PURPOSE OF THE UNIT STANDARD 
The purpose of the learning is to ensure that professional drivers who achieve this unit standard are able to operate tailgates and tail-lifts safely, and according to legal, organisational and manufacturer specifications. This will improve the learner's career flexibility, and will ensure that accidents and injuries are prevented, improving the compliance, success and profitability of road transport service delivery.

The qualifying learner is capable of:
  • Describing mechanical operation of equipment according to given specifications.
  • Identifying and categorising loads accurately.
  • Ensuring functional equipment and legal compliance by means of equipment inspection.
  • Operating tailgates and tail-lifts in accordance with manufacturers', legal and organisational standards and procedures.

    The skills, knowledge and understanding demonstrated within this unit standard are essential for the development of professional, productive and safe operators.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are already competent in the following areas of learning when starting to learn towards this unit standard:
  • Communication and Mathematical Literacy at NQF level 2.
  • Maintaining Occupational Health & Safety.

    The learner should also be in possession of the applicable driver's licence.

  • Passenger Lifts.
  • Tailgates and Tail-lifts with a maximum capacity of UP TO 1000Kg(one ton).
  • Tailgates and Tail-lifts with a maximum capacity of UP TO 2000Kg (two ton).
  • Specialised lifts, including (remote and) tuck-away.

    Ensure functional equipment and legal compliance by means of equipment inspection.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The tailgate and the lifting platform are inspected in accordance with given inspection procedures. 
    ASSESSMENT CRITERION RANGE 
    Inspections include:
  • Pre-operational (start) inspection.
  • Operational inspection (during loading).
  • Inspection subsequent to loading of vehicle.
  • Periodic inspections during transportation of load and at shift-end.

    Safe work load (SWL) of lifting platform is confirmed against given criteria. 

    ASSESSMENT CRITERION 3 
    Inspections are recorded and any deviations or defects are reported according to specified organisational procedures and requirements.

    Operate tailgates and tail-lifts in accordance with manufacturers', legal and organisational standards and procedures.

    Load distribution is in accordance with restrictions.

    Vehicle is loaded/off-loaded in accordance with manufacturers', safety and organizational requirements and procedures.

    Regulations pertaining to environmental hazards (with specific reference to noise) are adhered to.

    Appropriate procedures in the event of an accident or incident are implemented as specified.

    Specified maintenance procedures for equipment are adhered to at all times. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessment of learner achievements takes place at providers accredited by the relevant ETQA (RSA, 1998b) for the provision of programs that result in the outcomes specified for this unit standard.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • The relevant ETQA according to the moderation guidelines and the agreed ETQA procedures will oversee moderation of assessment and is responsible for moderation of learner achievements of learners who meet the requirements of this unit standard.

    Notes to assessors

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the unit standard title to ensure assessment is integrated rather than fragmented. Remember that the person must be declared competent in terms of the overall unit standard outcome. Where assessment at unit standard title level is unmanageable, focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the learner can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
