PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for persons who monitor safety activities of vessels on shore and at sea.

A person credited with this unit standard will be able to:
  • Check and administer safety operations.
  • Maintain operational status of Local Oil Pollution Prevention Certificate, Oily Water Separator.
  • Apply fleet safety plan and Local General Safety Certificate, LSA requirements, Maritime Occupational Safety.
  • Monitor safety-training requirements.
  • Demonstrate a basic knowledge of legislation and company policy.
  • Arrange and coordinate for vessel safety prior to departure.
  • Assess boarding and access facilities. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are already competent in the following:
  • Mathematical Literacy at NQF Level 3.
  • Communication at NQF Level 3.

    Safety Activities: May include but not restricted to Safety drills, fire drills and life raft drills, safety at sea etc. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Check and administer safety operations. 
    OUTCOME RANGE 
    Safety operations that need to be administered may include but are not limited to: repairs, medical, safety and casualty reports, safety checks, waste and garbage disposal, fuelling, remedy safety committee recommendations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Safety minutes are reviewed and verified as per defined company procedure. 

    ASSESSMENT CRITERION 2 
    Execution of changes and adherence to safety measures are monitored as per defined company procedure. 

    ASSESSMENT CRITERION 3 
    Disposal of different waste and garbage procedures are explained as per defined legislation. 

    ASSESSMENT CRITERION 4 
    Waste and garbage disposal is monitored and recorded and appropriate certificates are issued as per legislative procedure. 

    ASSESSMENT CRITERION 5 
    Fuelling procedures are explained and carried out as per legislative requirements. 

    SPECIFIC OUTCOME 2 
    Maintain operational status of LOPPC, OWS. 
    OUTCOME RANGE 
    Operational status that is to be maintained may include but not limited to: Marpol Act, Local Oil Pollution Prevention Certificate and Ships Oil Prevention Emergency Plan, casualty report, garbage & oil record books.

    ASSESSMENT CRITERION 1 
    Calibration certificates are arranged for Oily Water Separator as per legislative requirements. 

    ASSESSMENT CRITERION 2 
    Reports and logbooks are monitored and completed as per legislative requirements. 

    ASSESSMENT CRITERION 3 
    Ships Oil Prevention Emergency Plan manual is updated and kept current and has South African Maritime Safety Certificate approval. 

    SPECIFIC OUTCOME 3 
    Apply fleet safety plan and LGSC requirements, Maritime Occupational Safety. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Feedback on safety aspects received from vessels is recorded and analysed and necessary actions taken as per defined company guidelines. 

    ASSESSMENT CRITERION 2 
    Logbooks of vessels are reviewed to verify implementation of safety procedures as per defined legislative and fleet safety plan. 

    ASSESSMENT CRITERION 3 
    Safety plans are communicated and displayed on board vessels as per legislative requirements. 

    ASSESSMENT CRITERION 4 
    Local General Safety Certificate requirements and Maritime Occupational Safety legislation is understood and interpreted to meet safety requirements. 

    SPECIFIC OUTCOME 4 
    Monitor safety-training requirements.

    ASSESSMENT CRITERION 1 
    Safety drills, fire drills and life raft drill records are reviewed and analysed as recorded in logbooks. 

    ASSESSMENT CRITERION 2 
    Training required for safety drills, fire drills and life raft drills is implemented to specified company procedures. 

    ASSESSMENT CRITERION 3 
    Safety training plans are reviewed and necessary training is implemented as per legislative requirements. 

    ASSESSMENT CRITERION 4 
    Training reports are maintained and submitted to training committee for implementation as per company procedure. 

    SPECIFIC OUTCOME 5 
    Demonstrate a basic knowledge of legislation and company policy.

    Knowledge of legislation and company policy may include but not limited to MSA, crew, welfare, safety, vessel, and environment.

    ASSESSMENT CRITERION 1 
    Merchant Shipping Act 53 is understood and interpreted to support the basic conditions of employment. 

    ASSESSMENT CRITERION 2 
    Provisions of the Merchant Shipping Act 53 are carried out as defined in the act. 

    ASSESSMENT CRITERION 3 
    Discrepancies and shortfalls in the implementation of the Merchant Shipping Act 53 identified and reported as per company procedure. 

    ASSESSMENT CRITERION 4 
    Merchant Shipping Act 53 requirements are communicated to vessel officers to ensure compliance. 

    SPECIFIC OUTCOME 6 
    Arrange and coordinate for vessel safety prior to departure.

    ASSESSMENT CRITERION 1 
    The Logbook detailing that all identified repairs have been carried out, is signed off as per defined company procedure. 

    ASSESSMENT CRITERION 2 
    Work list (requirements list) is signed off prior to departure as per company procedure. 

    ASSESSMENT CRITERION 3 
    Shortfalls are identified, recorded and reported to skipper prior to departure as per company procedure.

    Assess boarding and access facilities.

    Access and boarding facilities may include but not limited to hatches gangways and fish holds.

    ASSESSMENT CRITERION 1 
    Monitoring is done to ensure that gangways are in a safe working order as per legislative requirements. 

    ASSESSMENT CRITERION 2 
    Gangways set up requirements are explained and adhered to at all times. 

    ASSESSMENT CRITERION 3 
    Safety requirements are explained and reports generated to ensure compliance to legislative safe working practices.
