PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for managers of organisations and learners who manage Asset Risk in Insurance and other organisations.

The qualifying learner is capable of:
  • Explaining the risks associated with motor vehicles.
  • Suggesting risk reduction or mitigation measures.
  • Developing a risk management policy and procedures for a motor fleet.
  • Explaining a monitor and review system.

    There is open access to this unit standard. Learners should be competent in Communication and Mathematical and Financial Literacy at NQF Level 3. 

    UNIT STANDARD RANGE 
    The typical scope of this unit standard is:
  • Fleet means all the vehicles owned or covered by an organisation.
  • Risk exposures include, but are not limited to, drivers, theft, financing, vehicle security, vehicle safety, abuse, maintenance and fraud.
  • Procedures include, but are not limited to, drivers' training, selection of vehicles, disposal of vehicles, insurance procedures, authorisation for use, accidents, repair, general maintenance, unauthorized use and vehicle abuse.
  • Information that should be included in a management system includes, but is not limited to, insurance statistics, account statistics, losses, running costs, productivity, efficiency costs and people monitoring.
  • Changes in situation include, but are not limited to, external conditions and trends, own losses and fleet expenses.

    The risks associated with managing a business fleet are explained with examples. 

    ASSESSMENT CRITERION 2 
    The potential impact of the different risk exposures is quantified relative to the cost of running the fleet. 

    ASSESSMENT CRITERION 3 
    Insurance data, maintenance costs, industry trends and existing fleet statistics such as running costs are used to create a risk profile for a specific fleet. 

    ASSESSMENT CRITERION 4 
    Risks associated with hired in vehicles are compared to risks associated with owned vehicles. 

    SPECIFIC OUTCOME 2 
    Suggest risk reduction or mitigation measures.

    The role of vehicle selection in reducing motor fleet risk is explained with examples. 

    ASSESSMENT CRITERION 2 
    The selection and training of drivers as a means of reducing risk is explained with examples. 

    ASSESSMENT CRITERION 3 
    Risks associated with not having a formalised policy and detailed procedures for a motor fleet are described with examples. 

    SPECIFIC OUTCOME 3 
    Develop a risk management policy and procedure document for a motor fleet.

    The difference between a policy and a procedure is explained with examples. 

    ASSESSMENT CRITERION 2 
    A motor vehicle policy document covering use and abuse of vehicles is complied for a specific business.

    The typical procedures associated with a motor vehicle policy are outlined for a specific organisation.

    Explain a monitor and review system. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Information that should be included in a vehicle management system is named with examples. 

    ASSESSMENT CRITERION 2 
    Three benchmarks are identified to highlight efficiency/inefficiency in a fleet and an indication is given of how the data can be used to maintenance risk performance. 

    ASSESSMENT CRITERION 3 
    The importance of regular review is explained and an indication is given of the consequences should an organisation neglect this aspect. 

    ASSESSMENT CRITERION 4 
    Situation changes that require a review of policy and procedures are explained with examples of how the changes can impact on the system. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Registered as an assessor with the INSQA or with a relevant ETQA that has a Memorandum of Understanding with the INSQA.
  • Moderators must be registered as assessors with the INSQA or with a relevant ETQA that has a Memorandum of Understanding with the INSQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the INSQA or with a relevant ETQA that has a Memorandum of Understanding with the INSQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency registered with the INSQA or with a relevant ETQA that has a Memorandum of Understanding with the INSQA.
