PURPOSE OF THE UNIT STANDARD 
This unit standard has been developed for the surveying occupational area and is intended for persons who aim to achieve career advancement within social and economic transformation by gaining surveying skills leading to a qualification based on unit standards. A person who has successfully completed this unit standard is able to compile a survey record and accompanying documentation for submission to the Surveyor-General.

A qualifying learner credited with this unit standard will be able to:
  • Demonstrate knowledge and understanding of the Land Survey Act, No. 8 of 1997, and the Regulations framed thereunder.
  • Demonstrate knowledge and understanding of the Sectional Titles Act, No. 95 of 1986, and the Regulations framed thereunder.
  • Demonstrate knowledge and understanding of legislation applicable to cadastral surveys.
  • Demonstrate knowledge and understanding of registration matters.
  • Demonstrate knowledge and understanding of the requirements for the approval of a diagram / plan for registration purposes.
  • Compile a survey record and accompanying documentation for submission to the Surveyor-General. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    NQF Level 5 mathematics and communication, computer skills, knowledge and understanding of the Professional and Technical Surveyors' Act, No. 40 of 1984 and the Rules framed thereunder, the ability to apply an elementary working knowledge of the Land Survey Act, No. 8 of 1997 and the Regulations to work carried out within the cadastral environment, to apply a working knowledge of the Sectional Titles Act, No. 95 of 1986 and Regulations to compile sectional title documents, to apply a working knowledge of the sections of the Deeds Registry Act, No. 47 of 1937 pertaining to land, and to compile a diagram and general plan for approval will facilitate better understanding and proficiency in this unit standard.

    5. The circumstances, which from time to time give rise to inferior and unacceptable statutory consents that are issued by the controlling authority, and the Surveyor-General's discretionary power in respect of such consents are understood and explained. 

    ASSESSMENT CRITERION 6 
    6. The basic requirements of the Surveyor-General for the lodgement of all survey records for examination and approval are known, and the reasons therefore are understood. 

    ASSESSMENT CRITERION 7 
    7. The land surveyor's duty when a new diagram or general plan or sectional plan is framed with reference to an existing survey record, which had been accepted/approved in the past or is currently under examination, is known and explained.

The land surveyor's duty relative to the submission of the original diagram and/or general plan and/or sectional plan together with as many copies as are required by the various offices of the Surveyors-General for examination purposes or for final registration copies as the case might be, is known and explained.

    10. The requirements relative to the documentation and certificates as prescribed by the Sectional Titles Act and Regulations relative to the submission of a draft sectional plan, are understood and explained. 

    SPECIFIC OUTCOME 6 
    Compile a survey record and accompanying documentation for submission to the Surveyor-General. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Relevant field notes to be referenced and compiled for lodgement with the office of the Surveyor-General. 

    ASSESSMENT CRITERION 2 
    2. Necessary calculations in pursuance of the purpose of the survey are undertaken and suitable records of the calculations are compiled. 

    ASSESSMENT CRITERION 3 
    3. The calculations are presented to the land surveyor for the purpose of carrying out a reconstruction in order to determine final co-ordinates. 

    ASSESSMENT CRITERION 4 
    4. Final calculations are undertaken and the records thereof suitably compiled. 

    ASSESSMENT CRITERION 5 
    5. A plan as required by the Land Survey Act, No. 8 of 1997 and regulations framed thereunder is drafted. 

    ASSESSMENT CRITERION 6 
    6. The survey report drafted by the land surveyor is included in the survey record. 

    ASSESSMENT CRITERION 7 
    7. Relevant cross-referencing to previous surveys is provided within the survey record. 

    ASSESSMENT CRITERION 8 
    8. From the current and previous survey records and other historical information, a diagram, general plan and/or draft sectional plan is compiled and checked for accuracy and completeness. The consequences of non-compliance are understood and explained. 

    ASSESSMENT CRITERION 9 
    9. All components of the survey record are collated into a document suitable for lodgement with the Surveyor-General. 

    ASSESSMENT CRITERION 10 
    10. All supporting documentation1, the survey record and the diagram, general plan and /or draft sectional plan are collated and handed to the land surveyor and/or sectional title practitioner, as applicable, for approval and signature(s) prior to lodgement with the Surveyor-General. The consequences of non-compliance are understood and explained. 

    ASSESSMENT CRITERION 11 
    11. The work sequence is completed in accordance with task specific requirements and in accordance with the Land Survey Act, No. 8 of 1997 and/or the Sectional Titles Act and the Regulations framed under each of the afore-mentioned Acts. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this unit standard or will assess this unit standard must be accredited as a provider with the relevant ETQA and registered with the FE/HE registrar.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.
    4. Anyone wishing to become an assessor or provider of learning must provide an affordable assessor/learning service.

    Therefore anyone wishing to be assessed against this unit standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
