PURPOSE OF THE UNIT STANDARD 
This unit standard is for policing officials in the field of safety in society who need to execute policing functions and tasks in dangerous situations. This unit standard will contribute towards compliance with tactical -, legal -, safety- and organisational requirements related to tactical movement.
Persons credited with this unit standard will be able to:
  • Approach an object in team context, without compromising the safety or position of the team
  • Move tactically in team context in an urban environment without compromising the safety of the team.
  • Overcome obstacles in urban environment with climbing techniques
  • React to an attack in a manner that will result in the initiative being taken over from the attacker. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Communication skills at NQF level 4 

    UNIT STANDARD RANGE 
  • Tactical movement during dangerous situations that includes (but is not limited to) arresting and apprehending dangerous criminals; handling incidents of public disorder; executing crowd management; securing rural or urban crime scenes.
  • The use of tactical movement for the execution of high risk warrants, hostage situations or any situation where specialised equipment or training is required to handle the operational situation is excluded from this unit standard.

    Approach an object without compromising safety or position. 
    OUTCOME RANGE 
    Approach refers to Cat crawl, Monkey run, leopard crawl, Ghost Walk, Rolls, Going down on contact
    Objects refer to objects in rural as well as urban environments. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The most appropriate route to approach the object is taken with special consideration for safety, use of cover and concealment. 

    ASSESSMENT CRITERION 2 
    The surprise element is not compromised during movement

  • Optimal use of shadows
  • Silhouette forming is prevented
  • Peeping around objects is practised before moving into new area

    Members' movement is synchronised and supportive to other team members in a manner that ensures coordinated and cohesive team action. 

    ASSESSMENT CRITERION 4 
    Continuous communication is maintained by means of visual contact, using hand signals or radio equipment.

    Communication may never be broken. 

    ASSESSMENT CRITERION 5 
    Members of the team are prepared to react at all times to any form of attack from any direction. 

    ASSESSMENT CRITERION 6 
    Cover and concealment are optimally used during the approach. 

    ASSESSMENT CRITERION 7 
    The position of members are not compromised by actions, body position and movements of members of the team.

    The position of the team must be secured at all time.

    SPECIFIC OUTCOME 2 
    Move tactically in and around buildings. 
    OUTCOME NOTES 
  • Movement takes place with body armour.
  • Three person teams systematically clear passage areas, stairs and rooms of buildings.
  • Doors are penetrated in two person teams according to safety principles.
  • Contained multi-room, multi-storey buildings are cleared by two person teams starting from one entrance to the end of the building.

    Observation and communication is demonstrated continuously.

  • Before and after each movement each member communicates with the team. 
  • ASSESSMENT CRITERION RANGE 
    Communication includes: Hand signals, verbal and visual communication.
     

    ASSESSMENT CRITERION 2 
    The element of surprise is kept with the team. 
    ASSESSMENT CRITERION NOTES 
    Movement is timed at a moment when the targeted person is not expecting it. Tactical position is not compromise by making noise, shadows or silhouette and the choice of route. 

    ASSESSMENT CRITERION 3 
    360 degree safety is ensured at all time by giving cover to all directions. 

    ASSESSMENT CRITERION 4 
    Firearms are held in the direction of the threat / possible danger at all times. 

    ASSESSMENT CRITERION 5 
    Movement is synchronised with the other member of the team. 
    ASSESSMENT CRITERION NOTES 
    There is cohesiveness in the movement of the team and team members are always aware of the positions of the other members of the team. 

    ASSESSMENT CRITERION 6 
    Firearm is handled safely without offending innocent persons or co-team members. 
    ASSESSMENT CRITERION NOTES 
    Do not sweep across your partner. 

    ASSESSMENT CRITERION 7 
    Appropriate techniques are used and adapted to fit the specific need of the situation. 

    ASSESSMENT CRITERION 8 
    Calculated tactical movement is demonstrated to the point where surprise is compromised. 
    ASSESSMENT CRITERION NOTES 
  • Calculated tactical movement refers to tactical movements made as a result of observation, orientation, decisions and tactical option selection for the relevant operational environment. Teams must re-group after each possible breach of security.
  • Calculated tactical decisions are made relating to the method of approach, place of entrance, route to be taken, equipment to be used, containment and isolation of the suspect. 

  • ASSESSMENT CRITERION 9 
    Cover is used optimally according to the techniques used by the team and the choice of cover. 
    ASSESSMENT CRITERION NOTES 
    Take the best available cover. 

    SPECIFIC OUTCOME 3 
    Overcome obstacles in an urban environment with climbing techniques. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    All prescribed climbing techniques are demonstrated without hesitation, mistake or delay. 
    ASSESSMENT CRITERION RANGE 
    Prescribed techniques include: Back Stand, Leg Grab Squat, Shoulder Stair, and Spider Crawl. Climbing wired fence.
     

    ASSESSMENT CRITERION 2 
    The climbing technique opted for a specific situation is assessed and the technique that is chosen results in the obstacle being successfully overcome. 

    ASSESSMENT CRITERION 3 
    The most appropriate cover is used during the execution of the climbing techniques. 

    ASSESSMENT CRITERION 4 
    Security is maintained during the execution of the climbing techniques. 

    SPECIFIC OUTCOME 4 
    React to an attack. 
    OUTCOME NOTES 
    React to an attack in a manner that will result in the initiative being taken over from the attacker. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Cover is taken that is most suitable for the direction from where the attack is launched and the type of the attack. 

    ASSESSMENT CRITERION 2 
    The direction and source of the attack is identified accurately. 

    ASSESSMENT CRITERION 3 
    Movement is organised or directed to ensure that own position is such that the rest of the team can be assisted in the protection against the attack. 

    ASSESSMENT CRITERION 4 
    The movement is directed to contain and isolate the attacker after the attack has been brought under control. 

    ASSESSMENT CRITERION 5 
    All actions during the defensive stage of the attack are taken with decisiveness and without hesitation. 

    ASSESSMENT CRITERION 6 
    Firearms are handled safely at all times. 
    ASSESSMENT CRITERION NOTES 
    Safety refers to factors such as:

    1. Finger off the trigger
    2. Not pointing in the direction of a team member
    3. A 30 degree safety radius is kept when shooting past team members 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Candidates are assessed against these assessment criteria. An assessor observes currently employed candidates carrying out their normal work duties. They may also be asked to carry out simulated tasks and to answer written and/or oral questions. Candidates studying towards a Unit Standard, and who are not currently employed, will also be assessed using variety of assessment tools.
    2. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    3. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
    4. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures

    The standard describes competent performance in doing physical techniques that will enhance their job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    1. A comprehensive understanding of the relevant legislation, and procedures and practices.
    2. A basic understanding of the principles of tactical movement, rural foot formations, cover, concealment and camouflage, tactical hand signals, terminology on climbing techniques, techniques of tactical movement, supportive tracking formations, rural leapfrogging ( tactical level), the use of force principles, safety principles applicable to tactical movement 

    UNIT STANDARD DEVELOPMENTAL OUTCOME 
    The following critical cross field outcomes need to be addressed and assessed in this unit standard;
  • Creativity need to be developed by measuring learner's performance to the principles rather than a specific technique.
  • High emphasis is placed on problem solving ability during exercises. Exercises and scenarios have a variety to ensure problem solving ability is developed and not stereotyped step that the person can not apply in practice.

    The following policing specific outcomes must be assessed;

    1. Courage to take risk and even put own life at risk to safe others.
    2. Discipline to accept instructions and policy.
    3. Physical ability to do the job (includes fitness and health required to move in the field with the sections without putting themselves in danger).
    4. Patriotism and loyalty to the country and all its people.
