Ivory sales and controlled hunting in KNP; Commitment to Local Agenda 21 projects; Biodiversity conservation etc.

    2. The candidate evaluates the appropriateness of legislation to a particular environmental issue or risk in a specific context. 
    ASSESSMENT CRITERION RANGE 
    Candidate should be able to identify relevant legislation in relation to key environmental issues such as pollution, water resource management, occupational health and safety, in relation to a local environmental issue or risk identified by the candidate.
     

    ASSESSMENT CRITERION 3 
    3. The candidate makes suggestions on processes associated with the implementation of environmental legislation in a specific context. 
    ASSESSMENT CRITERION RANGE 
    Include a site-based or telephonic investigation to find out what is happening with regards the implementation of relevant environmental legislation in a particular context.
     

    ASSESSMENT CRITERION 4 
    4. The candidate makes suggestions on processes associated with the implementation of environmental legislation in a specific context. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation and moderation options:

    Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.

    Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETCA procedures.
