This unit standard will provide learners with the basic knowledge and skills required to conduct urban operations.

Persons credited with this unit standard are able to:
  • Utilize basic urban equipment.
  • Tactically approach and withdraw from a target.
  • Tactically negotiate obstacles.
  • Tactically assault a target.
  • Execute emergency procedures.

    The achievement of this unit standard will equip a learner with the ability to be employed in a number of security related disciplines necessary to maintain peace and stability and the sovereignty of the state.

    The preparation of urban equipment for use during tactical urban operations as prescribed in organisational criteria is demonstrated.

    The equipment is maintained as specified in the manufacturers manual.

    The application of the different equipment is assessed and demonstrated according to work place procedures and the tactical situation.

    A coordinated tactical approach/withdrawal to/from a target in a perceived low threat environment is demonstrated according to work place procedures, doctrine or similar publications. 

    ASSESSMENT CRITERION 2 
    Tactical movements between structures in a perceived medium threat environment, according to work place procedures, doctrine or similar publications are demonstrated. 

    ASSESSMENT CRITERION 3 
    A coordinated tactical approach/withdrawal to/from a target in a perceived high threat environment according to work place procedures, doctrine or similar publications is demonstrated.

    Negotiate obstacles applying tactical principles.

    The tactical negotiation of different height obstacles is assessed and demonstrated, utilising ladders. 

    ASSESSMENT CRITERION 3 
    The tactical negotiation of different height obstacles is evaluated and demonstrated, using ropes. 

    ASSESSMENT CRITERION 4 
    The tactical negotiation of different height obstacles is evaluated and demonstrated, using improvised equipment.

    ASSESSMENT CRITERION 1 
    The breaching of a building through the doors or windows is demonstrated, as stipulated in work place procedures, doctrine or similar publications. 

    ASSESSMENT CRITERION 2 
    The penetration of a building from ground level, through the doors or windows is demonstrated as stipulated by the tactical situation. 

    ASSESSMENT CRITERION 3 
    The penetration of a building, through the doors or windows is demonstrated utilising ladders or ropes as stipulated by the tactical situation. 

    ASSESSMENT CRITERION 4 
    The tactical use of a ballistic shield is demonstrated. 

    ASSESSMENT CRITERION 5 
    Individual movement as part of a team, inside a building is demonstrated. 

    ASSESSMENT CRITERION 6 
    Room-clearing drills are demonstrated as determined by work place procedures, doctrine, or similar publications.

    Danger areas during room-clearing drills are prioritised as stipulated in work place procedures, doctrine or similar publications.

    A counter hand grenade drill is demonstrated within an urban environment.

    Emergency procedures for a wounded team member are demonstrated.

    Urban drills, when wearing a respirator during a chemical and biological threat is demonstrated. 

    ASSESSMENT CRITERION 4 
    The application of the principles for movement through unstable structures/ruins is demonstrated.

    The application of the principles for movement through smoke filled structures is demonstrated. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or will assess this unit standard must be accredited as a provider with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.
  • Anyone wishing to be assessed against this unit standard may apply to be assessed by any relevant assessment agency, assessor or provider institution, which is accredited by the relevant ETQA.
  • To register as an assessor the applicant must:
    - Have well-developed interpersonal skills, subject matter- and assessment experience. (The subject matter experience of the assessor can be established by recognition of prior learning).
    - As a minimum requirement, be competent in the unit standard "Plan and Conduct assessment of learning outcomes" NQF level 5.
    - Assessors need to be registered to the applicable ETQA for this particular field of learning.

    Organise and manage oneself and one's activities responsibly and effectively. Learners are capable of preparing themselves and their equipment for executing basic urban operations. 

    UNIT STANDARD CCFO COLLECTING 
    Collect, analyse, organise and critically evaluate information. Learners are required to constantly assess their situation and evaluate their options to ensure the successful completion of an urban operation. 

    UNIT STANDARD CCFO COMMUNICATING 
    Communicate effectively using visual and language skills of oral and written persuasion. Learners will be able to effectively communicate by means of visual and oral commands during basic urban operations. 

    UNIT STANDARD CCFO SCIENCE 
    Use science and technology effectively and critically, showing responsibility towards the environment and the health of others. Learners credited with this unit standard are able to apply science and technology (e.g. communication equipment, night vision equipment, pyro-techniques) to ensure the effective execution of basic urban operations. 

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep in mind the following general guidelines and principles when designing and conducting assessments:
  • Focus the assessment activities on gathering evidence in terms of the specific outcomes of the unit standard and ensure that the assessment is integrated rather than fragmented.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Assessment must include practical demonstration either in the workplace or through simulation. A range of assessment methods should be used, including:
    - Direct observation - watch the learner while demonstrating outcomes.
    - Simulation of a specific task - set a specific task for the learner to demonstrate in a simulated environment (e.g. demonstrating the crossing of an obstacle).
    - Questioning (verbal or written) - ask the relevant questions linked to the unit standard.
